የኢትየጵያ ዲጂታል መታወቂያ አዋጅ ETHIOPIAN DIGITAL IDENTIFICATION
PROCLAMATION
በኢትዮጵያ የዲጂታል መታወቂያ ሥርዓት WHEREAS, the establishment of a reliable
መዘርጋት ነዋሪዎች የመታወቅ መብታቸው Digital Identification System in Ethiopia
እንዲረጋገጥ፣ ሌሎች መብቶችን የመጠቀም እድሎችን ensures the Resident’s right to be identified,
ለማስፋት፣ የአገልግሎት ሰጪና ተቀባይ መካከል በሚኖር enhances the ability to exercise other rights,

ግንኙነት ላይ እምነት እንዲዳብር፣ በሀገር አቀፍ ደረጃ improves trust between service providers and

ማለትም ተመዝጋቢ፣ መዝጋቢ፣ ተጠቃሚ አካላት፣
framework and legalize the relationship
አረጋጋጭ አካላት እና በዲጂታል መታወቂያ ተቋም
between the various stakeholders of the Digital
መካከል የሚኖረውን ግንኙነት በሕግ የሚመራበትን
Identification System, including the Registrant,
የመተማመኛ ማዕቀፍ መዘርጋት በማስፈለጉ፤
Registrar, Relying Party, Authentication
Service Provider and the Digital Identification
Institution;

በኢትዮጵያ ፌደራላዊ ዲሞክራሲያዊ ሪፐብሊክ ሕገ NOW, THEREFORE, in accordance with

ክፍል አንድ SECTION ONE

ጠቅላላ ድንጋጌዎች General Provisions

፩. አጭር ርዕስ 1. Short Title

ይህ አዋጅ “የኢትዮጵያ ዲጂታል መታወቂያ አዋጅ This Proclamation may be cited as

ቁጥር ፩ሺ፪፻፹፬/፪ሺ፲፭” ተብሎ ሊጠቀስ ይችላል። “Ethiopian Digital Identification

Proclamation No. 1284/2023.”
፪. ትርጓሜ 2. Definition
የቃሉ አገባብ የተለየ ትርጉም የሚያሰጠው ካልሆነ Unless the context requires otherwise in this
በስተቀር በዚህ አዋጅ ውስጥ፦ Proclamation:
፩/ “መሠረታዊ መታወቂያ” ማለት በአንድ ነዋሪ ልዩ 1/ “Foundational Identification” means a

በማዕከላዊ ቋት በመያዝና ለእያንዳንዱ ነዋሪ Identification system that provides a
ልዩ ቁጥር በመሥጠት የተደራጀ እና Unique Number to each Resident by

ነው፤ Data in a central database;

፫/ “የዲጂታል መታወቂያ” ማለት በዲጂታል 3/ “Digital Identification” means a

መታወቂያ ሥርዓት ውስጥ ለተመዘገበ ነዋሪ Foundational Identification with a

፬/ “የህፃናት ዲጂታል መታወቂያ” ማለት በተቋሙ 4/ “Minor Digital Identification” is a type

ላልደረሰ ህፃን ያለ ባዮሜትሪክ መረጃ የሚሰጥ issued without collecting Biometric
ልዩ ቁጥር ያለው ጊዜያዊ የዲጂታል መታወቂያ Data to a minor as defined per the

፭/ “ባዮሜትሪክ መረጃ” ማለት የጣት አሻራ፣ የዐይን 5/ “Biometric Data’’ means physical

፮/ “የዲሞግራፊክ መረጃ” ማለት በዚህ አዋጅ አንቀጽ 6/ “Demographic Data’’ means the non-

፯/ “ልዩ ቁጥር” ማለት በዲጂታል መታወቂያ 7/ “Unique Number” means a special, and

፰/ “ተለዋጭ ቁጥር’’ ማለት ከዲጂታል መታወቂያ 8/ “Alias Number” is a Unique Number

generated one or more times from the

፱/ ‘‘ተቋም’’ ማለት የዲጂታል መታወቂያ ሥርዓትን 9/ “Institution’’ means a Govenmental

የሚያስተገብርና ይህንን አዋጅ የሚያስፈጽም Digital Identification entity that will

ወይም እንደአስፈላጊነቱ ለሥራው አግባብነት System and execute this Proclamation

ያለው መንግሥታዊ ተቋም ውስጥ የሚደራጅ or it may be an office established within

ጽህፈት ቤት ሊሆን ይችላል፤ a relevant Government body;

