The first two (2) years ROTC training, which is mandatory, shall
hereafter be referred to as basic ROTC while the second (2) years
after said basic ROTC, which is voluntary, shall hereafter be
referred to as advance ROTC. The allocation of ROTC units to the
various majors services of the AFP shall conform to the projected
manpower needs of their respective reserve components.

Twelfth Congress
Begun and held in Metro Manila on Monday, the twenty-third day of July
two thousand one.
SECTION 1. Short Title. This Act shall be known as the “National Service
Training Program (NSTP) Act of 2001”.
SEC. 2. Declaration of Policy. – It is hereby affirmed the prime duty of the government
to serve and protect its citizens. In turn, it shall be the responsibility of all citizens to defend
security of the state and in fulfillment thereof, the government may require each citizen to
render personal, military or civil service.
Recognizing the youth’s vital role in nation building, the state shall promote civic
consciousness among the youth and shall develop their physical, moral, spiritual, intellectual
and social well being. It shall inculcate in the youth patriotism, nationalism, and advance
their involvement on public and civic affairs.
In pursuit of these goals, the youth, the most valuable resource of the nation, shall be
motivated, trained, organized and mobilized in military training, literacy, civic welfare and
other similar endeavors in the service of the nation.
SEC. 3. Definition of Terms. – For purposes of this Act, the following are hereby
defined as follows:
(e) “Program components” shall refer to the service components of the NSTP as
enumerated in Section 4 of this Act.
(1) The Reserve Officers’ Training Corps (ROTC), which is hereby made
optional and voluntary upon the effectivity of this Act.
The ROTC under the NSTP shall instill patriotism, moral virtues, respect for
rights of civilians, and adherence to the Constitution, among others. Citizenship training
shall be given emphasis in all three program components.
The Commission on Higher Education (CHED) and technical education and Skills
Development Authority (TESDA), in consultation with the Department of National Defense
(DND), Philippine Association of State Universities and Colleges (PASUC), Coordinating
Council of Private Educational Associations of the Philippines (COCOPEA) and other
concerned government agencies, may design and implement such other program
components as may be necessary in consonance with the provisions of this Act.
In lieu of the two (2)-semester program for any of the components of the NSTP, a
one (1)-summer program may be designed, formulated and adopted by the DND, CHED and
TESDA.
In offering the NSTP whether during the semestral or summer periods, clustering of
affected students from different educational institutions may be done, taking into account
logistics, branch of service and geographical considerations. Schools that do not meet the
required number of students to maintain the optional ROTC and any of the other
components shall allow their students to cross-enroll to other schools irrespective of whether
or not the NSTP components in said school are being administered by the same or another
branch of service of the Armed Forces of the Philippines (AFP), CHED and TESDA to
which schools are identified.
In the case of the ROTC, the DND shall formulate and adopt a program of assistance
and/or incentive to those students who will take the said component.
The school authorities concerned, CHED and TESDA shall ensure that group
insurance for health and accident shall be provided for students enrolled in any of the NSTP
components.
SEC. 10. Management of the NSTP Components. – The school authorities shall
exercise academic and administrative supervision over the design, formulation, adoption and
implementation of the different NSTP components in their respective schools: Provided,
That in case a CHED or TESDA – accredited non government organization (NGO) has been
contracted to formulate and administered a training module for any of the NSTP
components, such academic and administrative supervision shall be exercised jointly with
that accredited NGO: Provided further, That such training module shall be accredited by the
CHED and TESDA.
The CHED and TESDA regional offices shall oversee and monitor the
implementation of the NSTP under their jurisdiction to determine if the training are being
conducted in consonance with the objectives of this Act. Periodic reports shall be submitted
to the CHED, TESDA and DND in this regard.
SEC. 11. Creation of the National Service Reserve Corps. – There is hereby
created a National Service Reserve Corps, to be composed of the graduates of the non-
ROTC components. Members of this Corps may be tapped by the State for literacy and
civic welfare activities through the joint effort of the DND, CHED and TESDA.
Graduates of the ROTC shall form part of the Citizens Armed Forces, pursuant to
Republic Act No, 7077.
SEC. 12. Implementing Rules. – The DND, CHED and TESDA shall have the
joint responsibility for the adoption of the implementing Rules of this Act within sixty (60)
days from the approval of this Act.
These three (3) agencies shall consult with other concerned government
agencies, the PASUC and COCOPEA, NGOs and recognized student
organizations in drafting the implementing Rules.
The implementing rules shall include the guidelines for the adoption of the
appropriate curriculum for each of the NSTP components as well as for the accreditation of
the same.
SEC. 13. Transitory Provisions. – Students who have yet to complete the Basic
ROTC, except those falling under section 14 of this Act, may either continue in the program
component they are currently enrolled or shift to any of the other program components of
their choice: Provided, That in case he shifts to another program component, the Basic
ROTC courses he has completed shall be counted for the purpose of completing the NSTP
requirement; Provided further, That once he has shifted to another program component, he
shall completed the NSTP in that component.
SEC. 15. Separability Clause. – If any section or provision of this Act shall be declared
unconstitutional or invalid, the other sections or provisions not affected thereby shall remain in full
force and effect.
SEC. 16. Amendatory Clause. – Section 35 of Commonwealth Act No. 1,
Executive Order No. 207 of 1939, Section 2 and 3 of Presidential Decree No. 1706, and
Section 38 and 39 of Republic Act No. 7077, as well as all laws, decrees, orders, rules and
regulations and other issuances inconsistent with the provisions of this Act are hereby
deemed amended and modified accordingly.
SEC. 17. Effectivity. – This Act shall take effect fifteen (15) days after its publication in
two (2) newspapers of national circulation but the implementation of this Act shall commence in the
school year of 2002-2003.

