“ RESOLUTION APPROVING AND ADOPTING THE THREE (3) YEAR BARANGAY


DEVELOPMENT PLAN (2025-2027) FOR BARANGAY BURNAY, GITAGUM, MISAMIS
ORIENTAL. “

WHEREAS, the Barangay Development Council has endorsed for approval and adoption by the
Sangguniang Barangay the Three (3) year Barangay Development Plan (2025-2027) for
Barangay Burnay, Gitagum, Misamis Oriental,

WHEREAS, after review, the said Barangay Development Plan as attached is found to be in line
with the development policies of the Barangay Government and the City/Municipal Development
Council,

WHEREFORE, upon motion by KAG. ROMULO L. TERRADO, and severally seconded, it was,

RESOLVED, as the body hereby resolves, to approve and adopt the Three (3) year Barangay
Development Plan (2025-2027) for Barangay Burnay, Gitagum, Misamis Oriental,

RESOLVED FINALLY, to furnish a copy of this resolution to various government agency


concerned for their information.

RATIONALE

Pursuant to Local Government Code of the 1991 Section 109 Title 6 which states that, the
Barangay Development Council shall formulate Medium Term and Annual Investment Program.
Barangay Development Planning is indeed an important tool in determining the fate of the
barangay, to place in tact of what must be appropriate and effective Programs/Projects/Activities
for the next 3 years, a plan that will gear to the betterment of the constituents.

The office of our Municipal Local Government Operation Officer (MLGOO) in the person
of MRS. LOIDA PELAYO conducted a Training Workshop last February 21-23, 2024 held at
Mingkay Beach Resort, Initao, Misamis Oriental, formulation of the 3-year (2025-2027) Barangay
Development Plan.

We found it quite difficult, quite technical. However, the determination of the Sectoral
Representatives to come up a doable Barangay Development Plan ignites us to pursue, continue
and earnestly perform each workshop assigned.

After the 3-day training workshop, the Technical Working Group (TWG) started its job to
continue and fine tune the plan, to do and follow the action plan and fortunately concluded the
Three-Year Barangay Development Plan (BDP) of Burnay, Gitagum, Misamis Oriental.

OBJECTIVES:

1. To improve quality programs for the youth.

2. To improve health and sanitation.

3. To improve effective livelihood programs.

4. To improve infrastructure projects.

5. To develop values information to the people.

6. To improve environmental protection and management.

SCOPE OF THE PLAN

The Three-Year Barangay Development Plan is a Multi-Sectoral Framework that covers


different areas:

A) The Barangay profile shows the general situation of the barangay, highlighting the
involvement of the different stakeholders of the barangay.

B) Situational Analysis focused on the analysis on the different development issues and
problems of the barangay.

C.) Barangay Development Program shows the general direction of the barangay, which
compromises the different sectoral plan. Furthermore, strategies and methodologies to be
undertaken to achieve the plan, poverty reduction agenda and the three-year development plan.

D) Participatory ranking and prioritization are one of the tools in implementing mechanism
that stresses the specific activities on how, when and where to get resources and who will
implement the development plan, and also includes the investment planning and monitoring and
evaluation planning.

METHODOLOGY

Barangay Council through the participation with the Three (3) Civil Society Organization
(CSO) namely; Nevi Jean R. Quilog from Women’s Sector, Edwin B. Magsayo from Religious
Sector, and Antonio P. Yamaro from Fisherfolk Sector, formulated the Barangay Development
Plan (BDP).

Community profiling was facilitated by the BHWs, BNS, BPO, and other Civil Society
Organization (CSOs). Note that the data gathered was from 2023-2024.

During the actual planning and write shop, grouping with a series of workshop and
reporting were used / adopted.

The Barangay Development Council conducted a Write-shop on March 11, 2024, at Codi
Beach Resort, Tubajon, Laguindingan, Misamis Oriental. Followed by the critiquing together with
the different member of the BDC concerned in order to have inputs for the improvement of the
3-year Barangay Development Plan, and will be presented to the barangay assembly on March
27, 2024.

I. HISTORICAL BACKGROUND

1.1 Barangay History

Originally, Burnay was just a Sitio of Barangay Pangayawan, Municipality of Alubijid,


Province of Misamis Oriental. People living in this Sitio sent their children to school at
Pangayawan. They were still under the administration of the Barangay Officials of Barangay
Pangayawan.

