JAPAN’S ODA TO VITENAM: 5 PRIORITIZED SECTORS

Thực hiện thỏa thuận giữa hai chính phủ nhân chuyến thăm Việt Nam của Thủ
tướng Nhật Bản vừa qua, phái đoàn cấp cao về hợp tác kinh tế kỹ thuật của Nhật Bản
gồm 25 thành viên do Đặc sứ - cố vấn đặc biệt của Ngoại trưởng Nhật Bản dẫn đầu, đã
thăm và làm việc tại Việt Nam từ ngày 24 đến 29 tháng 8 vừa qua. Đây là phái đoàn
cao nhất và lớn nhất trong lĩnh vực viện trợ phát triển chính thức (ODA) từ trước tới
nay mà Nhật Bản cử đến Việt Nam.
Japan’s Prime Minister implemented the agreement between two goverments on
the occasion of visiting Vietnam. High-ranking officers of technical – ecomomic
collaboration including 25 members with the leading of Ambassador – a special
counselor from Japan Foreign Minister, have visited and worked in Vietnam from
August 24th to 29th. So far, this has been the highest and biggest delegation in Official
Development Assistance (ODA) that Japan had sent to Vietnam so far.
In the recent visit of Japanese prime minster to Vietnam, the senior delegation of
economic and technical cooperation, which includes 25 members, is led by the special
ambassador of Japanese foreign minster visited and worked in Vietnam from August
24-29 to reach an agreement. This is th ehighed-ranking and biggest delegation in
official development assistance (ODA) that Japan sent to Vietnam.

Với nội dung chính sách đối thoại, tạo khuôn khổ cho quan hệ hợp tác lâu dài giữa
hai nước, phái đoàn Nhật Bản đã có nhiều phiên họp chung và chuyên ngành với các
quan chức cấp cao của các Bộ và các cơ quan hữu quan Việt Nam. Phái đoàn cũng có
cuộc trao đổi với các nước tài trợ và các tổ chức quốc tế tại Việt Nam nhằm phối
hợp các chương trình hợp tác sao cho có hiệu quả nhất đối với công cuộc phát triển
kinh tế của Việt Nam.
With regard to policy dialouge, having created a framework for long-term
cooperation between two countries, Japan delegations had many mutal as well as
specialized meetings. They also had discussions with donors and other international
organizations in Vietnam to coordinate cooperation programs with the aim of reaching
the most effective results for Vietnam economic development.
In the policy of dialouges to form foundation for a long-life cooperation between the
two countries, the Japanese delegation had many joint and specialized meetings with
senior officials from ministries and agencies in Vietnam. The delegation also
communicated with funding countries and international organizations in VN to co-
operate in the most effective way about the Vietnamese economic development.
 Phía Việt Nam đã thông báo tình hình kinh tế hiện nay trên 8 vấn đề chính: tăng
trưởng, tài chính – tiền tệ, chuyển dịch cơ cấu, kinh tế đối ngoại, giải quyết việc làm,
cơ sở hạ tầng kinh tế, hạ tầng xã hội, cải cách hành chính và luật pháp. Phía Việt
Nam cũng trình bày mục tiêu và chương trình phát triển kinh tế, trong nêu lên các
lĩnh vực ưu tiên; thông báo tình hình quan hệ đối ngoại, quan hệ hợp tác với các tổ
chức tài chính – tiền tệ quốc tế như Ngân hàng Thế giới, Quỹ Tiền tệ Quốc tế và
Ngân hàng phát triển Châu Á, và việc chuẩn bị cho cuộc họp Nhóm tư vấn tại Paris
sắp tới.
The vietnamese side has announced the eight main issues for the current economic
situations: growth, finance-currency, economic restructuring, foreign economic, job
solution, economic and social infrastructure, adminstration and legal reform. Vietnam
also presents their goals and economic development program, states priority fields,
inform the situations of foreign relations and international financial organizations such
as World Bank, International Monetary Fund, Asia development bank, and prepares for
the meeting with consultancy group in Paris.