a.2 Students who completed any of the three (3) NSTP com
ponents but considered freshmen to the course where
they transferred or shifted; and
a.3 Foreign students or aliens.
a. All higher educational institutions including State Universities and Col
leges (SUCs) and technical-vocational education institutions must
offer upon enrolment, all the three (3) NSTP components. However,
SUCs are required to maintain and provide the ROTC component. In
cases that the enrolment of ROTC Cadets is less than 350 then, the
provisions of clustering in Section 7 of NSTP IRR (RA 9163) should be
followed.
b. Program of study (syllabus) and enrolment forms shall bear the
"NSTP" without stating therein the three components. There shall be
an orientation for all NSTP enrolees to be jointly conducted by the
ROTC, CWTS, and LTS coordinators/implementers. Students en
rolled in the first semester of the freshman year shall be made to un
dergo a common module phase for 25 hours training period. Subjects
covered are: citizenship training; drug education; disaster awareness,
preparedness and management; environmental protection; and other
national security concerns. Upon completion of the common module
phase the student must select the specific NSTP program component
that he/she will pursue.
c. The Philippine Military Academy (PMA), Philippine Merchant Academy
(PMMA), Philippine National Police Academy (PNPA) is exempted
from the NSTP in view of the special character of these institutions.
Other SUCs of similar nature will be exempted subject to approval of
the Department of National Defense.
d. Private Higher Educational Institution (HEls) and technical-vocational
education institutions with at least 350 student cadets, must establish/
maintain a Department of Military Science and Tactics (DMST), sub
ject to existing rules and regulations. For DMST previously approved
and activated shall retain the status regardless of the number of ca
dets. However, for DMST has been created after approval of this IRR,
there must be a minimum of 350 cadets. In cases where the number
of cadets will be lesser that 350, clustering of ROTCU will be under
taken with the ROTCU of the SUCs within the nearest environ with the
lead role.

A. A Brief History
1. Republic Act 9163 or the NSTP Act of 2001 was signed into law by the then
President Gloria Macapagal-Arroyo.
2. Since RA 9163 was signed in 2001, there were already several revisions to its
IRR or Implementing Rules and Regulations. The latest NSTP IRR was approved
and signed in 2009. Its main features: The creation of an NSTP Office in each
educational institution it’s practiced and the implementation of the Common
Module.
3. In 2003, under Chancellor Emerlinda Roman, a UPD NSTP IRR was written and
implemented but it was never updated.
4. To comply with the latest NSTP IRR of 2009 and to ensure that UPD implements
NSTP in accordance with the said IRR, a UPD NSTP Office was created in 2011
under the supervision of Chancellor Caesar Saloma.
5. Prof. Roselle Pineda was appointed PDA for NSTP and soon after held a survey
to map the NSTP situation in UPD.

A. Administrative Programs
1. Organizational Structure
When the UPD NSTP Office was first created in 2011, it located as one of the
offices under the Office of the Vice-Chancellor for Student Affairs (OVCSA).
However, because the office’s function spans community, academic, as well
as student matters it was proposed that the office should be directly under
the Office of the Chancellor (OC).
In August 2012, the Office of the Chancellor Executive Staff (OCES) agreed
that the UPD NSTP Office should be under the OC, with Advisory Council
composed of the 4 VC’s, OUR, DLO, UPD NSTP Coordinator and the
Chancellor, serving as a consultative body for the office. While, an Executive
Committee or NSTP Coordinating Committee headed by the NSTP
Director/Coordinator and composed of the NSTP College Coordinators in UPD
will also be formed. The UPD NSTP Office staff headed by NSTP
Director/Coordinator shall also serve as the secretariat of UPD NSTP.