Until such time that some civic minded individuals, in the persons of MR. RICARDO
BACULIO and MR. TIRSO DALONDONAN, gathered themselves and shared sociative ideas,
and thereby decided to consult the people living in this Sitio, to whether or not, they agree to
separate from their mother barangay and formed a separate barangay.

Through the initiative and good ideas of these individuals, the Sitio of Burnay became a
Legal Government Unit as a Regular Barangay, by virtue of Provincial Board Resolution No.
228, dated February 4, 1960.

The first set of Barangay Burnay Officials were:

The name Burnay is derived from the name of a native shell named KABURNAY. There
were so many, many KABURNAY on the seashore in our barangay, that even the children of
young age, could be able to gather those shells and cooked as viand of the whole family.

As years went by, and the population of Barangay Burnay began to increase, KABURNAY
also gradually disappeared on the seashore of the barangay.

The first set of Barangay Officials in the year 1960 was headed by Barrio Captain TIRSO
DALONDONAN. The people in Burnay are forever grateful to him and to his councilmen, as well
as to RICARDO BACULIO who have done such significant act and sociative ideas, and decided
to separate the Sitio Burnay from his mother barangay and formed into a Regular Barangay.

Also, another great idea from one of the former Barangay Captain JOSE D. GABUTAN
who was elected from 1989-2010. He became the Barangay Captain of Burnay for 21 straight
years. One of his legacies is the construction of Water Source, the first water system in the
barangay located at Purok 6B, and the land was donated by Bona Dalondonan.

Former Punong Barangay ROMULO L. TERRADO who was elected for three (3)
consecutive terms from 2010-2023 brought Rapid Developments in the barangay government.
He facilitated to bought a land for Infrastructures Projects funded by the LGU and other
government agencies. Burnay is now one of the progressive barangays in the Municipality of
Gitagum. He was also the key person that the barangay has now celebrating the “Araw ng
Barangay Burnay” every 4th day of February which was admired duly by the constituents.

For the past 64 years since Burnay was created into a regular barangay, a lot of Barangay
Officials also had passed by and leave a remarkable act for being a sincere and dedicated leaders
in the barangay.

Today, the present administration headed by the newly elected Punong Barangay
FEDERICO D. LIM, JR. who was also elected several times as Barangay Kagawad, has now
started his development plan, to become a more progressive Barangay Burnay.

2.5 Religious Affiliation

Barangay Burnay has 10 different churches. We consider them as contributors in the


peace factors of the barangay. We believe that they are peace makers since moral values are
always taught in the church.

2.6 Labor Force and Employment

Barangay Burnay is both Agricultural and Coastal area. The tobacco, corn, coconut and
banana are the main sources of farmer’s income. Other sources are derived from fishing and
employed to government and private companies. Aside from these, the barangay has also
livelihood programs from DSWD and DOLE.

2.7 Geographical Location

Barangay Burnay is located along the national hi-way of the Iligan-Cagayan corridor. It is
a coastal barangay facing Iligan bay with its coast line measured 2 km. more or less in length. It
is bounded in the north by Iligan bay; south by Barangay Talao; east by Barangay Poblacion; and
west by Barangay Pangayawan. It is located lies between 8.59149° N Latitude and 124.3939° E
Longitude.

Barangay Burnay has a total land area of 1.16 sq. km. representing the 8 Puroks of the
barangay.

3.1 Health

3.1.1 Health and Nutrition

As of 2023, it can be noted that table below shows that Cough were been recorded as the
number one common illness in the barangay, and it occurs during the first quarter of the year.

3.1.2 Medical Health Facility

The barangay is located within the coastline of the municipality in which medical facility
like municipal health center/hospital and private clinics are within the reach of the barangay
constituent. However, for major cases that it needs more advanced facilities, patients are referred
to the nearby cities, like Cagayan de Oro City and Iligan City.

3.1.3 Personnel Services

The health personnel in the barangay have conducted regular immunization, pre-natal
check-up for the pregnant women, medical check=up, sugar test and check the blood pressure
of senior citizens in the barangay.

3.1.4 Barangay Health Center

Barangay Burnay has a functional Barangay Health Center located at Purok 4 in this
barangay beside our Barangay Hall. It is manned by 1 Registered Nurse, 8 BHWs and 1 BNS.
We also have on-going construction of Barangay Health Station (BHS) located at Purok 3 and it
is DOH designed.

