1)Pilotage services
A ship approaching a pilot station needs good VHF communications. The station should be sensibly
situated –i.e., with respect to separation zones and sea room – must be marked clearly on the chart,
and a reliable response provided. Frequent causes of complaint from the group where the pilot
station which calls a large ship in close to the shore when in fact there is no pilot available and the
lack of standardization in communication procedures. There is a problem for the ship master in
providing an accurate ETA 24 hours in advance. Unpredictable weather including fog can easily
cause the EAT to become inaccurate for no fault of planning. Similarly when sailing, it is usual for
the agent to order the pilot well in advance, only to find the ship is delayed for a variety of reasons
related to cargo operations. The group points out the need for tolerance and understanding in the
ordering and engagement of pilots. The need for a pilot to be able to give independent navigational
advice was considered to be important.
2)Master-pilot relationships
There are two levels at which to consider the master/pilot relationships – the personal and the
professional. A pilot arriving on the bridge is welcomed by the ship master. His presence helps to
relieve anxiety, adds expertise to the bridge team and contributes a valuable service. On the other
hand, some pilots can give the impression that they are taking over the command of the vessel,
which is not their role. Sometimes, on very rare occasions, there are clashes of personality, but in the
overwhelming majority of cases the relationship is harmonious and effective.
3)Rights of pilots
An authorised pilot has a right to supersede an unauthorized pilot. A pilot may require the master of
any ship which he is piloting to declare its draught, length and beam, and to provide him with such
other information relating to the ship or its cargo as the plot specifies and is necessary for him to
carry out his duties. The master shall bring to the notice to the pilot and defects in, and any matter
peculiar to, the ship and its machinery and equipment of which the master knows and which might
affect the navigation of the ship.
An authorised pilot must not be taken out of his area without his consent or without reasonable
cause. The master of a ship which is subject to compulsory pilotage must facilitate an authorised
pilot boarding and subsequently leaving the ship.
