Tổng quan về xuất nhập khẩu trước khi có hiệp định

-Ngành dệt may tại Việt Nam khá phát triển và phổ biến tại thời điểm trước năm
2005

Trong khoảng thời gian trước 2005, ngành dệt may duy trì mức tăng tổng kim
ngạch xuất khẩu đều. Tuy nhiên, song song với điều đó, mức nhập khẩu nguyên
vật liệu cũng tăng

1. 2004: Tổng kim ngạch xuất khẩu hàng dệt may của nước ta trong 9 tháng
năm 2004 đạt 3,38 tỷ USD.
2. 2005:   Tổng kim ngạch xuất khẩu hàng dệt may của cả năm 4,84 tỷ USD,
tăng 10,3% so với năm 2004.

. Điều đó cho thấy, Việt Nam phát triển ngành dệt may nhưng
tạo ra giá trị không lớn, vì chủ yếu chúng ta vẫn đang gia
công các sản phẩm. (đường xuất khẩu và nhập khẩu rất gần
với nhau)

Vậy tại sao lại có sự sụt giảm ?

Nhìn vào biểu đồ 2, giai đoạn 2001-2004, Việt Nam tăng nhẹ lượng nhập
khẩu nguyên phụ liệu từ thị trường Hàn Quốc. Giai đoạn 2005-2006-2007,
lượng nhập khẩu đó giảm, tuy nhiên, sau đó lại tăng.

Hiệp định giữa Hàn Quốc và các thành viên ASEAN bắt đầu
có hiệu lực trong lĩnh vực thương mại hàng hóa năm 2007.

Năm 2007 cũng là năm các nước bắt đầu đối mặt với cuộc
suy thoái kinh tế

Cuộc suy thoái này tác động nặng nề đến nhiều nước trên thế giới, trong
đó có Hoa Kỳ, EU, Nhật Bản. Đây là 3 thị trường lớn nhất nhập khẩu các
mặt hàng dệt may của Việt Nam

Vì vậy, sản lượng xuất khẩu cũng Việt Nam bị sụt giảm nghiêm trọng, ước tính
kim ngạch xuất khẩu hàng dệt may sẽ giảm khoảng 30-50% trong năm 2009

Trong năm 2014, những mặt hàng chủ yếu của Việt Nam được đẩy mạnh xuất
khẩu sang thị trường Hàn Quốc gồm: sản phẩm dệt may; gỗ và sản phẩm; giày
dép;

27,5% so với năm ngoái, chiếm 29,3% tổng kim ngạch xuất khẩu sang Hàn Quốc.

Trong giai đoạn 2016 – 2020, khả năng cạnh tranh của hàng may mặc Việt Nam
không ngừng được nâng cao, khi xuất khẩu hàng may mặc của toàn thị trường thế
giới giảm bình quân 0,26%/năm thì xuất khẩu mặt hàng này của Việt Nam vẫn
tăng trưởng bình quân 6,13%/năm

. Hiện nay hàng dệt may của Việt Nam đã có mặt tại trên
200 quốc gia và vùng lãnh thổ, tăng mạnh so với con số
150 của năm 2016. Nhiều thương hiệu may mặc mang bản
sắc Việt Nam vươn ra thế giới, phải kể đến May Nhà Bè,
Việt Tiến, May 10, Gấm Thái Tuấn,…

Việt Nam duy trì tỷ lệ bảo hộ cao sau khi tham gia hiệp định để bảo vệ
ngành dệt may trong nước.

Việt Nam đánh thuế cao các mặt hàng nhập khẩu dệt may từ Hàn Quốc nên khiến mức thuế
đầu tư của Hàn Quốc thấp ở mức 0.3 đến 0.9

Nói cách khác, các nhà đầu tư có thể tránh thuế của Hàn Quốc.
Năm 2009, kim ngạch xuất khẩu ngành dệt may đạt 64 triệu USA, và con số này đã tăng lên 122 triệu USA vào năm 2010

Tức là tăng 90,6% so với cùng kỳ năm trước. Việt Nam nhập siêu các nguyên phụ liệu ngành dệt may của Hàn Quốc ở mức rất lớn

Năm 2017: trị giá xuất khẩu nhóm hàng này trong năm 2017 là 26,04 tỷ USD, tăng 9,3% so với năm 2016. Trong đó:  sang Hàn
Quốc đạt 2,64 tỷ USD, tăng 15,8% so với năm trước.

Năm 2021: Theo số liệu thống kê của Tổng cục hải quan, kim ngạch xuất khẩu hàng hóa Việt Nam sang thị trường Hàn Quốc trong
5 tháng đầu năm 2021 đạt 8,7 tỷ USD, tăng 14% so với cùng kỳ các năm trước.