፲/ “ነዋሪ” ማለት በፍትሐብሄር ሕጉ አንቀጽ ፩፻፸፬ 10/ “Resident” means a natural person

እና ፩፻፸፭ የተመለከተውን የመኖሪያ ቦታ living in Ethiopia fulfilling the

requirement of residence place provided
መስፈርት በሚያሟላ አግባብ በሀገሪቱ ውስጥ
in Article 174 and 175 of the Civil Code
የሚኖር ወይም አግባብ ባለው ሕግ መሠረት
or living in Ethiopia by obtaining
በሚመለከተው አካል ፈቃድ አግኝቶ የሚኖር
residence permit from relevant authority;
የተፈጥሮ ሰው ነው፤

፲፩/ “ተመዝጋቢ” ማለት የዲሞግራፊክ እና 11/ “Registrant” means a resident person

የባዮሜትሪክ መረጃ በመስጠት፣ ምዝገባ who receives a Digital Identification

አከናውኖ የዲጂታል መታወቂያ የሚሰጠው ነዋሪ after providing his Demographic and

የሆነ ሰው ነው፤ Biometric data;

፲፪/ “መዝጋቢ አካል” ማለት የዲጂታል መታወቂያ 12/ “Registrar” means the Digital
Identification Institution or a person
ተቋም ወይም በተቋሙ በሚሠጥ ፈቃድ ወይም
entrusted by the Institution to collect

the individuals’ data;
የሚሰበስብ ሰው ነው፤

፲፫/ “ምዝገባ” ማለት ከመዝጋቢ አካል ወደ ዲጂታል 13/ “Registration’’ means the process of

፲፭/ “ማረጋገጥ’’ ማለት ከዲጂታል መታወቂያ 15/ “Authentication”means the process of
ሥርዓት ማእከላዊ መረጃ ቋት ጋር ቀጥታ verifying and authenticating, whether
በኔትዎርክ ወይም ያለኔትዎርክ በማመሳከር online or offline, the identity of an

collected with the Digital Identification

፲፰/ “ጥንቃቄ የሚፈልግ የግል መረጃ” ማለት:- 18/ “Sensitive Personal Data” means data
on a natural person:
ሀ) ብሔርን፣
a) racial or ethnic origins,
ለ) የዘረመልን፣
b) genetic data,
ሐ) የአካላዊ ወይም የአዕምሯዊ ጤንነት ወይም c) physical or mental health or

ሁኔታን፣ condition,

መ) የፖለቲካ አመለካከትን፣ d) political opinion,

ሠ) ሃይማኖትን ወይም ሌላ ሃይማኖት ነክ e) religious beliefs or other beliefs of a

አስተሳሰብን፣ similar nature,

f) the commission or alleged
ረ) የተፈጸመ ወይም ተፈጸመ የተባለ ወንጀልን፤
commission of an offense,
ሰ) የተፈጸመ ወይም ተፈጸመ የተባለ ወንጀልን g) any proceedings for an offense

፳፩/ “መንግሥት” ማለት የኢትዮጵያ ፌደራላዊ 21/ “Government” means the Government
ዲሞክራሲያዊ ሪፐብሊክ መንግሥት ሲሆን of the Federal Democratic Republic of