3.1.5 Leading Causes of Morbidity

The highest cause of morbidity rate in the barangay is cough which reached a total of 72
cases for the year 2023, both sexes of the total population.

For the year 2023, there are no mortality case reported or recorded in the barangay.

3.1.7 Leading Causes of Maternal Mortality

For the last years 2021-2023, the barangay has reported cases of death among mothers.
The health workers assigned in the barangay continue educating the mothers regarding the
importance of pre-natal and post-natal care.

Out of 470 families, only 181 families are family planning acceptors. Family Planning
Method using Pills is the most common from the total population of the barangay.

3.1.12 Water Facilities

There are Three (3) sources of water in the Barangay Burnay; which called the Burnay
Water System located at Purok 6, Purok 3 and Purok 1. This is deep well and these water sources
cater the needs of the constituents.

3.3 Education

3.3.1 Educational Institutions

Barangay Burnay has One (1) Public Elementary School located at Purok 7 which caters
Pre-school and Grade 1-6, and One (1) Day Care Center located at Purok 4 beside the Barangay
Hall which caters Kindergarten. It is also fortunate that, the Matangad National High School and
Sto. Niño High School are the nearest secondary school from the barangay. However, Burnay
Elementary School (BES) will be soon become Burnay Integrated School (BIS), because the
Grade 7 will have its opening for school year 2024-2025.

There are Seven (7) Teachers and One (1) School Principal in Burnay Elementary School,
and One (1) Teacher at Burnay Day Care Center.

3.6 Protective Services

Barangay Burnay has 12 full force Barangay Tanods headed by the Punong Barangay
who is maintaining the peace and order situation in the barangay. These barangay tanod has a
nightly roving together with the Barangay Kagawad Chair on Peace & Order Committee.

The tanod in the barangay also assists the children at Burnay Elementary School in
crossing the national hi-way during morning, noon, and in the afternoon.

3.7 Gender and Development

3.7.1 Violence against Women and Children

Record of the barangay shows, that there was no reported case of physical abuse among
women and children in 2022-2023.

3.7.2 Drug Prevention and Abuse

Barangay Burnay had been declared as a Drug Cleared Barangay on 2019, under the
administration of Philippines former President Rodrigo “Digong” Duterte, against his fight of the
illegal drugs.

However, the barangay and Sangguniang Kabataan still allocated funds intended for
Youth Development in the field of sports related activities, and for Information Education
Campaign (IEC).

IV. ECONOMIC SECTOR

4.1 Agriculture

4.1.1 Agricultural Land Use

Agriculture is the major source of livelihood for the people of Barangay Burnay. These are
planted with tobacco having the largest portion occupying in agricultural areas, followed by corn,
banana, coconut, mango, sineguelas, some vegetables, small backyard livestock, and fishing
along the coastal purok.

4.1.5 Agricultural Facilities

As an agricultural barangay, farm tools are useful in the different stages of production.
Many of the farmers have their own tools and even equipment to facilitate production processes.

4.2 Livestock

Common livestock in our barangay are cattle, goat, native chickens & swine. Cattles are
commonly used as working animal, however, some cattle are for fattening, people will buy cattle,
fatten it and eventually sell it. Same thus as goats, chickens, cattle and swine. People used these
livestock as their other means of livelihood and consumption. While poultry production is
prohibited in the barangay, under Barangay Ordinance No. since Barangay Burnay is a coastal
barangay.

The local government also provides upgraded stocks through dispersal program.

4.3 Fisheries

The coastal area in the barangay is 2 km. length more or less. Fisherfolks in this barangay
have organized themselves and formed an association. There are 33 members of Burnay
Fishermen Association, and their president is Mr. Antonio Yamaro. These fisherfolk are recipients
of various assistance from the LGU, BFAR and Congressional, such as fiber glass boats, engines
and fishing gears.

The barangay has also existing inland fishpond owned by private individuals as source of
food and income and has a potential area for expansion, and the households residing along the
coastal area are commonly engaged in fishing.

These households have also farm areas, after the farm activities they go into fishing for
additional income and for household consumption. The fishermen commonly used the prescribe
fishnets and hook and line using motorized or non-motorized bancas.

Before, the coastal area of the barangay is very potential for fishing, but due to the
increasing number of households residing near the vicinity and there are also some fishermen
from nearby barangay and municipality, fishermen now have only few catch fish and that’s why
expensive on their part, because they can do fishing very far from the barangay. Big waves occur
during habagat which hinder fishermen to go out fishing.

