INVESTMENT PROCLAMATION
የኢንቨስትመንት አዋጅ
አምራች እና አስቻይ የኢንቨስትመንት መስኮችን RECOGNIZING that increasing the role of private
ጨምሮ በሁሉም የኢኮኖሚ ዘርፎች የግሉን ዘርፍ ሚና sector investment in all sectors of the economy including in

WHEREAS it has become necessary to create an

economic framework that fast-tracks the global

revise the existing law on investment;
ያለውን የኢንቨስትመንት ሕግ ማሻሻል አስፈላጊ ሆኖ
በመገኘቱ፤
በኢትዮጵያ ፌደራላዊ ዲሞክራሲያዊ ሪፐብሊክ ሕገ- NOW, THEREFORE, in accordance with Article
መንግሥት አንቀጽ ፶፭(፩) መሠረት የሚከተለው 55(1) of the Constitution of the Federal Democratic
Republic of Ethiopia, it is hereby proclaimed as follows:

ክፍል አንድ PART ONE

ጠቅላላ GENERAL
፩.አጭር ርዕስ 1.Short Title
This Proclamation may be cited as the “Investment

ይህ አዋጅ “የኢንቨስትመንት አዋጅ ቁጥር ፲፩ሺ፹/፪ሺ፲፪”
Proclamation No1180/2020”.
ተብሎ ሊጠቀስ ይችላል፡፡
፪.ትርጓሜ 2. Definitions
የቃሉ አገባብ ሌላ ትርጉም የሚያሰጠው ካልሆነ በስተቀር In this Proclamation, unless the context otherwise requires:
በዚህ አዋጅ፦
፩/ “ኢንቨስትመንት” ማለት አዲስ ድርጅትን ለማቋቋም፣ 1/ “Investment” means expenditure of capital in cash or
in kind or in both by an investor to establish a new
ወይም ነባር ድርጅትን ሙሉ ለሙሉ ወይም በከፊል
enterprise, or to acquire, in whole or in part, or to
ለመግዛት፣ ለማስፋፋት ወይም ለማሻሻል በባለሀብት
expand or upgrade an existing enterprise;
በገንዘብ ወይም በዓይነት ወይም በሁለቱም የሚደረግ
የካፒታል ወጪ ነው፤
፪/ “ድርጅት” ማለት ለትርፍ የተቋቋመ ድርጅት ነው፤ 2/ “Enterprise” means an undertaking established for
profit-making;
፫/ “ካፒታል” ማለት የአገር ውስጥ ወይም የውጭ ገንዘብ፣
3/ “Capital” means local or foreign currency,
የሚተላለፍ ሰነድ፣ የማምረቻ ወይም የአገልግሎት
negotiable instrument, machinery or equipment,
መስጫ መሳሪያ፣ ህንጻ፣ የሥራ ማስኬጃ ካፒታል፣
building, working capital, property right, intellectual
የንብረት መብት፣ የአእምሯዊ ንብረት መብት ወይም
property right, or other tangible or intangible
ሌላ የሚዳሰስ ወይም የማይዳሰስ የንግድ ሀብት ነው፤ business assets;
4/ “Investor” means a Domestic or Foreign investor

፬/ “ባለሀብት” ማለት ኢትዮጵያ ውስጥ ካፒታል ሥራ ላይ
who has invested capital in Ethiopia;
ያዋለ የአገር ውስጥ ወይም የውጭ ባለሀብት ነው፤
፭/ “የአገር ውስጥ ባለሀብት” ማለት ኢትዮጵያ ውስጥ 5/ “Domestic Investor” means any one of the
ካፒታል ሥራ ላይ ያዋለ፤ following who has invested capital in Ethiopia:
ሀ) ኢትዮጵያዊ ዜጋ፤ a) An Ethiopian National;
ለ) ሙሉ በሙሉ በኢትዮጵያዊ ዜጋ የተያዘ ኢትዮጵያ b) An Enterprise incorporated in Ethiopia and

ውስጥ የተቋቋመ ድርጅት፤ wholly owned by Ethiopian National;
c) The Government;
ሐ) መንግሥት፤
መ) የመንግሥት የልማት ድርጅት፤ d) a Public Enterprise;