ለዚህ አዋጅ ዓላማ የክልሎች አስተዳደሮችንም Ethiopia; and for the purpose of this

ይህ አዋጅ ኢትዮጵያ ውስጥ በሚገኝ በማንኛውም ሰው This Proclamation shall be applicable on any

move from place to place in the country;
፪/ አገልግሎት ማግኘት የሚፈልጉ ግለሠቦችን በቀላሉ 2/ To establish a Digital Identification
ለመለየት የሚያስችል የዲጂታል መታወቂያ System that allows easy identification of
ሥርአት በመዘርጋት በአገልግሎት ሰጪ እና individuals who want to receive services,
አገልግሎት ተቀባይ መካከል እምነት አንዲጎለብት to build trust between service providers
ማድረግ፣ ሕገ-ወጥ ተግባራትን መከላከል፤ and service recipients, and prevent illegal
activities;

፫/ ሀገር አቀፍ የዲጂታል መታወቂያ ሥርአት ሀገራዊ 3/ To address duplication of efforts in the

፬/ የዜጎችን የዲሞግራፊክ እና ባዮሜትሪክ መረጃ 4/ To collect demographic and biometric

የዲጂታል መታወቂያ ሥርአት በሚከተሉት መርሆች Digital Identification System shall abide by

፭/ ግልፀኝነት እና ተጠያቂነት፤ 5/ Transparency and accountability;

፯. የዲጂታል መታወቂያ የማግኘት መብት 7. The Right to get Digital Identification

Any resident who registered for Digital

መብት አለው፡፡
፰. የምዝገባ ስርዓት 8. Registration System
፩/ ተቋሙ ወይም መዝጋቢው አካል ማንኛውም ነዋሪ 1/ When any Resident applies for
ለምዝገባ በሚያመለክትበት ጊዜ ቀደም ሲል registration, the Institution shall ensure

፱. የግል መረጃ ምዝገባ ሥርዓት 9. Registration System of Personal Data

1/ Personal Data pushed to the Digital

፩/ ወደ ዲጂታል መታወቂያ ሥርዓት የሚገባ የግል
Identification System shall consist of
መረጃ የእያንዳንዱን ተመዝጋቢ የዲሞግራፊክ
Demographic and Biometric Data of each
መረጃ እና ባዮሜትሪክ መረጃን ያካተተ መሆን
Registrant;
አለበት፤

፪/ በዚህ አንቀጽ ንዑስ አንቀጽ (፩) ላይ የተደነገገው 2/ Without prejudice to Sub Article (1) of this
ጠቅላላ አነጋገር እንደተጠበቀ ሆኖ የዲጂታል Article, Digital Identification System shall

መታወቂያ ሥርዓት የሚከተሉትን consist of the following Demographic Data:

የዲሞግራፊክ መረጃዎች ማካተት አለበት፦

ሀ) ስም፣ የአባት ስም፣ የአያት ስም ወይም a) First Name, Father’s Name,

ለ) ዜግነት፤ b) Nationality;

ሐ) የትውልድ ቀን፣ ወር እና ዓመት፤ c) Date of birth, month and year;

መ) ፆታ፤ d) Gender;

ሠ) መኖሪያ አድራሻ፡፡ e) Domicile Address.

፫/ የዚህ አንቀጽ ንዑስ አንቀጽ (፪) ድንጋጌ 3/ Without prejudice Sub-Article (2) of this
እንደተጠበቀ ሆኖ ጥንቃቄ የሚፈልግ የግል Article, with the exception of sensitive
መረጃን ሳይጨምር የዲጂታል መታወቂያ Personal Data, additional personal data may

መ) ፖስታ አድራሻ፡፡

፬/ አንድ ተመዝጋቢ በዚህ አዋጅ አንቀጽ ፰ 4) Pursuant to Article 8 of this Proclamation;