Phía Nhật Bản hoan nghênh cải cách kinh tế của Việt Nam đạt kết quả tốt, đánh giá
cao thành công vượt qua lạm phát trong khi đạt mức tăng trưởng cao (8%/năm). Phái
đoàn quan tâm tới chương trình điều chỉnh kinh tế và vấn đề quản lý vĩ mô Việt Nam
đang tiến hành. Phía Nhật Bản khẳng định sẽ tăng cường hợp tác kinh tế và ủng hộ
những nỗ lực của Việt Nam thị trường hóa nền kinh tế, bày tỏ rằng hai bên sẽ phối
hợp chặt chẽ với nhau trong điều phối các chương trình hợp tác và tăng cường hơn
nữa cơ chế trao đổi chính sách. Phái đoàn cũng đã trình bày chính sách ODA và Hiến
chương ODA của Nhật Bản. Hai bên đã trao đổi về vai trò và tầm quan trọng của sự
hợp tác giữa hai nước trong các chương trình trung và dài hạn. Hai bên thỏa thuận
hợp tác kinh tế kỹ thuật của Nhật Bản sẽ được tập trung vào 5 lĩnh vực ưu tiên:
The Japanese side congratulated on the exellent results of Vietnmese economis reforms,
highlt evaluated the success in overcoming inflation while reaching high growth rates
(8%/year). The delegation concerns about the economic adjustment program and
macroeconomic management that Vietnam is currently working on. The Japanese side
affirms that they would strengthen the economic cooperation and supports Vietnam’s
efforts in economic markets, work closely to coordinate policy-exchange systems. The
delegation also presents ODA policy and Japanese ODA charter. Both sides discuss the
roles and the importance of cooperation between the two countries in the medium and
long-term. They also agree on the economic-technical cooperation would focus on5
priority:

Điện lực và giao thông vận tải
Nông nghiệp, bao gồm cơ sở hạ tầng và chuyển giao kỹ thuật.
Giáo dục và y tế
Bảo vệ môi trường, đặc biệt vấn đề quản lý rừng, cải thiện môi trường sống đô
thị, ngăn ngừa ô nhiễm công nghiệp.

Ngài đặc sứ, trưởng phái đoàn Nhật Bản, đã có cuộc tiếp kiến Thủ tướng chính phủ
ta. Ông đã bày tỏ sự đánh giá cao những nỗ lực của Việt Nam trong quá trình đổi
mới, xây dựng đất nước, khẳng định Chính phủ Nhật Bản sẽ tiếp tục viện trợ cho
Việt Nam gắn với mở rộng đầu tư của các doanh nghiệp Nhật vào Việt Nam. Thủ
tướng nước ta đã đánh giá cao chuyến thăm Việt Nam của đoàn; tỏ ý vui mừng thấy
hai Chính phủ có sự nhất trí cao trong việc củng cố và tăng cường quan hệ hữu nghị
hợp tác Việt – Nhật và sự nhất trí đó đang ngày càng phát huy hiệu quả.
The ambassador, the Japanese delegation leader, had a visit with our Prime Minister. He
exxpressed his great appreciation for Vietnamese efforts in the renewal process and
national reforming. He also affirms that the Japanese government would continue to aid
Vietnam with the investment expansion from Japanese businesses to VN. Our PM
appreciated their visit to VN nad he expressed his gratitude when the two goverments
reached the agreement in improving, strenthening, and developing Vietnamese-
Japanese brotherhood.

Chuyến thăm lần này của phái đoàn cấp cao Nhật Bản về hợp tác kinh tế và kỹ thuật
có ý nghĩa lớn cả về kinh tế và chính trị. Chuyến thăm này được thể hiện trên thực tế
của thỏa thuận cấp cao giữa hai nước. Kết quả chuyến thăm của đoàn là bằng chứng
mới của sự hợp tác lâu bền giữa Việt Nam và Nhật Bản.