ሠ) አግባብነት ባለው ሕግ የተቋቋመ የህብረት ሥራ e) A cooperative society established as per the
ማህበር፤ relevant law;
ረ) አግባብነት ባለው ሕግ ወይም ኢትዮጵያ ባጸደቀችው f) A Foreign National or Foreign Enterprise treated
ዓለምአቀፍ ስምምነት መሠረት እንደ አገር ውስጥ as domestic investor as per the relevant law or
ባለሀብት የተቆጠረ የውጭ አገር ዜጋ ወይም international treaty ratified by Ethiopia;
ድርጅት፤
ሰ) በዚህ አንቀጽ ከንዑስ-አንቀጽ ፭ ፊደል ተራ (ሀ) g) An Enterprise incorporated in Ethiopia jointly
እስከ ረ) በተመለከቱት በማናቸውም መካከል በጋራ between any of the investors specified under Sub-
article (5) paragraphs (a) to (f) of this Article;
ኢትዮጵያ ውስጥ የተቋቋመ ድርጅት፤
ሸ) ይህ አዋጅ ሲወጣ በሥራ ላይ የነበረ h) A Foreign National or Foreign Enterprise accorded

ኢንቨስትመንትን በተመለከተ ብቻ ሆኖ ከዚህ በፊት a domestic investor investment permit as per laws
ታውጀው ከጊዜ በኋላ በተሻሩ ሕጎች መሠረት የአገር which were in effect when the permit was issued
ውስጥ ባለሀብት የኢንቨስትመንት ፈቃድ የተሰጠው but which have since been repealed and continues
እና አሁንም ኢትዮጵያ ውስጥ በሥራ ላይ ያለ to operate in Ethiopia, provided that this applies
only in respect of investments that are operational
የውጭ አገር ዜጋ ወይም ድርጅት፤ ወይም
at the time of enactment of this Proclamation;
ቀ) በዚህ አንቀጽ ንዑስ-አንቀጽ (፭) ፊደል ተራ (ሸ) የተገለጸ i) Descendant of a foreign national specified under
ኢንቨስትመንትን በተመለከተ ብቻ ሆኖ በዚሁ ንዑስ- Sub-article (5) paragraph (h) of this Article,
አንቀጽ የተመለከተ የውጭ አገር ዜጋ ተወላጅ ነው፤ provided that this applies only in respect of
investments specified in the same Sub-article;
፮/ “የውጭ ባለሀብት” ማለት የውጭ ካፒታል ወደ ኢትዮጵያ
6/ “Foreign Investor” means any one of the following
በማስገባት ሥራ ላይ ያዋለ፤ who has invested foreign capital in Ethiopia:
ሀ) የውጭ አገር ዜጋ፤
a) A Foreign National;
ለ) የውጭ አገር ዜጋ በባለቤትነት የተሳተፈበት b) An Enterprise in which a Foreign National has an
ድርጅት፤ ownership stake;
ሐ) በማንኛውም ባለሀብት ውጭ አገር የተቋቋመ c) An Enterprise incorporated outside of Ethiopia by

ድርጅት፤ any investor;
መ) መ) በዚህ አንቀጽ ንዑስ-አንቀጽ (፮) ፊደል ተራ (ሀ)፣ (ለ) d) An Enterprise established jointly by any of the
investors specified under Sub-article (6)
ወይም (ሐ) በተመለከቱት ማናቸውም ባለሀብቶች
paragraphs (a), (b) or (c) of this Article; or
መካከል በጋራ የተቋቋመ ድርጅት፤ ወይም፤
ሠ) ሠ) እንደ ውጭ ባለሀብት መቆጠር የፈለገ መደበኛ e) An Ethiopian permanently residing abroad and
ነዋሪነቱ ውጭ አገር የሆነ ኢትዮጵያዊ ነው፤ preferring treatment as a Foreign investor;

፯/ “የመንግሥት የልማት ድርጅት” ማለት ሙሉ በሙሉ 7/ “Public Enterprise” means an enterprise wholly
owned by the government;
በመንግሥት ባለቤትነት የተያዘ ድርጅት ነው፤
፰/ “ማስፋፋት” ወይም “ማሻሻል” ማለት ሊደረስበት 8/ “Expansion” or “Upgrading” means increasing
የሚችል የነባር ድርጅትን የማምረት ወይም አገልግሎት in volume, by at least 50 percent of the attainable
production or service rendering capacity of an

existing enterprise, or increasing in variety by at

or increment by both;
በዓይነት ማሳደግ ወይም በሁለቱም ማሳደግን
ያጠቃልላል፤
፱/ “የቴክኖሎጂ ሽግግር” ማለት ምርትን ለማምረት ወይም