Pool of NSTP Coordinators
One of the major accomplishments of the UPD NSTP Office after the 1st University-
wide consultation workshop on January 28-29 and February 4 2013, was to convene
the UPD NSTP Coordinating Committee.
On March 18, 2013 the workshop participants met once more to finalize the drafts for
UPD NSTP Common Module and IRR to be presented to the EXECOM of UPD for
approval.

Budget is very crucial in running an office. And the proposal for UPD NSTP
Office to have its own IOB or Internal Operating Budget is a saga.
Then, in August 2012, the Office of the President circulated a BOR approval
on the creation of UP System NSTP Office. In lieu of this development, VC
Marion Tan wrote a follow-up letter to Chancellor Saloma on the following
matters:

Internal Operation Budget (IOB) of the UPD NSTP was approved on 11 March

3. Staff
During the drafting of the Terms of Reference to institutionalize the UPD NSTP
Office in 2011, staff support where requested from the Office of then Vice-
chancellor for Student Affairs Marion Tan. She requested to hire two Non-UP
personnel to work as Research Assistant and Staff Assistant to assist then
appointed as Program Development Associate Prof. Roselle V. Pineda. The
funding source to pay for these personnel were annually requested to the
Office of the Chancellor for the years 2011 and 2012.
When the UPD NSTP Internal Operating Budget was approved in March 2013,
UPD NSTP was able to hire its own staff and was able to proceed relatively
smoother from the first two years of its “operation.”

The UPD NSTP IRR however needed more deliberation. Prof. Roselle Pineda
then proposed the UPD NSTP IRR one item at a time for approval. The
following were the policies for UPD NSTP that were presented and approved:

Course Title: Tatak UP: Service to the Nation Through Empowerment and
Servant/Participatory Leadership
Course Description: The course sets the basic framework of service to the Filipino people
and the community as the basis for all NSTP courses. It emphasizes the
UP values of honor, excellence and service to the nation/people, while
embodying the topics prescribed by the NSTP IRR of 2009 –namely,
NSTP Orientation, Citizenship Training, Drug Education, Disaster
Awareness, Preparedness and Management, Environmental Protection
and other National Concerns.
Course Objectives:
1. To establish an NSTP framework that is anchored to the university’s
goal of academic excellence, honor and service to the Filipino
nation through community service, organizing and development.
2. To give an overview and understanding of Philippine history and
condition.

3. Endorsement of Appeals
Students are free to take their NSTP courses in their chosen colleges.
However, due to the current OUR policy that a student MUST take 6
units of an NSTP component in ONE college, the student has to go
through an appeals process to credit the two NSTP Program
Component course taken in different colleges. The letter is addressed
to the Vice Chancellor for Academic Affairs through channels. Below is
the flow chart of this kind of appeal:
It is clearly stated in RA 9163 or the NSTP Law that a student should take
two subjects (1 and 2) of only ONE PROGRAM COMPONENT. In some
cases, students were allowed to take two different NSTP Program
Components. If this is the case, a student must write a letter of appeal
in order to credit the two different NSTP components.

4. Publication of UPD NSTP Common Module Passers
On the 2nd semester of the SY 2013-2014 finally launched the UPD NSTP
website. One of the features of the website is a page dedicated to the
publication of the official list of the students who graduated from the UPD
NSTP Common Module for a more efficient way of certifying that a student
is allowed to take an NSTP Program Component.
The list of NSTP Common Module Passers should be submitted and duly
certified by the faculty handler and the Dean or the NSTP Coordinator of
the College as official. Below are the link and the template used for

A. Administrative Programs
1. Physical Office
An initial plan in 2012 was to use Room 203 in Vinzons Hall. Lay-out and design
were already done by the Office of the Architect but due to the claim that
Vinzons Hall will be fully run as Student Center and eventually all OVCSA
offices are to transfer elsewhere, the plan to make use of Room 203 for UPD
NSTP was deferred.
The second option was to occupy the office with the newly created Acacia
Dorm Building 3 but unluckily as of this writing, the building is still not yet open
for use.
Currently, the UPD NSTP Office is housed at the Office of the Vice-Chancellor
for Student Affairs despite its very limited space.
It is very important for the UPD NSTP to have its own office in order to fully
realize its function as student volunteer hub and disaster risk management
and response center in UPD.
2. Structure
Due to the pending BOR approval of the institutionalization of the UPD NSTP
Office’s (See attached Reference No. CAS-13-162) Organizational Structure
as well as its Internal Operating Budget for the smooth implementation of the
programs still suffers.
Currently, all UPD NSTP staff are non-UP contractual. Because of this job
security for the people who have worked hard to establish the office is still at
risk of being replaced anytime. Moreover, the UPD NSTP needs to have an
Administrative Officer with enough experience to operationalize the UPD NSTP
IRR.
3. Budget
This is very crucial in the UPD NSTP Office’s full operation. Not until the BOR
approve its institutionalization Internal Operating Budget for the office is still on
a by request process.
Thus, these proposals in the Draft IRR should be acted upon immediately.

