AN ACT TO INCLUDE IN THE CURRICULA OF ALL PUBLIC AND PRIVATE SCHOOLS, COLLEGES AND
UNIVERSITIES COURSES ON THE LIFE, WORKS AND WRITINGS OF JOSE RIZAL, PARTICULARLY HIS NOVELS
NOLI ME TANGERE AND EL FILIBUSTERISMO, AUTHORIZING THE PRINTING AND DISTRIBUTION THEREOF,
AND FOR OTHER PURPOSES

Isang kilos na ISAMA SA CURRICULA NG LAHAT NG PUBLIKO at PRIVATE SCHOOL, COLLEGES AT

UNIVERSITIES COURSES ANG BUHAY, GAWAIN AT MGA AKDA NI JOSE RIZAL, PARTIKULAR ANG KANYA
MGA NOBELANG NOLI ME TANGERE AT EL FILIBUSTERISMO.

WHEREAS, today, more than any other period of our history, there is a need for a re-dedication to the
ideals of freedom and nationalism for which our heroes lived and died;

KUNG SAAN, ngayon, higit sa anumang iba pang panahon ng ating kasaysayan, may pangangailangan
para sa muling pagtatalaga sa mga mithiin ng kalayaan at nasyonalismo kung saan nabuhay at namatay
ang ating mga bayani;

WHEREAS, it is meet that in honoring them, particularly the national hero and patriot, Jose Rizal, we
remember with special fondness and devotion their lives and works that have shaped the national
character;

KUNG SAAN, natutugunan na sa paggalang sa kanila, lalo na ang pambansang bayani at makabayan na si
Jose Rizal, naalala natin nang may espesyal na pagmamahal at debosyon ang kanilang buhay at mga
gawa na humuhubog sa pambansang pagkatao;

WHEREAS, the life, works and writing of Jose Rizal, particularly his novels Noli Me Tangere and El
Filibusterismo, are a constant and inspiring source of patriotism with which the minds of the youth,
especially during their formative and decisive years in school, should be suffused;

Ibig sabihin kailangan pag aralan ang mga akda nya na el fili at noli para mainspire or mag alab yung
pagka Pilipino ng mga kabataan .

KUNG SAAN, ang buhay, gawa at pagsulat ni Jose Rizal, lalo na ang kanyang mga nobelang Noli Me
Tangere at El Filibusterismo, ay PATULOY at nakasisiglang mapagkukunan ng pagiging makabayan na
kung saan ang mga isipan ng kabataan, lalo na sa kanilang mga formative at decisive na taon sa
paaralan, ay dapat MAIPAKALAT OR MAI-SPREAD
WHEREAS, all educational institutions are under the supervision of, and subject to regulation by the
State, and all schools are enjoined to develop moral character, personal discipline, civic conscience and
to teach the duties of citizenship; Now, therefore,

SAAN, ang lahat ng mga institusyong pang-edukasyon ay nasa ilalim ng pangangasiwa ng, at
napapailalim sa regulasyon ng Estado, at ang lahat ng mga paaralan ay inutusan upang makabuo ng
pagkatao, personal na disiplina, sibilyang konsensya at turuan ang mga tungkulin ng pagkamamamayan;
Ngayon, samakatuwid,

SECTION 1. Courses on the life, works and writings of Jose Rizal, particularly his novel Noli Me Tangere
and El Filibusterismo, shall be included in the curricula of all schools, colleges and universities, public or
private: Provided, That in the collegiate courses, the original or unexpurgated editions of the Noli Me
Tangere and El Filibusterismo or their English translation shall be used as basic texts.

course or subject na works and writings of Jose Rizal, tapos yung original version ng Noli at El fili yung
dapat gamitin as material or yung mga English versions.

The Board of National Education is hereby authorized and directed to adopt forthwith measures to
implement and carry out the provisions of this Section, including the writing and printing of appropriate
primers, readers and textbooks. The Board shall, within sixty (60) days from the effectivity of this Act,
promulgate rules and regulations, including those of a disciplinary nature, to carry out and enforce the
provisions of this Act. The Board shall promulgate rules and regulations providing for the exemption of
students for reasons of religious belief stated in a sworn written statement, from the requirement of the
provision contained in the second part of the first paragraph of this section; but not from taking the
course provided for in the first part of said paragraph. Said rules and regulations shall take effect thirty
(30) days after their publication in the Official Gazette.