The barangay in coordination with the municipality formulated an Ordinance and


installation of the Bantay Dagat that limits the illegal fishing activities and able to maintain the
proper waste disposal in the community.

4.4 Trade and Industry

The barangay has a lot of sari-sari stores, that’s why retail trade is commonly practice
because of this store business selling common needs/goods for the community. Aside of store
businesses, there are also other business in the barangay, like boarding houses, water refilling
station and casket factory. There are also roving traders offering credit items.

V. ENVIRONMENT SECTOR

5.1 Water Resources

5.1.1 Freshwater (ground, surface)

The main source of potable water in this barangay is from GROUND WATER. Permit of
which from the NWRB is on process, including the Environmental Compliance Certificate (ECC)
from the DENR. Barangay Burnay has no surface water.

5.1.2 Marine Waters

Barangay Burnay is a coastal barangay and have 4.5 hectares (more or less) Mangrove
Reforestation Area, located at Purok 7 in this barangay which is protected by Barangay
Ordinance No. 3 S-2003.

5.2 Air Quality

In the on-going updating of the Comprehension Land Used Plan (CLUP) of Gitagum-LGU,
Barangay Burnay is highly encouraged an Eco-Industrial Hub barangay. That is to prevent
pollution and preserve the clean and fresh air in our barangay.

We received a Plaque of Recognition last December 2017 from the DOH Region 10 for
our ZERO OPEN DEFECATION (ZOD), that means, every household in this barangay has toilet.

5.3 Soil Type

The barangay has a mix of variety of soil, like sandy, slit and clay soil to nearby riverbanks,
seashore and flat portion. All areas both lower and higher elevation are very much suited for
permanent crops like banana, coconut, and tobacco crops.

5.4 Solid Waste Management

In 2014, the Barangay Council passed an Ordinance entitled, “Proper Solid Waste
Management Ordinance.” This ordinance regulates the disposal of solid wastes in every
household in this barangay.

Moral Recovery Facility (MRF)

In June 2018, the barangay received a Plaque of Commendation from the DENR-X, in
their grateful appreciation of our efforts towards the successful implementation of Community-
Based Ecological Solid Waste Management. This plaque of commendation is signed by
DR. SARDULLAH C. ABUBACAR, CESO IV, the Regional Director of DENR-X.

5.5 Tourism and Recreational Facilities

Barangay Burnay has 2 km. more or less coastline. Almost 1km of this is white sand. This
white sand coastline is suitable for beaches. As of the moment, the barangay has Three (3)
beaches, the Club South Pacific (CSP) Beach Resort, Ocean 22 Beach and Pool Resort and the
BCG Beach Resort, and all are operating in this barangay.

There is also private beach resort in the barangay owned by private individuals.

VI. INFRASTRUCTURE SECTOR

6.1 Water Works

6.1.1 Water Supply Services

Water supply in Barangay Burnay is run by the Barangay Council. It is properly accounted
for its income, and expenditure program are subject for audit by our state auditor.

Potable water needs in this barangay is supplied by Three (3) deep wells. The first water
system is located at Purok 6B, powered by a 2Hp pump and motor, and the second one is located
at Purok 3, powered by a 1.5Hp pump and motor, and the third one is located at Purok 1, powered
by a 2Hp pump and motor.

These Three (3) water systems are safe and functional, and can be used for drinking,
because the barangay council has regularly conducted the preventive maintenance of these
Three (3) water source of the barangay.

We have one (1) Meter Reader and one (1) Maintenance Plumber. As of the moment, 442
households are served in our water system.

6.2 Power

6.2.1 Electric Services

The electricity provider in the barangay is the MORESCO-1, and 371 households of this
barangay are served by MORESCO-1 in its electricity needs. MORESCO-1 has efficiently
rendered its services to its Member-Consumer-Owners (MCO’s).

Barangay Burnay has still 23 household without electricity. The reasons are no consent of
lot owner, need pole and others.

Since our Three (3) water systems are deep well, pumps and motors are run by electricity.

6.3 Transportation and Road

6.3.1 Road Networks

Road network of Barangay Burnay is of two (2) types, the National Highway and Barangay
Road. These two (2) types of roads are all concrete. One (1) barangay road that measured 1.4km
more or less connects the national highway and to the upper barangay, intersection of which is
in Purok 1. The other barangay road that also connects the national highway towards Sitio Baguio
measured 1.5km more or less up to the dead end.