9/ “Transfer of Technology” means the transfer of
የአመራረት ሂደትን ተግባራዊ ለማድረግ ወይም systematic knowledge for the manufacture of a
ለማሻሻል ወይም አገልግሎትን ለመስጠት የሚረዳ product, the application or improvement of a
ሥርዓት ያለው ዕውቀት ማስተላለፍ ሲሆን የሥራ process or for rendering service, including
አመራር እና የቴክኒክ ዕውቀት እንዲሁም የግብይት management and technical know-how as well as
ሁኔታ ቴክኖሎጂንም ይጨምራል፤ ሆኖም ዕቃዎችን marketing technologies, but may not extend to
ብቻ ለመሸጥ ወይም ለማከራየት የሚደረግን ግንኙነት transactions involving mere sale or lease of
goods;
አይሸፍንም፤
፲/ “ከውጭ ንግድ ጋር በተያያዘ የውጭ ድርጅት የካፒታል 10/ “Export-Oriented Non-equity Based Foreign
መዋጮ ሳይኖረው የሚያደርገው ትብብር” ማለት መቶ Enterprise Collaboration” means a hundred
በመቶ ከወጪ ንግድ ጋር በተያያዘ የውጭ ድርጅት percent export-oriented contractual agreement
ከአገር ውስጥ ባለሀብት ጋር የሚያደርገው የውል between a domestic investor and foreign
ግንኙነት ሆኖ የውጭ ድርጅቱ ለአገር ውስጥ ባለሀብቱ enterprise in which the foreign enterprise
በሙሉ ወይም በከፊል የሚሰጠው የሚከተሉት provides, among others, all or some of the
following:
ትብብሮችን ይጨምራል፤
ሀ) አስተማማኝ የውጭ ገበያ ግኝት፤ a) Guaranteed external market access;

b) Production know-how of products for export
ለ) ለውጭ ገበያ የሚቀርቡ ምርቶችን የማምረት
market;
ዘዴ፤
c) Export business management know-how;
ሐ) የውጪ ንግድ ሥራ አመራር ዕውቀት ፤
d) Export marketing know-how;
መ) በውጭ ገበያ የመሸጥ ስልት፤
e) Strategies for the supply of raw materials and
ሠ) ለውጪ ምርት የሚያስፈልጉ ጥሬ ዕቃዎች intermediate inputs needed for export
እና ግብዓቶች አቅርቦት ስልት ፤ products;

፲፩/ “መንግሥት” ማለት የፌደራሉ መንግሥት ወይም 11/ “Government” means the Federal Government or
የክልል መስተዳድር ነው፤ a Regional State Administration;
12/ “Region” or “Regional State Administration”

፲፪/ “ክልል” ወይም “የክልል መስተዳድር” ማለት
means any Regional State specified under
በኢትዮጵያ ፌደራላዊ ዲሞክራሲያዊ ሪፐብሊክ ሕገ-
Article 47(1) of the Constitution of the Federal
መንግሥት አንቀጽ ፵፮(፩) የተመለከተ ማንኛውም
Democratic Republic of Ethiopia and includes
ክልል ሲሆን የአዲስ አበባ ከተማ አስተዳደርን እና
Addis Ababa City Administration and Dire
የድሬዳዋ ከተማ አስተዳደርን ይጨምራል፤
Dawa City Administration;
፲፫/ “ቦርድ” ማለት በዚህ አዋጅ አንቀጽ ፴ መሠረት
13/ “Board” means the Ethiopian Investment Board
እንደገና የተቋቋመው የኢትዮጵያ የኢንቨስትመንት
reestablished under Article 30 of this
ቦርድ ነው፤
Proclamation;
፲፬/ “ኮሚሽን” ማለት በዚህ አዋጅ አንቀጽ ፴፭ መሠረት