መሠረት የተዘረዘሩ የመታወቂያ ሰነድ if the Registrant fails to submit the required

ለ) በዚህ ንዑስ አንቀፅ ፊደል ተራ (ሀ) b) Without prejudice to Pharagraph (a) of

ሊያደርግ ይችላል፤

መ) የግል መረጃ ተቋሙ በሚያወጣው መመሪያ d) Personal Data shall be renewed with in time
በሚወሰነው የጊዜ ገደብ መሠረት መታደስ interval decided by Directive to be issued by

ይኖርበታል፤ the Institution;

ሠ) የዚህ ንዑስ አንቀፅ ዝርዝር አፈፃፀም ተቋሙ e) The detail implementation of this Sub

በሚያወጣው መመሪያ ይወሰናል፡፡ Article shall be decided by Directive to be

issued by the Institution.

፲. ህፃናት የዲጂታል መታወቂያ ስለሚያገኙበት ሁኔታ 10. Circumstances of Issuance of Digital

Identification for Minors

በዚህ አዋጅ አንቀፅ ፯ እንዲሁም አንቀፅ ፱ ንኡስ Notwithstanding to Article 7 and Article 9
አንቀፅ (፩) ላይ የተደነገገው ቢኖርም፤ ለህፃናት Sub Article (1) of this Proclamation,
የዲጂታል መታወቂያ ሥርአት ላይ ለመመዝገብ፤ minors can be registered upon giving the

የህፃኑን ዲሞግራፊክ መረጃ ብቻ በመመዝገብ ህፃኑ who can take responsibility to the minor

መታወቂያውን መውሰድ ይችላል፡፡

and such person may take Digital

፲፩. ስለ ልዩ ቁጥር 11. Unique Number Issuance

፩/ መዝጋቢው አካል በዚህ አዋጅ አንቀጽ ፱ 1/ Upon collection and pushing of Personal
የተዘረዘሩትን የተመዝጋቢ መረጃዎች መዝግቦ Data to the system as described under
ወደ ሥርዓቱ ካስገባ በኋላ፣ ተቋሙ አንድ ነዋሪ Article 9 of this Proclamation, the
ከሌላ ነዋሪ በልዩነት እና በአስተማማኝነት Institution shall issue to each Registrant a
ለመለየት የሚያስችል ልዩ ቁጥር ለእያንዳንዱ Unique Number that uniquely
ተመዝጋቢ መስጠት ይኖርበታል፤ differentiates that person from others;

፪/ ልዩ ቁጥሩ ኤሌክትሮኒክ በሆነ ሥርዓትና 2/ The Unique Number shall be generated

በሚስጥራዊ መንገድ የሚመነጭ ሲሆን ከቁጥሩ by electronic means in a confidential
ጀርባ ያለውን ዝርዝር መረጃ እና ግላዊነት manner, and shall preserve the security

የሚጠብቅ ይሆናል፤ and privacy of the Personal Data behind

the number;

፫/ አንድ ልዩ ቁጥር ለአንድ ተመዝጋቢ ብቻ 3/ One Unique Number shall be given only
የሚሰጥ ሲሆን፤ ይህ ልዩ ቁጥርም በቋሚነት to one Registrant and shall remain
ሳይቀየር ከተመዝጋቢው ጋር ይተሳሰራል፤ immutable, irrevocable and permanent;

፬/ በዚህ አንቀጽ ንዑስ አንቀጽ (፪) የተጠቀሰው ልዩ 4/ Without prejudice to the Unique Number

ቁጥር እንደተጠበቀ ሆኖ በተቋሙ አሠራር referred to in Sub-Article (2) of this

Article, Alias Numbers for different
ለተለያዩ የሥራ ዘርፎች፣ በተለየ መልኩ ወይም
work sectors, distinctively or based on

the need of the Registrant, with a set
በሚስጥራዊ ሁኔታ የተያያዙ፣ የተመዝጋቢን
validity period meant to shield the

፭/ በዚህ አንቀጽ ንዑስ አንቀጽ (፪) የተጠቀሰው ልዩ 5/ The Unique Number described in Sub

፮/ የዲጂታል መታወቂያ ልዩ ቁጥር የጠፋበት 6/ Any Registrant who has lost his Unique
ማንኛውም ሰው ልዩ ቁጥሩ ስለመጥፋቱ Number may recover from the Institution