The UPD NSTP shall draft the guidelines for the usage of the NSTP Funds in
accordance with the NSTP IRR of 2009 and in consultation with DLO
As there was no consensus on this matter, it was resolved that the workshop
recommendations will be presented as follows (workshop data will be
presented along with the following options below:
1. Option 1: NSTP Budget Sharing. 90-10/80-20/70-30, with the higher
percentage goes to the Local Units while the UPD NSTP Office gets the
lower percentage.
2. Option 2: No separate NSTP Budget for the UPD NSTP Office. The UPD NSTP
Office shall be a committee or a structure within a UPD Office e.g. OVCSA
or OC, thus there is no need for a separate budget for NSTP. NSTP Tuition
goes to the Local Units.
3. Option 3: Shall implement the Law and NSTP IRR for 2009. The UPD NSTP
Office shall manage the NSTP Trust Fund. 70% goes to the projects and 30%
goes to operations.
Because of its urgency, below is the ideal IOB of the UPD NSTP Office with its
corresponding staffing requirements, MOOE and Annual Special Projects.

A. Grievance Desk
During the conception of the UPD NSTP Office, we were not able to foresee the
need for a grievance desk because we thought that the UPD NSTP Office in
relation to students would be ministerial and for orientation only. The academic
units would have more contact with the students and therefore should be able
to establish a grievance desk in relation to how their units are implementing NSTP
rules and regulations.
However, especially in the past three months, there were a number of incidents
that were informally reported to the UPD NSTP Office that we though should be
given attention. Incidents related to either violation of the NSTP IRR, security, and
in some cases in even sexual harassment and rape cases. We were not prepared
to handle these grievances because of the lack of protocols for taking in and
handling these complaints.
We therefore recommend that the next UPD NSTP Team should draft the process
of taking in and handling complaints in relation to UPD NSTP.

SUBJECT Implementing Guidelines for the UPD NSTP Common Module and
Procedures for NSTP Registration and Course Labeling for SY 2013-
2014
All NSTP enrollees will be oriented of the program by the ROTC, CWTS, and LTS
coordinators/implementers. Without exception, they shall first undergo a 25-hour common
module phase that covers the following subjects: citizenship training, drug education,
disaster awareness, preparedness and management, environmental protection and other
national security concerns.
Upon completion of the common module phase, the student shall select the specific
NSTP program component (ROTC, CWTS, or LTS) that he/she will then pursue in
accordance With the IMPLEMENTING GUIDELINES FOR THE UPD NSTP COMMON
MODULE AND PROCEDURES FOR NSTP REGISTRATION AND COUR6E LABELS FOR
THE SCHOOL YEAR (SY) 2013-2014, which was developed by the UPD NSTP Office in
consultation with the Office of the University Registrar and approved by the UP Diliman
Executive Committee on May 15, 2013.

MEMORANDUM NO. DHMA 15-010
Please refer to the following for information on the enrolment of NSTP courses
1. The National Service Training Program (NSTP) has three (3) components:
a. Civic Welfare Training Service (CWTS)
b. Literacy Training Service (LTS)
c. Reserve Officer Training Corps (ROTC)
A student may opt to take any one of the aforementioned components.
2. Each component consists of two 3-unit courses, NSTP 1 and NSTP 2 (i.e. CWTS 1 and CWTS 2, LTS 1
and LTS 2, ROTC 1 and ROTC 2) that must taken sequentially over the course of two semesters.
A 6-unit integrated NSTP1-2 course (i.e. CWTS 1-2, LTS 1-2, ROTC 1-2) may also be taken in lieu of
the sequential NSTP 1 – NSTP 2 classes.
3. NSTP 1 must be taken prior to NSTP 2 (i.e. CWTS 1, LTS 1, ROTC 1 are prerequisites to CWTS 2, LTS 2,
and ROTC 2 respectively)
4. NSTP 1 and NSTP 2 should be taken under the same component (i.e. CWTS 1 should be taken with
CWTS 2, LTS 1 with LTS 2, and ROTC 1 with ROTC 2)
5. In addition, a student must take NSTP 2 in the same college/unit where he/she took NSTP 1.
6. NSTP classes completed in another university or constituent unit shall automatically be credited
without need for validation.
7. NSTP is advised to be taken by students who are at least in their sophomore year.
8. All NSTP classes start with a 25-hour NSTP Common Module, after the completion of which, the
student may opt to transfer to another NSTP class or component. As such, all students are initially
enlisted to a generic NSTP 1 class and a NSTP Common Module class.
After completing the Common Module Program, a student may undergo the Change of Matriculation
procedure if he/she intends to transfer to another NSTP class or component.
Students who choose to remain in the NSTP class they initially enlisted in are redistributed to the
actual NSTP component course (CWTS 1, LTS 1, ROTC 1). The redistribution process is facilitated by
the unit hosting the class.