14/ “Commission” means the Ethiopian Investment
እንደገና የተቋቋመው የኢትዮጵያ ኢንቨስትመንት Commission reestablished under Article 35 of
ኮሚሽን ነው፤ this Proclamation;
፲፭/ “ጉባዔ” ማለት በዚህ አዋጅ አንቀጽ ፵፬ መሠረት 15/ “Council” means the Federal Government and
የተቋቋመ የፌደራል መንግሥት እና የክልል Regional State Administrations Investment
መስተዳደሮች የኢንቨስትመንት ጉባዔ ነው፤ Council established under Article 44 of this
Proclamation;
፲፮/ “አግባብ ያለው የኢንቨስትመንት መስሪያ ቤት” ማለት 16/ “Appropriate Investment Organ” means the
ኮሚሽኑ፣ ከኮሚሽኑ በውክልና ሥልጣን የተሰጠው Commission, a federal government body

carrying out functions delegated by the
የፌደራል መንግሥት አካል፣ ወይም የኢንቨስትመንት
Commission, or the relevant regional state
ፈቃድ ለመስጠት ወይም ኢንቨስትመንት
administration body authorized to issue
ለማስተዳደር ሥልጣን የተሰጠው የክልል መስተዳድር
investment permits or administer investments;
አካል ነው፤
፲፯/ “የኢንዱስትሪ ፓርክ” የሚለው ሐረግ በኢንዱስትሪ 17/ “Industrial Park” shall have the meaning
ፓርኮች አዋጅ ቁጥር ፰፻፹፮/፪ሺ፯ አንቀጽ ፪/፩/ assigned to it under Article 2/1/ of the Industrial
የተሰጠውን ትርጓሜ ይይዛል ፤ Parks Proclamation No. 886/2015;
፲፰/ ማንኛውም በወንድ ፆታ የተገለጸው ድንጋጌ የሴትንም 18/ Any expression in the masculine gender includes
the feminine.
ይጨምራል።

፫. የተፈጻሚነት ወሰን 3. Scope of Application
ይህ አዋጅ በማዕድን እና በነዳጅ ፍለጋ፣ ምርመራ እና This Proclamation shall apply to all investments
የማምረት ሥራዎች ላይ ከሚደረጉ ኢንቨስትመንቶች carried out in Ethiopia except to investments in the
prospecting, exploration and development of minerals
በስተቀር በሁሉም ኢትዮጵያ ውስጥ በሚካሄዱ
and petroleum.
ኢንቨስትመንቶች ላይ ተፈጻሚ ይሆናል።
፬. የሥልጣን ክልል
4. Jurisdiction
፩/ የሚከተሉት ኢንቨስትመንቶች አስተዳደር በኮሚሽኑ
1/ The administration of the following investments
የሥልጣን ክልል ሥር ይወድቃሉ፦
shall be under the jurisdiction of the Commission:
ሀ) ሙሉ በሙሉ በውጭ ባለሀብት የተያዘ
ኢንቨስትመንት፤ a) Wholly foreign owned investment;
ለ) በአገር ውስጥ እና በውጭ ባለሀብቶች በጋራ

b) Joint investment made by domestic and
የተያዘ ኢንቨስትመንት፤ foreign investors;
ሐ) በዚህ አዋጅ አንቀጽ ፪ ንዑስ-አንቀጽ (፭) ከፊደል

ተራ (ረ) እስከ (ቀ) በተደነገገው መሠረት እንደ c) Investment made by a foreign national, not
Ethiopian by origin, who is treated as a
የአገር ውስጥ ባለሀብት በተቆጠረ በትውልድ
domestic investor pursuant to Article 2(5)
ኢትዮጵያዊ ባልሆነ የውጭ አገር ዜጋ የሚካሄድ
paragraphs (f) to (i) of this Proclamation; and
ኢንቨስትመንት፤ እና
መ) የኢንቨስትመንት ማበረታቻ በሚሰጥበት d) Investment made in areas eligible for

፪/ ፪/ በዚህ አንቀጽ ንዑስ-አንቀጽ (፩) የተደነገገው ቢኖርም 2/ Notwithstanding the provisions of Sub-article (1)
በአየር ትራንስፖርት አገልግሎት፣ በኤሌክትሪክ ኃይል of this Article, the issuance, renewal, amendment,
ማመንጨት ወይም ማስተላለፍ ወይም ማሰራጨት substitution, replacement and cancellation of
አገልግሎት፣ እና በኮሙኒኬሽን አገልግሎት ሥራዎች ላይ investment permits, and the issuance of investment
ለሚሰማራ ባለሀብት የኢንቨስትመንት ፈቃድ የመስጠት፣ expansion or upgrading permits for air transport
services, the generation or transmission or
የማደስ፣ የማሻሻል፣ የመለወጥ፣ የመተካት፣ የመሰረዝ
distribution of electric power, and the provision of
እና የኢንቨስትመንት ማስፋፊያ ወይም ማሻሻያ ፈቃድ
communications services shall be carried out by

the Ethiopian Civil Aviation Authority, the

Ethiopian Energy Authority, and the Ethiopian

Communications Authority, respectively,
ኮሚሽኑን በመወከል ያከናውናሉ።
representing the Commission.