ለዲጂታል መታወቂያ ተቋም ወይም ተቋሙ or from another entity authorized by the

authorized entities shall contain the

ለ) በዚህ አዋጅ አንቀጽ ፱ ንዑስ አንቀጽ (፭) b) facial Photograph referred to in

ሐ) ልዩ ወይም ተለዋጭ ቁጥር፤ c) Unique or Alias Number;

መ) መታወቂያው የተሰጠበት እና የሚያበቃበት d) Date of issuance and date of

ቀን፤እና expiry of the Digital

Identification Credential; and

ሠ) ሌሎች በአንቀጽ ፱ ውስጥ ከተጠቀሱ e) Other Data provided under

መረጃዎች ውስጥ በተቋሙ የሚወሰኑ Article 9 of this Proclamation

መረጃዎች፡፡ subject to the decision of the

Institution;

፪/ የዲጂታል መታወቂያ ማስረጃ ዕድሳት 2/ The Digital Identification Credential must be

ተቋሙ በወከላቸው አካላት ሊሰጥ ይችላል፤ issued by the Institution or by other bodies
mandated by the Institution;

፬/ ተቋሙ የዲጂታል መታወቂያ ማስረጃ 4/ The Institution shall has the obligation to
በሚያድስበት ጊዜ ቀድሞ የተሰበሰቡ መረጃዎች renew the Digital Identification Credential
ትክክለኛነታቸውን እና የተመዝጋቢውን after verifying the Registrant’s Personal

፭/ ዲጂታል መታወቂያ ማስረጃ የጠፋበት ወይም 5/ A Registrant whose Digital Identification

የተበላሸበት ማንኛውም ነዋሪ፤ መታወቂያው Credential is lost or damaged can apply for
ስለመጥፋቱ የሚገልጽ ማስረጃ ወይም a replacement and obtain a new credential

የተበላሸውን መታወቂያ በማያያዝ፤ በምትኩ upon presenting proof of loss or attaching

ዲጂታል መታወቂያ እንዲሰጠው ለተቋሙ the damaged credentials as per the

procedures put in place by the Institution;
በማመልከት የተቋሙን አሠራር ተከትሎ
መውሰድ ይችላል፤

፮/ የዲጂታል መታወቂያ ማስረጃ ወድቆ ያገኘ 6/ Any person who finds a lost physical Digital
ማንኛውም ሰው መታወቂያውን ወዲያውኑ Identification Credential shall return it to the

ለተቋሙ ወይም በአቅራቢያው ለሚገኝ ፖሊስ Institution or to a nearby police station.

ጣቢያ ማስረከብ አለበት።

፲፫. ስለ ቋንቋ 13. Language

፩/ በዲጂታል መታወቂያ ሥርዓት የሚመዘገቡ እና 1/ Personal Data collected into the Digital
በዲጂታል መታወቂያ ማስረጃ ላይ የሚገለፁ የግል Identification System and displayed on
መረጃዎች በፌደራል መንግሥት የሥራ ቋንቋ፣ Digital Identification Credentials shall be

14. Change of Information of Digital

፲፬. ስለ ዲጂታል መታወቂያ የመረጃ ለውጥ
Identification

፩/ ማንኛውም ተመዝጋቢ ወደ ዲጂታል መታወቂያ 1/ Any Registrant shall notify to the

ስለ ዲጂታል መታወቂያ ተጠቃሚ አካላት እና Relying Parties and Authentication Service
የማረጋገጥ አገልግሎት

፲፭. ስለ ተጠቃሚ አካላት 15. Relying Parties

፩/ ማንኛውም ተጠቃሚ አካል ለነዋሪው ለሚሰጠው 1/Any Relying Party that wants to put Digital

አገልግሎት የዲጂታል መታወቂያ እንደ Identification as a mandatory requirement

አስገዳጅ ቅድመ ሁኔታ የሚያደርግ አሠራር to provide service shall get approval from

ለመዘርጋት ከሚመለከተው ተቆጣጣሪ አካል the concerned regulator.

