Title: Historiography in Consideration of Economic and Political Integration

I have explained that there are models of integration which preceded our current exposition on
and preparation for a Union of the Americas, that already negotiated as a plan between our
Agency and governments throughout the hemisphere with me serving as the architect and
articulator of the appropriate design, with me in preparation to serve as the chief advocate for its
implementation as operative and manager Khaled Hassan, the moniker I am in the process of
assuming (within months in all honesty). Our audit of the East Coast and the South in preparing
the United States for entering an Economic Area of the Americas and, in two decades, the
[political] Union of the Americas, in competing with and complimenting simultaneously the
European Union (EU) and the African Union (AU), with both having begun the process of
revolutionizing global politics and economics, has revealed that we are prepared for the
endeavor, that the country is appropriately attuned to the principles and anticipated protocols
and Agreements(s) approachable for governing the jurisdiction and integrity of sanctioned
operations and benefits within.

As a historian initially, preceding my days as a trained legalist in preparation of receiving an


[official] law degree as part of a federal development program with the Central Intelligence
Agency and, partner, INTERPOL, I was intrigued with the integrationist narrative of the United
States and Canada on a historical level and regarding the constraint of colony, then nation-state.
We will adopt a federal system in evolving the Organization of American States into the future
Union of the Americas, with fundamental principles known as being indicative of the political and
economic plight of nations and their constituents serving the dimensional construct and its
orbital system, the complexities associated with their convention, and relations shaped for
enjoying productive diplomatic relations, internally and exceeding our hemispheric borders.

The United States, as a unitary state, serves as a federation in accurate terms. The original
colonies of the United States, though all British, were definitively separate, sovereign, and
identified as countries colloquially by their subjects, their citizens. The process toward structural
and meaningful integration was effected consequent to the Declaration of Independence's
signing, upon the granting of central then federal government. The federalization of commerce,
political duties, and social rights were progressive and even revolutionary in being secured and
governed by a Constitution which removed the arbitrary distinctions of citizenship, which
protected basic and fundamental liberties innate to the convention of man in State, which
installed a government genius in its design and propositions, which appropriated powers to a
government demanding of both government itself and electors democratic attitudes, thoroughly
governed civil and social practices, and interstate activities enjoyed in both freedom and
respect.

The provinces of Canada provide a different format. It is more of a confederation than a


federation, though recent constitutional improvements did appreciate its security against the
arbitrary secession of any one province. The non-guarantee of perpetuity, concerning its
collective, serves as the main distinction between its federal system and that of the United
States. However, like the United States, Canada has adopted principles and mechanisms
which ensure easy and effective interactions between internal sovereigns, which provides no
distinction in national citizenship and the consequent benefits (amongst the provinces' citizens),
which ensure that the whole collective is singularly governed by the federal government of
Canada above viable reproach, which, however, accepts that it does not satisfy the terms of
Republic in maintaining the Monarch of the United Kingdom of Great Britain as its Chief of State
and thus must be uniquely tactical.

We were not unconvinced by political integration on a hemispheric level at any instance of our
segmented discourses. The bilingual composition of Canada, as a successful nation of political
and social competencies reflective of modern liberalism, communicates that Pan-Americanism
(continentalism) isn't too foreign of an idea for our cross-incorporation and our procedural
transition into procedural supranationalism. The Caribbean Community (CARICOM) will provide
additional influence to the project of [hemispheric] integration in serving as a unique model of
federal principles and operatives. Yes, the European Union, in having an economic and political
system, in having evolved into being identified as a confederation of nation-states inherently
conditioned for eventual reformation into federation (of a concrete nature), with time, does also
prove that integration is compatible with social liberalism, Western philosophy, and modern
diplomacy. We are confident that there needs to be no quarrel obstructive to the
aforementioned ends at this point, no preclusive policy impeding debate in our continuous study
of history for refinement purposes not dictating the dissolution of fundamental ends, no limitation
in conducting scientific analysis for projecting the condition we will experience, and no worthy
conjecture unattended to, at least briefly at this moderate stage, in complimenting the model we,
as an Agency, are preparing toward granting the Americas a benefactoral Constitutive Treaty, a
corresponding Governance Structure of fundamental and innovative competencies,
[hemispheric] citizenship (serving the totality of Member States and Territories), and continental
security systematized without awful causations and without unethical conduct. We demand the
stated condition in order that we enact the necessary affairs of continental State astutely and
without a provisional status. We condition our supplementation of an impending global
government, the UN under reformation in half a century in accordance with concise plans of the
Central Intelligence Agency (CIA), INTERPOL, and the United Nations (UN), in consideration of
the anticipated burdens of current projects, without exhibiting unnecessary fear. We are
approaching a global society representative of our singularity as one human species and of one
civilized cause. The Union of the Americas, in superintending the Caribbean and North and
South America as a federated collective of States and Territories, in serving as benefactor to the
most astute of powers in the world, the United States, as a founding and, most certainly,
perpetual Member State, will tutor our future condition as a planetary civilization, integrated
structurally and legalistically (unabated with time).

The European [Economic] Community served as a model in our evaluation of policies,


principles, and mechanisms. Though the Economic Area of the Americas, of free trade,
industry, and corporate freedoms, will serve uniquely in corresponding with our variated
composition of States and cultures, with the ethnic complexity decided by centuries of mass
emigration and interactions rivaling the Asia-Pacific, it will certainly be co-guided by the
narrative of Europe into political State. We studied the treaties, complex for reasons
comprehended easily, and were impressed by the potential gains, social and material, security
(in exhibiting cooperation with the North Atlantic Treaty Organization) and cultural, economic
and diplomatic. We will invest in a permanent Constitutive Treaty and complimentary treaties
and protocols progressing the institutional cause and will invest in trans-constitutionalism as a
supplemental tenet of our conventional juridical system of a Supreme Tribunal of the Americas
as the [continental] capstone and Sectoral Courts.

The future Governance of the Americas, in operating the Union of the Americas, won't breach
the national sovereignty of Member States and the European parents of Member Territories.
National governments, when in operation of national rights and duties, will remain the exclusive
authority over its variated jurisdiction, meaning the spaces and issues not expressly
surrendered to the confederal authorities of the Union in demanding higher systematic address.
Our comprehension of history and our scientific study and analysis of contemporary
governance, with their narrative reviewed, were part of my training and that of Associates, thus
my noted major in History as an undergraduate student in the city of Washington (Howard
University), my minor in Economics and International Studies, and my completion of an
accredited law program (J.D) sealed from public disclosure for security reasons (now partially
disclosable).

Our formula is scientifically driven without a devisable doubt. Social and political sciences were
engaged clinically with law serving aside them as the center of deliberative thought in
constituting our comprehensive agenda, that related to the Americas, the five Union theory, and
our pursuit of World Governance under unbreachable mandate (though unoppressive).