General Recommendations

The functions of the UPD NSTP Office shall follow the
functions stated in the NSTP IRR of 2009 - coordination with
NSTP National Offices, monitoring and evaluation,
developing the Common Module, setting up the NSTP Alumni
and NSRC and other administrative functions MOA,
insurance, etc.)
Organizational Structure
UPD NSTP under the Office of the Chancellor (Advisory Council
composed of OVCSA, OVCAA, OVCCA, OUR, DLO and UPD NSTP)
UPD NSTP Office will be headed by the UPD NSTP Coordinator/

There will be a Coordinating Committee or Executive Committee
composed of UPD NSTP Coordinator, College Coordinators (CWTS

Grading System
The Partner Organization shall submit a full report of their NSTP Activities (including important
assessment points from the units.
Assessment and Evaluation with Partner Organizations shall be at the Local Unit Level

furnished to the UPD NSTP Office.

Section 1. Title - The$e guidelines shall be known anp cited as the Implementing
Guidelines and Procedures (IGP) on the Development, Organization, Training,
Admini�tration, U�ilization,\ Mobilization, Operation, Accreditation, Protection and Funding of

formulation or conduct of training for skills needed irl DRRM such as Emergency

d. The Secretary, Department of the Interior and Lpcal Government (DILG), thru
the Local Gov�rri"'.ent Units (LGUs) I Local Disaster Risk Reduction and
Management Co/Jnclls {LDRRMCs) shall be responsible for the Development,
Organi�ati.on, Tfaini?g, Administration, Utilization, Mobilization, Operation,
Accred1tat1on, Protection and Funding of community'.-based NSRC units from the
provincial down to\the barangay level; and
e. Other Member Agencies, Bureaus, Offices and Entities of the NDRRMC shall be
respo11sible for cdnducting advocacy of volunteerism for DRRM an'd shall actively
support the orgJ1nization of the NSRC offices ih their respective areas of
responsibilities an the implementation of its programs and activities.

Section 5. Mission, Functions, and Composition of the NSRC:

a. Mission: To provide a trained, motivated and organized manpower reserve that can
be tapped by the State for ORRM, civic welfare, literacy, national emergency, environmental
protection and other similar endeavours in the service of the nation.
b. Functions:
1). To assist in the disaster preparedness, mitigation, response and rehabilitation
programs;
2). To serve as a� auxiliary to the Disaster Risk Reduction and Management
Councils (DRRM<i;s) response units;
3). To assist in the prbmotion of civic welfare activities;
4). To ass!st !n the i. mplementation of literacy programs;
5), To assist 1n soc10-econom1c development;
6). To respond in cas� of mobilization for national emergency;
7). To assist in enviro�mehtal protection; and
8). To perform other similar endeavours as directed by higher DRRM authorities.

c. Composition: The NSRC shall be composed of the gractluates of the Civic Welfare
Training Service (CWTS) and the Literacy Training Service (LTS) components of the

as an organic unit undbr the OCD. The National Director of the said Office shall be
responsible for the s�pervision and monitoring of the 1implementation of NSRC

operation, accreditatioh an.d protection of the National, Service Reserve Corps
(NSRC} from the Natidnal down to the Regional, Provincial and Municipal level. It
shall serve as reposit.dry of all data pertaining to NSRC and shall formulate the
NSRC manual and operating procedures for the full impl�mentation of the NSRC
program as provided for\ in this lGP and subsequent OCO plllblications.
b. The NSRC School Directorate Office (NSDO) shal1' 1 be established in all

from a higher authority as defined under Section 15 of RA 10121;

coordination with HElk under CHED and TVETs underTESDA provided that all

10121. In the event the school-based NSRC unit is deployed or utilized outside
the immediatb vicinity of the school, the LDRRMC provide additional logistics,
protection, anti insL1rance requirements.

disasters in tHeir respective localities as provided for in Section 15, RA
10121. As sudh, there shall be an NSRC Community Directorate Office
(NCDO) estabtished at the provincial and municipal levels that will be
responsible f6r the development, organization, training, equipage,
administration �nd deployment of their respective ,community-based NSRC
units; and \
2). LGUs shall debloy and utilize NSRC Units in accordance to the SOPs
prescribed by OCD.
Section 12. Protection of NSR� Reservists:
a. The protection of. JsRC reservists during their mobilization, deployment and
utilization including ioRRM Practical Training and �xercises shall be the
responsibrtity of the c6ncerned LDRRMC and HEls/TVETs, for both school-based
and community-base� NSRC reserve groups. They shalt be responsible for
providing the insura�ces, logistics, and other necessary benefits, including

