II. Overview
Since time immemorial, reading in all ages been a source of knowledge, of happiness,
of pleasure and even moral courage: it has been a source of many adventures,
fantasies, creativity and beyond imaginations among readers. It is the best habit that
broadens our minds. It enhances our knowledge, communication skill, and information
and stabilizes our emotions.

With this, the K to 12 Program with a purpose of making “Every child a Reader, the
Department of Education seeks and took any means and ways to meet and
materialized on its purpose. This was based on DepEd Order no. 18, s.2017,
Guidelines on the Utilization of the 2017 Every Child a Reader Program in which the
program aims to develop in Filipino children the literacy and numeracy skills and
attitudes which will contribute the lifelong learning.
With all of the initiatives captured by the department, reality is we are still facing and
having school – children non-readers and slow readers. With my deepest sincerity and
willingness to help this innovative project was made.
The innovative project Kariton sang Kaalam (K&K) - a mobile cart in which, reading
materials are stored within. This mobile reading cart can be used inside the school by
the pupils, teachers and even parents during their free time and remedial classes. It
can also be stationed to different places within the barangay especially to those
densely packed sitios to enhance reading ability/skills and develop reading habits of the
children.. In today's world with so much more to know and to learn and also the need
fora conscious effort to conquer the divisive forces, the importance of reading has
increased. Hence, the proponent vehemently aspires to provide available/used
reading materials by soliciting from stakeholders.