There is an unpaved road used by the people and this is bound to One (1) public cemetery
in this barangay. This is still a private road since the owners of the land do not donate the area.
Barangay Burnay as of the moment does not have even One (1) public access road bound to the
sea that could be used by our fisherfolks or to our people who just want to go to the sea.

6.3.2 Mode of Transportation

Barangay Burnay is a highway barangay. The Iligan-Cagayan National Hi-way traversed


in this barangay, and it is accessible to any transportation facilities. The means of transportation
of our constituents going to the nearby barangays or municipality are; buses, jeepneys, vans,
taxis, tri-cabs and habal2x, but the most common means of transportation from barangay going
to the different puroks are tri-cab or by single motor (habal-habal).

As of the moment, the construction of 6-lane of the national hi-way were almost finished,
only few portions are still 4 lanes. Our constituents are never had any difficulty in availing the
transportation services since our barangay is the corridor of Iligan-Cagayan access road.

6.4 Communication

6.4.1 Telecommunication Services

Barangay Burnay has never have any difficulty in phone signal, whether Smart, Globe or
DITO Telcos. These 3 Telcos erected their cell site towers located in Purok 3 & Purok 7 in this
barangay.

6.4.2 Postal Service Facility

There is no postal service facility in the barangay. The people have to go to the next
barangay which is the Poblacion to send their mails and letters to the Post Office. However, the
postman assign will deliver the letter if there is a letter from post office to the barangay.
Sometimes it will be delivered in the barangay office or they’ll deliver it directly house-to-house.

7.2 Fiscal Management

7.2.1 Status of Financial Health

Financial Management in this barangay is endeavored to have it fairly, transparently and


in accordance with law. Despite of our inadequacy of knowledge and skills in managing finances,
the office of the Barangay Treasurer, the office of the Punong Barangay and the Committee on
Appropriation and Finance ensure that Barangay Funds must be properly and justly managed,
that these Three (3) offices must not be complacent in every transaction, must be watchful and
frank so that financial health condition of Barangay Burnay must not be at stake. We never
received notice of disallowance even once, no transaction has been suspended ever and for
every cash examination conducted by the COA, there are no discrepancies found.

7.4 Administration of Justice (Lupong Tagapamayapa)

Barangay Burnay has complied with the provision of the Local Government Code
regarding the organization of lupon. It is composed of the Punong Barangay as lupon chairman
and 10 lupon members.

The Lupong Tagapamayapa in the barangay got the first place in (Two) 2-Consicutive
years (2021-2022) of the yearly assessment or the Lupong Tagapamayapa Incentives Award
(LTIA) conducted by the Municipal level. While on the Provincial level, the lupon also got the
second place on 4th-5th Class Municipality Category in the year 2021.

The following are the functions normally performed by the Lupon.

• Exercise administrative supervision over the conciliation panels.


• Meet regularly once a month to provide a forum for exchange of ideas among its
members and the public on matters relevant to the amicable settlement of dispute
and to enable various conciliation panel members to share with one another their
observation and experiences in effecting speedy resolution of dispute; and
• Exercise such other powers and perform such other duties and functions as may

7.5.1 Civilian Volunteer Organization (CVO)

To maintain peace and public safety, the barangay ensures that Civilian Volunteers
Organization (CVO) or Barangay Tanods is organized. The barangay has 12 active
CVO/Barangay Tanod members. They are doing nightly roving activity in the barangay. However,
the CVO members has no proper physical training to gain knowledge and skills regarding their
duties and responsibilities.

1.2 Spot Map

Barangay Burnay has a total land area of 116 hectares. The total population of the
barangay is 1,582, total number of households is 394 and total number of families is 470. Burnay
is also the smallest barangay in the Municipality of Gitagum. It is a coastal barangay with 2km
more or less in length.

MONITORING AND EVALUATION (M & E) PLAN

Monitoring and evaluation of any activity is very important to ensure effective implementation of programs and projects
based on the plan. Effective implementation determines the attainment of goals and objectives. Proper representation of all
sectors and stakeholders in the barangay are critical in this aspect considering that they hold responsible in doing the monitoring
and evaluation activities. The barangay officials are the leading body in performing the function of monitoring and evaluation. This
part takes into account the presentation of M&E to serve as a guide in ensuring regular M&E of the Barangay Development Plan.