Ang Lupon ng Edukasyon ng Pambansa ay binigyan ng awtoridad at iniuutos na magpatupad agad ng

mga hakbang upang maipatupad at isakatuparan ang mga probisyon ng Seksyong ito, kabilang ang
pagsusulat at pag-print ng mga naaangkop na primer, mambabasa at aklat-aralin. Ang Lupon ay dapat,
sa loob ng animnapung (60) araw mula sa bisa ng Batas na ito, magpapalabas ng mga patakaran at
regulasyon, kasama na ang isang disiplina sa kalikasan, upang maisagawa at ipatupad ang mga probisyon
ng Batas na ito. Ang Lupon ay magpo-promulgate ng mga patakaran at regulasyon na nagbibigay para sa
pagpapatawad ng mga mag-aaral para sa mga kadahilanan ng paniniwala sa relihiyon na nakasaad sa
isang sinumpaang nakasulat na pahayag, mula sa kahilingan ng probisyon na nilalaman sa ikalawang
bahagi ng unang talata ng seksyon na ito; ngunit hindi mula sa pagkuha ng kurso na ibinigay para sa
unang bahagi ng nasabing talata. Ang nasabing mga patakaran at regulasyon ay magkakabisa tatlumpu
(30) araw pagkatapos ng kanilang publikasyon sa Opisyal na Gazette.

SECTION 2. It shall be obligatory on all schools, colleges and universities to keep in their libraries an
adequate number of copies of the original and unexpurgated editions of the Noli Me Tangere and El
Filibusterismo, as well as of Rizal’s other works and biography. The said unexpurgated editions of the
Noli Me Tangere and El Filibusterismo or their translations in English as well as other writings of Rizal
shall be included in the list of approved books for required reading in all public or private schools,
colleges and universities.

Obligasyon sa lahat ng mga paaralan, kolehiyo at unibersidad na panatilihin sa kanilang mga aklatan ang
isang sapat na bilang ng mga kopya ng orihinal at hindi nabuong edisyon ng Noli Me Tangere at El
Filibusterismo, pati na rin ang iba pang mga gawa at talambuhay ni Rizal. Ang nasabing hindi edukasyong
edisyon ng Noli Me Tangere at El Filibusterismo o ang kanilang mga salin sa Ingles pati na rin ang iba
pang mga sulatin ni Rizal ay isasama sa listahan ng mga inaprubahang libro para sa kinakailangang
pagbasa sa lahat ng pampubliko o pribadong paaralan, kolehiyo at unibersidad.

The Board of National Education shall determine the adequacy of the number of books, depending upon
the enrollment of the school, college or university.

Ang Lupon ng Pambansang Edukasyon ay dapat matukoy ang sapat na bilang ng mga libro, depende sa
pagpapatala ng paaralan, kolehiyo o unibersidad.

SECTION 3. The Board of National Education shall cause the translation of the Noli Me Tangere and El
Filibusterismo, as well as other writings of Jose Rizal into English, Tagalog and the principal Philippine
dialects; cause them to be printed in cheap, popular editions; and cause them to be distributed, free of
charge, to persons desiring to read them, through the Purok organizations and Barrio Councils
throughout the country.

Ang Lupon ng Pambansang Edukasyon ay dapat maging sanhi ng pagsasalin ng Noli Me Tangere at El
Filibusterismo, pati na rin ang iba pang mga sulatin ni Jose Rizal sa Ingles, Tagalog at ang pangunahing
punong dayalekto ng Pilipinas; gawin silang mai-print sa murang, tanyag na edisyon; at ibahagi nang
walang bayad sa mga taong nais basahin ang mga ito, sa pamamagitan ng mga organisasyon ng Purok at
Mga Barrio ng Barrio sa buong bansa.

SECTION 4. Nothing in this Act shall be construed as amendment or repealing section nine hundred
twenty-seven of the Administrative Code, prohibiting the discussion of religious doctrines by public
school teachers and other person engaged in any public school.

Walang anuman sa Batas na ito ay maaaring ibigay bilang susog o pagwawasto ng seksyon siyam na
dalawampu't dalawampu't Kodigo sa Pangangasiwa, na nagbabawal sa talakayan ng mga doktrina ng
relihiyon ng mga guro sa pampublikong paaralan at ibang tao na nakikibahagi sa anumang pampublikong
paaralan. Meaning hindi naba-violate ng batas na to yung administrative code section 927 na
nagbabawal sa mga teachers or kahit sinong engaged sa kahit anong public school

SECTION 5. The sum of three hundred thousand pesos is hereby authorized to be appropriated out of
any fund not otherwise appropriated in the National Treasury to carry out the purposes of this Act.
Ang kabuuan ng tatlong daang libong piso ay pinapayagan na gawing pera mula sa anumang pondo na
hindi man inilaan sa Pambansang Kayamanan upang isakatuparan ang mga layunin ng Batas na ito.

SECTION 6. This Act shall take effect upon its approval

Dapat ipatupad kaagad after ma-approve yung batas . dapat nung na-approve to, kailangan ipatupad
kaagad
