1. Scope
This standard provides the criteria for the design of buildings and shelters, except temporary facilities,
for petrochemical plants.
2. References
Reference is made in this standard to the following documents. The latest issues, amendments, and
supplements to these documents shall apply unless otherwise indicated.
Any conflict(s) between this standard/specification, SES and industry standards, engineering
drawings, and contract documents shall be resolved at the discretion of SABIC.
3. General
3.1 Buildings design shall comply with IBC and HCIS SAF-03 requirements with respect to
functionality, safety and durability.
3.2 The spacing for the buildings shall be in accordance with HCIS SAF-06.
3.4 Substation design shall be in accordance with HCIS SAF-19, SES E14-E01 and E14-S02.
3.5 Laboratory building layout shall be designed by specialist company supplying the laboratory
equipment and furniture.
3.7 Structural design of concrete and steel buildings shall be in accordance with SES B01-E01.
3.8 Structural design of reinforced masonry (concrete hollow block) construction shall be in
accordance with SES B01-E06.
3.9 For maintenance purposes, platforms with ladders and stairs shall be provided where required.
Ladders, stairs and gratings shall be fabricated as per SES B04-F01, B04-F02 and B02-S05
respectively.

3.10 Specific control system requirements in control buildings shall be in accordance with
SES X07-E01.
3.11 All building specifications shall be in accordance with B01-X03 shall contain architectural, HVAC,
electrical, fire protection, plumbing, and communication information. Building data sheets may be
provided by the SABIC or developed by the contractor and approved by the SABIC.
If located in a blast hazardous zone identified in Quantitive Risk Assessment (QRA) study as
specified in SES S02-E03 and if identified in building siting evaluation process as per API 752 and
API 753, the buildings shall be designed to be blast resistant in accordance with SES B01-E02.
4.4.1 The buildings in group D shall be as follows but not limited to,

(2) RCC frame structure is preferred for Group A, B, C buildings. Structural steel frame could be used if
advantageous from cost or schedule.
(3) Roof may be arched or flat.
(4) Air conditioned metal buildings shall be provided with Sandwich panel metal siding and roofing as per
SES A12-S01.
5.1.1 Flat roofs shall consist of reinforced concrete. The minimum slope shall be 1:100.
5.1.2 Roofs and parapets shall be made completely waterproof by water proofing system as
specified in SES A04-S01.
5.1.3 Composite roofs shall be thermally insulated in order not to exceed overall heat
transmission coefficient (U value) as specified in ASHRAE 90.1
5.1.4 Pitched roofs shall be made of corrugated metal sheet panels or metal sandwich panels
with a minimum slope of 1:5 or as approved by SABIC.
5.1.5 Material and Installation of roof drains, downspout, and splash proof gutters shall be in
accordance with SES B02-S04.
5.2.1 Concrete block masonry for exterior walls, shall be of hollow load-bearing concrete
masonry units conforming to SASO SSA 145, ASTM C 90 and shall be as specified in SES A03-
E01. Horizontal and vertical reinforcing shall be provided for concrete block masonry walls.
5.2.2 Interior wall shall be non-load bearing concrete masonry units conforming to ASTM C 129
or gypsum board or removable partition walls depending on the functional requirement.
5.2.3 Exterior and interior masonry walls shall be finished by plastering and painting.
5.2.4 Building’s exterior walls shall be thermally insulated in order not to exceed overall heat
transmission coefficient (U value) as specified in ASHRAE 90.1.
5.2.5 Lintels and sills for doors, windows, and other openings in block masonry shall be precast
or cast-in-place reinforced concrete.
5.3 Floors
5.3.1 Concrete floor slabs resting on ground shall have a minimum thickness of 100 mm except
for blast resistant buildings and shall be reinforced with welded wire fabric 6 mm x 150 mm X
150 mm conforming to ASTM A 185 for plain mesh and ASTM A 497 for deformed mesh.
5.3.2 Concrete floor slabs for warehouse or maintenance shop shall have a minimum thickness
of 150 mm and shall be designed for the imposed loading.
5.3.3 Elevation of ground floor of building shall be minimum 300 mm above the finished grade
level.
5.3.4 Termite treatment shall be applied on the soil for all Category A buildings.