፫/ የኢትዮጵያ ሲቪል አቪየሽን ባለሥልጣን፣ የኢትዮጵያ 3/ The Ethiopian Civil Aviation Authority, the Ethiopian
ኢነርጂ ባለሥልጣን እና የኢትዮጵያ የኮሙኒኬሽን Energy Authority, and the Ethiopian Communications
ባለሥልጣን፦ Authority shall:
ሀ) በተሰጣቸው የውክልና ሥልጣን መሠረት የሰጧቸውን a) Submit to the Commission a quarterly report
አገልግሎቶች የሚመለከት ሪፖርት በየሦስት ወር regarding services they rendered through their
ለኮሚሽኑ ያቀርባሉ፤
Delegated Powers;

የካፒታል መጠን AND CAPITAL REQUIREMENTS
፮.የኢንቨስትመንት መስኮች 6. Areas of Investment
፩/ በዚህ አንቀጽ የተደነገገው እንደተጠበቀ ሆኖ 1/ Subject to the provisions of this Article, any

1/ Investments may be carried out in one of the

4/ The minimum capital requirement under this Article
የመመደብ ግዴታ በሚከተሉት ባለሀብቶች ላይ ተፈጻሚ
shall not apply to:

ሀ) ከነባር ኢንቨስትመንቱ የሚያገኘውን ትርፍ ወይም a) Foreign investor re-investing his profits or

INVESTMENT PERMIT
፲.የኢንቨስትመንት ፈቃድ አስፈላጊነት እና አሰጣጥ
10. Requirement and Issuance of Investment Permit
፩/ የሚከተሉት ባለሀብቶች የኢንቨስትመንት ፈቃድ

1/ The following investors shall be required to obtain
ያስፈልጋቸዋል፦ investment permits:
ሀ) የውጭ ባለሀብቶች፤
a) Foreign investors;
ለ) በቅንጅት በኢንቨስትመንት ላይ የሚሰማሩ የአገር
b) Domestic and foreign investors investing jointly;
ውስጥ እና የውጭ ባለሀብቶች፤
ሐ) በዚህ አዋጅ አንቀጽ ፪ ንዑስ-አንቀጽ (፭) ፊደል

c) Investors investing as domestic investors pursuant

12. Transfer of Investment Project Under

ሀ) አግባብ ያለው የኢንቨስትመንት መስሪያ ቤት

5/ An investor whose investment permit is revoked shall

15. Technology Transfer Agreement

፳፪. የውጭ ዜጎች ቅጥር እና የሥራ ፈቃድ
22.Employment of Expats and Work Permits
፩/ ማንኛውም ባለሀብት ለኢንቨስትመንቱ አስፈላጊ
1/ Any investor may employ duly qualified foreigners
የሆኑ እና ተገቢ ሙያ ያላቸውን በከፍተኛ
necessary for the operation of his investment in

፬/ በዚህ አንቀጽ ንዑስ-አንቀጽ (፩) መሠረት የውጭ 4/ An investor who employs foreigners pursuant to
Sub-article (1) of this Article shall be responsible

፳፭. አቤቱታ የማቅረብ መብት 25. Right to Lodge Complaint

፩/ ማንኛውም ባለሀብት ከኢንቨስትመንቱ ጋር
1/ Any investor who has grievance in respect of his

29.Investment Administration Organs
፳፱.የኢንቨስትመንት አስተዳደር አካላት The Organs of investment administration shall

፬/ በክልል ሕጎች የሚወሰኑ የክልል ኢንቨስትመንት

፩/ ቦርዱ በየሦስት ወር አንድ ጊዜ ይሰበሰባል፤ ሆኖም 1/ The Board shall meet once every quarter but may meet