In accordance to the pertinent provisions of Republic Act (RA) No. 7722, otherwise
known as the "Higher Education Act of 1994", Rule VI, Section 12 of RA 9163
otherwise known as the National Service Training Program (NSTP) Act of 2001,
Resolution No. 315-2015 dated June 23, 2015 of the Commission en bane, and per
item i Section 6. Organization of the Implementing Guidelines and Procedures on the
Development, Organization, Training, Administration, Utilization, Mobilization,
Operation, Accreditation, Protection and Funding of the National Service Reserve
Corps the Commission on Higher Education (CHED) hereby issue, adopt and
promulgate the following guidelines and procedures on the issuance of NSTP Serial
Numbers to implement the provisions of the aforementioned Acts gearing towards
the establishment, training, and organization of School-Based NSRC Units.
ARTICLE I
DEFINITION OF TERMS
Section 1 As defined in the RA No. 9163 and its Implementing Rules and
Regulations, the following term shall mean:

d. Serial Numbers (SN) - refers to the unique assigned
numbers/codes issued to individual students who graduated from
the NSTP. There are two (2) systems being implemented for the
issuance of Serial Numbers for NSTP, one with the military or
Reserve Officers' Training Corps (ROTC) component of the NSTP
processed by the Department of National Defense (DND) and
another with non-military or CWTS and LTS processed by CHED.
ARTICLE II
OBJECTIVES
Section 2 The objective of this CMO is to assist HEls and CHED in the issuance
of Serial Numbers of NSTP graduates (CWTS and LTS). Specifically it
aims to:

ARTICLE VIII
TRANSITORY PROVISION
Section 1 O All previously issued serial numbers are deemed modified and adjusted
in accordance with these guidelines and procedures and with the
provision of the IRR of RA No.9163.
Section 11 All HEls shall adapt this CMO in the issuance of Serial Number to
NSTP graduates who were not issued such from AY 2002-2003 to AY
2014-2015.
Section 12 All HEls shall indicate the NSTP Serial Number in the issuance of
TOR.
ARTICLE IX
EFFECTIVITY
Section 13 This set of guidelines and procedures shall take effect upon approval
by the Commission and fifteen (15) days after its publication in a
newspaper of general circulation or the official gazette.

a model vertical vegetable demo garden

vegetable backyard farming, the importance
of nutrition, healthy balanced diet, and
environmental conservation.

conducted observation, interviews, online
and manual surveys to study the waste
disposal behavior of students in Palma Hall
and the location and utilization of trash bins
within the premises. The class also made
recommendations on how to improve the
waste disposal behaviour of students.
College of Social Sciences and Philosopy Reception and Study Center for Children, A.Y. 2016-2017 "LIGHT FOR THE LOST": Applied ethics of
Department of Social Welfare and care RSCC through different activities, such

sessions in Language and Mathematics.
These are geared towards addressing the
children's need for care and socialization,
improving self-esteem, and enhancing their
knowledge and learning abilities. The class
also assisted in doing some paperwork for
RSCC, in cleaning the grounds, and in helping
the house parents feed the children, fold the
children's clothes and maintain the
cleanliness and order of their respecive
houses. The class also distributed some
school supplies to the children during their
culminating activity.

in four different community interventions:
three of which were capacity sessions for
the youth of Barangay Pansol and Barangay
Balara, while the fourth was a small-fund-
raising activity in response to the April 1 fire
that razed the UP Diliman Faculty Center.

visits to the different public elementary and
high schools in Quezon City in order to: (1)
observe he conduct and activities in the
public schools; (2) explore the situation of
public schools; (3) gain more insights in
improving the public school system.
College of Social Sciences and Philosopy Barangay UP campus A.Y. 2016-2017 "ANG TIPO KONG PANGULO: A survey on
Important Presidential Election Issues". The
class prepared a short video presentation on
the type of president that the UP Diliman
community would want. This involved
interviews with students, workers, residents
and faculty members of UP Diliman. Based
on this project, the class conducted a survey
that focuses on the different national issues
that should be in the agenda of the next
administration. The class designed the
instrument, conducted interviews, encoded
the data and analyzed the results.