ፈቃድ ማግኘት አለበት::

፪/ ተጠቃሚ አካላት በተመዝጋቢው ፈቃድ ላይ 2/ Relying Parties may receive a Registrant's
ተመስርተው የግለሰብ ማንነትን ለማረጋገጥ Personal Data from the Institution or other
የሚያስፈልጋቸውን መረጃ ከተቋሙ ወይም Authentication Service Providers

ተቋሙ ከወከለው አረጋጋጭ አካል ማግኘት authorized by the Institution, to

ይችላሉ:: authenticat the individual’s identity based

on the consent of the Registrant.

፫/ ማንኛውም ተመዝጋቢ፣ በዲጂታል መታወቂያ 3/ Any Registrant that needs to access

፬/ በዚህ አንቀፅ ንዑስ አንቀፅ (፪) የተደነገገው 4/ Notwithstanding to Sub Article (2) of this

እንደተጠበቀ ሆኖ ተጠቃሚ አካላት አገልግሎት Article Relying Parties shall obtain

መሥጠት ከመጀመራቸው በፊት ከተቋሙ authorization from the Institution before

they start providing service.
ፈቃድ ማግኘት አለባቸው::
፭/ በዚህ አንቀፅ ንዑስ አንቀጽ (፪) እና ንዑስ 5/ Notwithstanding to Sub Article (2) and
አንቀጽ (፬) የተጠቀሰው ቢኖርም ተጠቃሚ Sub Article (4) of this Article, if the
አካላት የተመዝጋቢ መረጃን ትክክለኛነት Relying Parties can not obtain Data of

፮/ ተጠቃሚ አካላት ከዲጂታል መታወቂያ 6/ The duration of the retention period for
የማረጋገጥ ሥርዓት ያገኙትን መረጃ ይዘው Personal Data by a Relying Party shall be

Usage

፩/ የዲጂታል መታወቂያ የአንድን ነዋሪ ማንነትን 1/ Digital Identification may be taken as a

ለማስረዳት ወይም ለማረጋገጥ እንደ ህጋዊ እና legal and sufficient evidence to proof or

፪/ የዲጂታል መታወቂያ ተቋሙ አንዱ አረጋጋጭ 2/ Though the Institution is one of the

፫/ ማንኛውም ተመዝጋቢ የዲጂታል መታወቂያ ላይ 3/ Any Registrant that wants to receive

የተመሠረተ የማረጋገጥ አገልግሎት ለማግኘት Digital Identification based

ልዩ ቁጥር ወይም ልዩ ቁጥሩን የያዘ የዲጂታል

Authentication Service shall present

፬/ አረጋጋጭ አካላት የግል መረጃን ለተጠቃሚ 4/ When the Authentication Service

አካላት በሚያረጋግጡበት ወቅት የአገልግሎት Providers authenticat personal data, they

የግል መረጃ ጥበቃና ደኅንነት፣ አስተዳደር እና የቅሬታ Personal Data Protection, Security,
አፈታት ሥርዓት Management and Grievance Redressal
፲፯. የግል መረጃ ጥበቃ እና ደኅንነት 17. Protection and Security of Personal Data
፩/ በዲጂታል መታወቂያ ሥርዓት የተሰበሰበ 1/ The owner of any Personal Data

