President William Mckinley-First Philippine Commission, April 7, 1900.

the system of instruction already inaugurated by the military government. In doing, this,
it should regard as of first importance.”

The Americans did not realize that they were doing a hit or-miss job of laying the
philosophical groundwork for Philippine education. Nevertheless, despite their errors and
short comings, the American concept of education for the Filipinos maybe considered as the
“greatest’’ contribution of America to the Philippines in a form of a public school system.
Commonwealth Period was too short to bring about the full implementation of
philosophical concepts of 1935 Constitution but Filipinos found its way, finally, as the
hard work of “native” intellectuals.
It became the consuming concern of the Filipino leaders that education must reach as
many people as possible.
The Philosophical and ethical principles advocated by President Quezon constituted
a kind of moral conscience of the Filipino People.

Ang edukasyon sa panahon ng Commonwealth ay itinadhana upang maihanda ang
mga Filipino sa paparating na kalayaan sa isang bagong bansa.
Panahon ng Hapon
“Greater East Asia Co-Prosperity Sphere”
Ang hapon ay nagtatag ng isang pamahalaang militar na kung saan ay agarang papalitan
ang pangunahing diwa at kurso ng edukasyon sa Pilipinas.
Pinilit nila ang mga Filipino na ang sabi ng nakararami ay “palsipikadong pagbabagong
buhay ispiritwal” at “pagbabagong moral”