Asian Institute of Tourism Barangay Bagumbuhay Daycare Center Midyear, A.Y. 2017-2018 Students deployed in the Bagumbuhay Daycare students
Daycare Center assisted daycare teachers in
the conduct of their classes. Aside from
leading some class activities (e.g. singing,
dancing), students also helped in preparing
class materials for the students.

series of Focus Group Discussions among
Bistekville 2 residents to be able to identify
the kind of seminar/workshop that will
benefit the community.
College of Human Kinetics Barangay San Vicente LGU 2nd semester, A.Y. 2017-2018 "Balik-aral sa Tag-init: Holistic Learning for Barangay San Vicente residents particularly
the Youth of Barangay San Vicente" is a the children in the area
community engagement project organized
by students with the aim of facilitating a
holistic, alternative out-of-classroom
learning experience through fun games and
leisurely activities. The project engaged 10-
15 children aged 1-8 years old for four
sessions at Maayusin Extension, Barangay
San Vicente, Diliman, QC. The project
contributed in providing options of
worthwhile summer break activities for kids
in the locale.
College of Human Kinetics Barangay San Vicente LGU 2nd semester, A.Y. 2017-2018 "Empowering the Environment through Barangay San Vicente LGU
Gardening" is a project that solved the
problem of transporting water and garden
tools to and from the community garden
site to the Barangay Center by creating a
Swiss-knife-inspired multipurpose, mobile
garden caddy with built-in multi-tool
storage features that can contain shovels,
brooms and watering tools in a roller made
from scraps. This empowered members of
the barangay community to hurdle the
challenges of their community gardening
program, thanks to the indigenous design
of the CWTS students.
College of Human Kinetics Barangay UP Campus LGU 2nd semester, A.Y. 2017-2018 "Indoor Urban Gardening in Barangay UP Residents of Barangay UP campus,
Campus" is a project that engaged the particularly children and their
children of Barangay UP Campus, with the parents/guardians
supervision of their parents or guardians, to
be involved in organic urban gardening
using used, recycled plastic food grade
bottles and containers to hold the potting
medium for plants. Not only did the project
help reduce the volume of solid, non-
biodegradable wastes by converting these
into planting containers, but also increasd
awareness among the children and parents
about the benefits of organic food
production while caring for a healthier

love to the youth of Brgy. San Vicente
through a practical application of the
educational foundations of Music, Arts,
Physical Education (MAPE). Engaging the
children with creative and fun activities like
games, play, visual art and music, the team
was able to deliver the main lessons of love
for oneself, for family, for friends, for the
environment, and for God effectively
through the series of engagement sessions.

College of Mass Communication -Animal Kingdom Foundation, Inc. 2nd semester, A.Y. 2017-2018 CWTS students were part of the "Animal -Pet owners
-International Wildlife Coalition Trust Welfare and Humane Animal -UP campus
Management" project. The students
organized and attended a series of lectures
on Animal Welfare Law, Responsible Pet
Ownership and Advocacy Communications.
They also joined a Dog Pack Walk during
Lantern Parade and produced the weekly
radio program, "KWENTUHANG PETS
ATBP," aired every Wednesday on DZUP.
Near the end of the semester, they
organized a garage sale to raise funds for
the neutering of campus cats (a separate
project entitled "Pusa at Utak").

2. Tanging ang mga mag-aaral lamang na nakakumpleto sa lahat ng sesyon ng Common Module
ang maaaring mai-redistribute. Dahil dito, kailangang maabisuhan ng guro sa lalong madaling
panahon ang mga mag-aaral nilang may hindi nadaluhang sesyon upang mapunuan kaagad ng
mag-aaral ang kaniyang kakulangan sa pamamagitan ng pagme-make-up. Kailangan ding
talakayin ng guro sa mag-aaral ang pamamaraang maaari nitong gawin para sa kaniyang
makeup. Hindi na pahihintulutang mag-make-up ang mag-aaral na lampas na sa
pinahihintulutang bilang ng pagliban (3 absences). Ang mga mag-aaral na hindi maire-
redistribute sa itinakdang panahon ng redistribution ay mananatili sa classlist ng Common
Module at hindi mabibigyan ng grado sa NSTP1 (CWTS1, LTS1 o ROTC1). Dahil dito,
kakailanganin niyang ulitin ang kurso.
b. Maaari ding dumalo ang mag-aaral sa pagtatalakay ng nalibanang paksa sa ibang Kolehiyo
sakaling mayroon pang nakatakdang pagtatalakay ng kaparehong paksa sa ibang Kolehiyo.
Kailangang tiyakin ng mag-aaral na siya ay nakapagpaalam at napahintulutan ng gurong
tagapangasiwa ng dadaluhang klase sa ibang Kolehiyo bago siya dumalo dito. Gayundin,
kailangang makapagpakita ng mag-aaral sa kaniyang guro sa NSTP ng sertipiko ng
pagdalo (patunay ng pagdalo) sa pagtatalakay sa partikular na paksa sa Common Module
na nilagdaan ng tagapangasiwang guro ng klaseng dinaluhan sa ibang Kolehiyo.
8. Kung walang intensyon ang mag-aaral na lumipat sa ibang guro ng NSTP para sa kanilang
napiling component ay magtatapos na dito ang proseso.
CHANGE OF MATRICULATION
10. Paalala na hindi maaaring makapag-change of matriculation ang mag-aaral hangga’t hindi pa
siya nare-redistribute.
12. Paunawa na tanging ang mga mag-aaral lamang na lilipat ng seksyon/ibang guro sa pipiliing
component ng NSTP ang bibigyan ng “certificate of completion.”
14. Sa mga mag-aaral na lilipat, kailangan niyang pumunta sa Departamento/yunit kung saan siya
na-redistribute upang magpacancel sa kanyang klase at pumunta naman sa
Departamento/yunit na naghahain ng kursong lilipatan para magpatala dito. Kailangang
makapagpresenta ang magaaral ng certificate of completion sa kaniyang lilipatang guro bago
siya tanggapin sa klase.

