1. SCOPE
This procedure describes the methods and requirements for liquid penetrant
examination by using visible penetrant (type II) and solvent removable technique
(method c) to detect discontinuities which are open to the surface of nonporous metals
and other materials for Menzel Ledjmet East Project Block 405b, Algeria.

3. PERSONNEL QUALIFICATION AND RESPONSIBILITY

3.1. All personnel who perform penetrant examination (PT), shall be qualified in accordance
with ASNT/ SNT-TC-1A or an equivalent standard.

3.2. A qualification certificate for each examiner shall be valid and available at site during
the project implementation.

3.3. A person, who perform the examination and interpret the test results, shall be qualified
as level-II or level-III. A level I person can take the examination, provided that he is
under the direct supervision of a Level-II or Level-III, and the level-II or level-III shall
take full responsibility for the examination in that case.

4. PENETRANT MATERIALS

All penetrant materials used for the examination shall have batch certificate, indicating
the required chemical composition of chlorine, fluorine and sulphur as per ASME Sec.
V. The penetrant material shall be supplied with quality certificate, and recently
manufactured.

The following liquid penetrant materials may be used.

* All penetrant materials used for the examination shall be of the same family group
and from the same manufacturer. Mixing of different manufacturer’s products shall not
be permitted.

5. SURFACE CONDITION

5.1. Satisfactory results may be obtained when the surface of the part is in the as-welded,
as rolled, as-cast, or as-forged condition. Surface preparation by grinding, machining,
or other methods may be necessary where surface irregularities could mask indications
of unacceptable discontinuities.

5.2. Prior to each liquid penetrant examination, the surface to be examined and all adjacent
areas within at least 25 mm shall be dry and free of all dirt, grease, lint, scale, welding
flux, weld spatter, paint, oil, and other extraneous matter that could obscure surface
openings or otherwise interfere with the examination.

5.3. Solvent cleaners shall be used to removing oil or grease.

6. TEMPERATURE REQUIREMENTS

6.1. The temperature of the penetrant and the surface of the part to be processed shall not
be below 10°C nor above 52°C throughout the examination period. Local heating or
cooling is permitted provided the part temperature remains in the range of 10°C to
52°C during the examination.

6.2. Where it is not practical to comply with these temperature limitations, other
temperatures and times may be used, the examination procedure at the proposed
lower or higher temperature range requires qualification as per ASME code, section V,
Article 6, Par. T-653.

7. EXAMINATION PROCEDURE

7.1. Pre-cleaning

All parts or areas of parts to be examined must be clean and dry before the penetrant
is applied. The surface shall be free of rust, scale, welding flux, weld spatter, grease
and so forth.

7.2. Drying after cleaning

It is essential that the surface of parts shall be thoroughly dry after cleaning. Drying is
usually accomplished by exposure to ambient temperature. If required, forced hot air or
other method may be used to warm the parts for drying.

7.3. Penetrant Application

The penetrant may be applied by any brushing or spraying.


The minimum dwell time shall be 5 minutes or recommended by the penetrant
manufacturer

7.4. Excess Penetrant Removal

7.4.1. After the specified penetration time has elapsed, excess penetrant remaining on the
surface shall be removed by wiping with a cloth or absorbent paper absorbed with
slight cleaner / solvent.

7.4.2. To minimize removal of penetrant from discontinuities, care shall be taken to avoid the
use of excess cleaner / solvent. Flushing the surface with cleaner / solvent, following
the application of the penetrant and prior to developing, is prohibited.

7.5. Drying After Excess Penetrant Removal

The surface for examination is dried by normal evaporation.

7.6. Developing

7.6.1. Developer shall be applied only to a dry surface. It shall be applied by spraying.

7.6.2. Coating thickness shall be suitable as for insufficient coating thickness may not draw
the penetrant out of discontinuities; conversely, excessive coating thickness may mask
indications.

7.6.3. Developing time shall be 10 minutes to 1 hour or as recommended by Penetrant /


Cleaner / Developer manufacturer.

7.7. Interpretation

7.7.1. The surface shall be observed carefully during the application of the developer and the
results shall be interpreted within 7~60 minutes after applying the developer or as
recommended by Penetrant/Cleaner/developer manufacturer.

7.7.2. The area under inspection shall be illuminated by natural or artificial light, adequate to
interpret the results clearly.

7.7.3. If false indications are suspected, re-examine the part.

7.8. Post-Examination Cleaning

When post-examination cleaning is required, it should be conducted as soon as


practical using a process that does not adversely affect the part.

7.9. Evaluation

All relevant surface indications shall be assessed in accordance the code and
specification in accordance with the acceptance standard in Paragraph 8.0.

8. ACCEPTANCE STANDARD
Acceptance criteria of liquid penetrant examination welds shall be in compliance with
ASME B31.3 as reported below. The service condition to be considered shall be in
accordance with the piping classes and with the document MLEG-00-SP-P-00OO22
PROCESS PIPING - GENERAL WELDING SPECIFICATION.

9. REPORT

9.1. The results of the examination shall be recorded in a QC form, SC*-MU-QAC-FMPT-


01, with a sketch showing the examination location, and signed by Level-II or Level-III
before submitted to owner and DPP for review.

9.2. All penetrant examination reports for the project shall be well maintained by the
construction team until the project mechanical completion and hand over to CA, in
accordance with CA instructions.