5.3.5 Concrete floors storing or handling chemicals shall be treated with chemical resistant
coating or tiles.
5.3.6 Walkways and traffic routes in warehouses and maintenance shop shall be identified with
epoxy coating suitable for traffic impact of vehicles or fork-lifts.
5.3.7 Raised floor shall be installed in the control room, RIB, computer rooms, communication
equipment rooms for laying the instrument and control cables under the floor. Height of raised
floor shall be minimum 600 mm. Refer to SES-X07-E01 for additional requirements.
5.4.2 Material and installation details of windows and glazing shall be in accordance with SES
A05-S02 and SES A06-S01 respectively. Insulating glass shall be used for all Air conditioned
buildings. Insulating glass shall be thermally insulated in order not to exceed overall heat
transmission coefficient (U value) as specified in ASHRAE 90.1.
5.4.3 For rooms to be pressurized, windows are not recommended. If windows are required,
they shall be fixed, airtight type and able to withstand internal pressure.
5.4.5 Insect screens made of stainless steel wire mesh shall be installed on louvers.
5.5 Doors
5.5.1 Exterior doors and frames for plant buildings (Category B and C) shall be made of steel.
5.5.2 Exterior doors for general buildings (Category A) shall be made of aluminum or steel.
5.5.3 Material and installation details of steel and aluminum doors shall comply with SES A05-
S01 and SES A05-S02 respectively.
5.5.4 Security doors and locks shall comply with HCIS SEC-09 and SEC-10 respectively.
5.5.5 Exterior doors and frames for blast resistant buildings (Category C) shall comply with SES
B01-S01.
5.5.6 Interior doors for offices and similar locations can be made of wooden or steel or
aluminum.
5.5.7 Buildings shall be provided with not less than two outward opening exterior doors located
preferably on opposite sides of the building.
5.5.8 Buildings housing equipment shall have personnel doors and a dedicated door for
equipment entry. Doors for the equipment shall generally be of sufficient size to provide access to
the largest piece of equipment to be housed in the building. Minimum size of doors used for
personnel only shall be 0.9 meter in clear width and 2.1 meters in height.
5.5.10 Hardware for doors and windows shall be made of stainless steel or corrosion-proof
aluminum alloy, complying with SES A15-S01.
5.5.11 Unless otherwise indicated on drawings, main entry doors to common facilities shall be
glazed with a minimum size of 300 mm x 300 mm of wired glass to ensure visibility.
5.6.1 The finish schedule of rooms in various buildings shall be as shown in Table II.
5.6.2 First class quality materials shall be used for the buildings internal floor, walls, ceiling and
external walls.
5.6.4 Suspended ceilings shall be installed in the buildings as indicated in the Table II.

5.7 Miscellaneous
5.7.1 An overhead crane or hoist shall be installed in the buildings housing electrical equipment
and in maintenance shops. The requirement of crane or hoist in a building shall be decided by
SABIC.
5.7.2 If sound sources are located indoors or outdoors adjacent to buildings, soundproofing
shall be considered in the design and in selecting materials for the wall, roof ceiling, or other parts
of buildings.

6.1.1 Design of Heating, Ventilating and Air Conditioning of buildings shall be in accordance
with SES H01-E01.
6.2 Plumbing
6.2.1 The plumbing design and materials shall be in accordance with SES P01-E36, SES P04-
S01.
6.2.2 Buildings shall be provided with toilet facilities unless the occupancy of building is 4 or
less and the distance to the closest building with toilet does not exceed 50 m.
6.2.3 Sanitary fixtures and its’ arrangement shall be provided in accordance with SES P01-E36
and A01-F01-07.
6.2.5 Plant buildings with occupancy of 10 or more shall be provided with shower and lockers.
6.2.6 Buildings with occupancy of 10 or more shall be provided with kitchen/ tea room, water
coolers and hot and cold water supply.
6.2.7 Workshop buildings shall be provided with a utility station and wash bay for equipment
just outside the building. Utility station and wash bay drains shall be connected to oily water sewer.
6.2.8 Where chemical contact to personnel is possible such as in battery room, laboratory etc,
eyewash and safety shower shall be provided with the drainage system.
6.2.9 Buildings having toilet shall be equipped with a Septic tank; the functional design of the
septic tank shall be in accordance with SES P01-E36 and Royal Commission Environmental
Regulation.
7.2.1 Power conduits and cables shall be routed underground in trenches for Generator
Building. Openings shall be sealed.
7.2.2 Process control cables shall be routed to buildings in accordance with SES X05-E01.
7.3.1 Fire protection of buildings shall conform to SES F03-G01 and F01-G01.
7.3.2 Life safety from fire in buildings and structures shall conform to NFPA 101.

8. Communications
8.1 Telephone, data systems and security alarms shall be in accordance with SES K01-E01.
9.2 Building design shall address the safety of the occupants and provide an evacuation plan.
9.3 The following systems shall be incorporated to the building design where their use is required.
a. Public address system
b. Security monitoring system
9.4 Security system shall be designed in accordance with HCIS SEC-05 and SEC-06
10.2 Signs shall be clearly visible, contrasting from the immediate environment and follow established
international principles.
10.3 Signs shall be clearly identifiable, simple and be in the form of both graphic and written.
10.4 Written signage shall be in Arabic language first followed by English language.
10.5 Identity signs shall be located at the eye level on the entrance door or on the wall adjacent to it.
