General Purpose : To persuade
Specific Purpose : To persuade my audience on why voting ages should stay at 21 years
old in Malaysia
Central Idea : Teenagers in Malaysia are not yet ready to have the power of
selecting the government. Thus, the voting ages should stay at 21
years old and the idea of lowering it to 18 years old is irrelevant.

INTRODUCTION
ATTENTION

I. (Attention Material/Credibility Material) Recently, our country had approved the law
regarding the voting ages in Malaysia that was reduced to 18 years old. Before I start, I
don’t want to be skeptical, “18 years old is still a kid”, “They are immature”, “They can’t
think rationally, all they want to think is about girls, having funs and do cool stuff”

II. (Tie to the audience) Those are irrelevant arguments for me because there is no
empirical and psychological evidence to prove that statement.

III. (Thesis and Preview) The argument that I want to bring here is that 18 years old
Malaysians are still not ready to be involved in the voting system in the country. Main
reason is that the education system itself is not built to prepare them for that
responsibility.

(Transition: I’ll begin by telling you about how our education system is not preparing the
teenagers for voting responsibility)

BODY

NEED

I. The country needs competent government to rule the country. Our country adopts the
system of democracy. Thus, it’s all begun from the quality vote from the citizens.

A. (Statement of Need for Action) One problem is that our education system is not
preparing our high school students to involve in the political activities in the
country.

1. (Description of Problem) Teenagers are not exposed to the political party


within the country.

SATISFACTION

II. (Present Solution that Satisfies Need) Preserve the previous law whereas the voting ages
are at 21 years old and above.

A. (Description of Solution) Give time for the teenagers to be exposed to the political
environment in the country.

1. (How Solution Satisfies Need) Choose leader based on quality of their


personality, credibility, manifesto & vision

a. (How Solution can be Implemented) Open minded – Make own


analysis based on various sources. Not limited to the parents’
ideology

b. Teenagers from rural region would be exposed more about


political situation in our country – university, etc.

VISUALIZATION

III. (Visualize Results) Well let me tell you on possible outcomes when the voting age is
lowered

A. Gives too much opportunity for the ruling party in power to use all the resource /
manipulate the clueless teenagers

1. Political agenda to remain in power. Undecisive teens would most likely


choose the previous party – afraid to make changes

B. Voting Based on Popularities

1. Most teenagers are not likely to have found their own ideological
positioning. They are likely to be heavily influenced by the beliefs of their
teachers and parents, effectively offering these groups extra votes.

2. Vote on famous people – public figure, influencer, actor/actress - appeal


to be more friendly / charismatic in social media.

C. Too many political activities in school

1. Visual Aid – Malaysia Age Structure shows that teenagers provide large
amount of vote. Thus, political agenda would be focused on school. Some
drawbacks: student couldn’t focus on studies, school’s prosperities would
be messed up, etc.

CONCLUSION

ACTION

I. (Brakelight) As you can easily see, lowering the voting ages to 18 years old is not practical
for now.

II. (Summary) There is no age limit in maturity, however the educational system in our
country obstructs us from getting info about political environment in our teenage ages
(high schooler)

III. (Tie Back to the Audience) Imagine if our country elect actors/actresses as ruler of the
region’s authorities just because they are famous and appeal to be more friendly /
charismatic in social media.

IV. (CALL TO ACTION) As long as there are no changes in our educational system, the
Undi18 is just another political agenda in our country