ማንኛውም የተመዝጋቢ ግላዊ መረጃ ባለቤት collected for the Digital Identification

ተመዝጋቢው በመሆኑ፤ በማንኛውም የዲጂታል System is the Registrant; Hence any

፪/ ወደ ዲጂታል መታወቂያ ሥርዓት የሚገቡ 2/ The Institution shall ensure that, the

፭/ አሠራርና ሕግን ጠብቆ በዲጂታል መታወቂያ 5/ It is prohibited to disclose, transfer or

፰/ ከዲጂታል መታወቂያ ቋት አሠራሩን ጠብቆ 8/ Personal Data transmitted to a Relying

ለተጠቃሚ አካላት የተላለፈ የተመዝጋቢ መረጃ Party from a Digital Identification System
የሚያገለግለው ወይም ጥቅም ላይ የሚውለው database following the working
ለተፈለገው አገልግሎት ብቻ ሲሆን፤ መጀመሪያ procedure, can be used only for that

፲/ በምዝገባ ወቅት በዲጂታል መታወቂያ ሥርዓት 10/ During registration, a standard consent
የሚዘጋጅ የተመዝጋቢውን ሙሉ ፈቃድ፣ form prepared by Digital Identification

መብት እና ግዴታዎች የሚገልፅ የፈቃደኝነት System, which describe the Registrant’s

፲፰. ስለ መረጃ መጭበርበር ወይም መሳሳት 18. Data Fraud or Error

፩/ የአንድ ነዋሪ ዲጂታል መታወቂያ የተጭበረበረ 1/ When the Digital Identification of a

፲፱. የግል መረጃ አስተዳደር 19. Personal Data Management

፩/ የዲጂታል መታወቂያ ሥርዓት የተመዝጋቢ 1/ The Digital Identification System shall be

፩/ ተቋሙ የቅሬታ ማስተናገጃ ክፍል ማቋቋም እና 1/ The Institution shall establish a

፫/ በተቋሙ የአሠራር ሥርዓት ሂደት የሚያጋጥሙ 3/ Any complaints and grievances that may be
ቅሬታዎችና አቤቱታዎች አቀራረብና አፈታት encountered in the course of service

ሂደት፤ ተቋሙ በሚዘረጋው የቅሬታ አቀራረብና provision of the Institution shall be solved in

አፈታት መመሪያ መሠረት ይፈታል:: accordance with the grievance filing and
redressal Directive of the Institution.

፬/ በተቋሙ ውሳኔዎች ቅር የተሰኘ አካል ቅሬታውን 4/ A party who is dissatisfied with the
ሥልጣን ላለው ፍርድ ቤት ማቅረብ ይችላል:: decisions of the Institution may file a
complaint to the pertinent court.

ክፍል አምስት SECTION FIVE

ልዩ ልዩ ድንጋጌዎች Miscellaneous Provisions
21. Duty to Cooperate
፳፩. የመተባበር ግዴታ
ማንኛውም ሰው በዚህ አዋጅ ላይ የተመለከቱት Any person when requested by concerned

፪/ በዚህ አዋጅ አንቀፅ ፲፯ ንዑስ አንቀጽ ፫፣ ፬ ወይም 2/Any Registrar who collected more data

23. Repealed Laws

፳፫. የተሻሩ ሕጎች
No law or customary practice, inconsistent
የዚህን አዋጅ ድንጋጌዎች የሚቃረን ማንኛውም
with the provisions of this Proclamation
ሕግ ወይም የአሠራር ልማድ በዚህ አዋጅ በተሸፈኑ

፳፬. የመሸጋገሪያ ድንጋጌ 24. Transitory rovisions
የዚህ አዋጅ አንቀፅ ፳፫ ድንጋጌ ቢኖርም ይህ አዋጅ Notwithstanding Article 23 of this

፪/ ተቋሙ ይህን አዋጅ እና ይህን አዋጅ ተከትሎ 2/ The Institution may issue necessary

፳፮. አዋጁ የሚጸናበት ጊዜ 26. Effective Date

ይህ አዋጅ በፌደራል ነጋሪት ጋዜጣ ታትሞ This Proclamation shall enter into force on
ከወጣበት ቀን ጀምሮ የፀና ይሆናል። the date of its publication in the Federal
Negarit Gazeta.