፴፬. የኢንቨስትመንት አማካሪ ኮሚቴ
The Board may, as necessary, establish Investment

፫/ ምቹ እና ተወዳዳሪ የኢንቨስትመንት ከባቢ ሁኔታ 3/ Initiate policy and implementation measures required

ኮሚሽኑ፦ The Commission shall have:

1/ Be the Chief Executive Officer of the Commission

4/ Determine conditions of institutional capacity

፮/ የኮሚሽኑን የሥራ መርሐግብር እና በጀት አዘጋጅቶ 6/ Prepare and submit work program and budget of the

implement the same upon approval;

፩/ ኮሚሽኑ የተሟሉ እና ትክክለኛ የሆኑ የሂሳብ 1/ The Commission shall keep complete and accurate

፪/ በኢንቨስትመንት አስተዳደር የፌደራል 2/ Deliberate and decide on or put forth a

፩/ ጉባዔው በየስድስት ወሩ አንድ ጊዜ ይሰበሰባል፤ 1/The Council shall meet once every six months but

፶፮. የተሻሩ እና ተፈጻሚነት የሌላቸው ሕጎች 56. Repealed and Inapplicable Laws
፩/የኢንቨስትመንት አዋጅ ቁጥር ፯፻፷፱/፪ሺ፬ 1/ The Investment Proclamation No.769/2012 (as
(እንደተሻሻለ) እና የኢትዮጵያ ኢንቨስትመንት amended) and the Ethiopian Investment Board
ቦርድን እና የኢትዮጵያ ኢንቨስትመንት ኮሚሽንን and Ethiopian Investment Commission
ለማቋቋም የወጣው የሚኒስትሮች ምክር ቤት ደንብ Establishment Council of Ministers Regulation
ቁጥር ፫፻፲፫/፪ሺ፮ በዚህ አዋጅ ተሽረዋል። No. 313/2014 are hereby repealed.
፪/ በሚኒስትሮች ምክር ቤት ደንብ ቁጥር ፫፻፲፫/፪ሺ፮ 2/ The Rights and Obligations of the Ethiopian
ተቋቁሞ የነበረው የኢትዮጵያ ኢንቨስትመንት Investment Commission established by Council
ኮሚሽን መብቶች እና ግዴታዎች በዚህ አዋጅ of Ministers Regulation No. 313/2014 are
transferred to the Commission reestablished by
መሠረት እንደገና ለተቋቋመው ኮሚሽን
this Proclamation.
ተላልፈዋል።
፫/ ይህን አዋጅ የሚቃረን ማንኛውም ሕግ ወይም 3/ No law or customary practice shall have effect

57. Transitory Provision
በዚህ አዋጅ አንቀጽ ፶፮ የተደነገገው ቢኖርም ይህ Notwithstanding the Provisions of Article 56 of this

WHEREAS it has become necessary to create an

፩.አጭር ርዕስ 1.Short Title

This Proclamation may be cited as the “Investment

4/ “Investor” means a Domestic or Foreign investor

ሰ) በዚህ አንቀጽ ከንዑስ-አንቀጽ ፭ ፊደል ተራ (ሀ) g) An Enterprise incorporated in Ethiopia jointly

ሸ) ይህ አዋጅ ሲወጣ በሥራ ላይ የነበረ h) A Foreign National or Foreign Enterprise accorded

ሐ) በማንኛውም ባለሀብት ውጭ አገር የተቋቋመ c) An Enterprise incorporated outside of Ethiopia by

መ) የኢንቨስትመንት ማበረታቻ በሚሰጥበት d) Investment made in areas eligible for

፪/ የዚህ አንቀጽ ንዑስ-አንቀጽ (፩) ድንጋጌ ቢኖርም ከአገር

በተዛማጅ የቴክኒክ ማማከር አገልግሎት፣ በቴክኒክ investor investing in architectural or engineering

፬/ በዚህ አንቀጽ የተመለከተው ዝቅተኛ የመነሻ ካፒታል

ለ) ኃላፊነቱ የተወሰነ የግል ማኅበር ወደ አክስዮን b) Persons elected as members of board of

ሰ) የማስፋፊያ ወይም የማሻሻያ ኢንቨስትመንት ማካሄድ e) An investor seeking to expand or upgrade an

፫/ ማንኛውም ባለሀብት የኢንቨስትመንት ፈቃድ 3/ An investment permit shall be revoked if an