15. Matapos makapagpatala ng mag-aaral sa lilipatang klase, kailangan niyang magpunta sa
College Secretary’s Office ng kaniyang kolehiyo upang makapagpaprint, validate at assess ng
change of mat form (bagaman lalabas lamang sa assessment na walang babayaran ang mag-
aaral). Kapareho din ito ng proseso ng regular na change of matriculation. Ang kaibahan
lamang ay walang babayaran ang mag-aaral sa change of mat ng NSTP. Kailangan ding
papirmahan ng magaaral ang change of mat form sa kaniyang registration adviser. Matapos
mapirmahan ng registration adviser, muli itong ibabalik ng mag-aaral sa kaniyang College
Secretary’s Office upang mapirmahan ng nasabing Tanggapan. Kailangang maisumite ang
change of mat form na may kumpletong lagda sa OUR upang makumpleto ang proseso.

REDISTRIBUTION:
1. Kakailanganing mai-redistribute kayo (lahat ng mag-aaral ng NSTPl) mula sa NSTP Common Module
patungo sa patikular na component (LTSl o CWTSl o ROTCl) na hinahawakan ng inyong guro sa
Common Module. Ang Departamento/yunit na naghahain ng kurso, sa pakikipag-ugnayan ng guro sa
NSTP Common Module, ang magsasagawa ng redistribution.
2. Tanging'ang mga mag-aaral lamang na nakakumpleto sa lahat ng sesyon ng NSTP Common Module
ang maa'aring mai-redistribute. Dahil dito, kailangan ninyong mapunuan sa lalong madaling panahon
ang mga sesyon sa Common Module na hindi ninyo nadaluhan. Makukumpirma ninyo ang inyong mga
kakulangan sa inyong guro.
3. Maaari kayong mag-make-up sa mga sesyong inyong nalibanan. Kaugnay nito, kailangan ninyong
kausapin ang inyong guro sa NSTP tungkol sa inyong kakulangan at kung paano ninyo ito
mapupunuan. Maaari ninyong gawin alinman sa sumusunod o iba pa, batay sa inyong
mapagkakasunduan ng inyong guro sa NSTP:
a. Maaaring ninyong panuorin ang sesyong kapareho ng hindi ninyo nadaluhan sa uploaded
video/s ng mga paksa sa Common Module (mula sa programang Serbisyong Tatak UP ng NSTP
Diliman Office sa DZUP 1602 at mga panayam sa mga eksperto sa mga paksa sa Common
Module na binuo ng mga mag-aaral mula sa College of Mass Communication). Upang
maisagawa ito, kailangang ninyong mag log-in sa uvle.upd.edu.ph gamit ang inyong CRS
account at buksan ang NSTP Common Module 1. Dito ninyo matatagpuan ang mga uploaded
Common Module videos. Ang pamamaraan ng pagtitiyak na inyong napanuod ang video ng
itinakdang paksa ay pangangasiwaan ng inyong guro sa NSTP Common Module. Halimbawa,
maaaring hingin ng inyong guro ang inyong pagsusumite ng reflection paper sa inyong
pinanuod na video.
b. Maaari din kayong dumalo sa pagtatalakay ng nalibanang paksa sa ibang Kolehiyo sakaling
mayroon pang nakatakdang pagtatalakay ng kaparehong paksa sa ibang Kolehiyong
naghahain ng NSTP Common Module. Kailangan ninyong magpaalam at humingi ng pahintulot
s·a gurong tagapangasiwa ng dadaluhang klase sa ibang Kolehiyo bago kayo dumalo dito.
Gayundin, kailangan ninyong magpakita ng sertipiko ng pagdalo sa inyong guro sa NSTP
Common Module na nilagdaan ng tagapangasiwang guro ng klaseng inyong dinaluhan sa
ibang Kolehiyo. Ito ang magiging katibayan na tunay ninyong nadaluhan sa ibang Kolehiyo ang
sesyong tumatalakay sa inyong nalibanang paksa sa Common Module.
