B. Common to the Criminal Justice Education


The minimum standards for the Criminal Justice Education program are expressed in the following minimum set of learning

C. Specific to the Graduates of the BS Criminology Program:
Graduates of the BS Criminology Program equipped with relevant, knowledge, skills, attitude, and values shall be able to:
a.Explain the concept of Combustion
b. Illustrate the Classifications, Causes, Prevention, Control, and Extinguishments of Fire;
c.Recall the Organization, and Mandates of the Bureau of Fire Protection;
d. Understand and critique the Revised Fire Code of the Philippines of 2008 (RA 9514), IRR, and the Law on
Destructive Arson and relevant provisions of the Building Code of the Philippines;
e.Implement the Techniques and Procedure in Fire and Arson Investigation and Processing of Arson Evidence and
filling of charges in court.

VII. Course Description:

The course presents the creation of the Bureau of Fire Protection, its mandate, powers, and functions. It also covers the
understanding of the behavior, characteristics, and chemistry of fire. It involved fire safety and protection, including the
conduct of arson investigation.

VIII. Course Credit/Unit: 3 units (3 Hours/week)

IX. Course Outline: At the end of the course the students shall be able to know the following:
 What is Fire? The elements of Fire, The Fire Triangle, Classification/Kinds/Types of Fire, Principles of Fire, and Stages
of Fire. The Transmission/transfer of heat, and the possible sources of Ignition.
 Combustion and its principles, Factors that influenced the spread of fire, Spontaneous Combustion, Flashover, Back
Draft, Bite Back, Flash Fire.
 R.A. 9514, with emphasis on Sections 1 to 9 of the law.
 The Bureau of Fire Protection Organization, Powers and Function, Rank Classification, Key Positions, Appointing
Authority, Initial Rank Qualification and waivers, as provided by R.A. 6975, R.A. 9263, R.A. 9592.
 Organization and Training of Fire Brigades, Fire Safety Practitioners, and Volunteers.
 The Fire Safety Enforcement Functions.
 The Fire Safety Measures on selected Division.
 The Fire Fighting Operations on Selected Installation/Facility/Building/Structure.
 Fire, and Arson Investigation. Determination of the Origin of Fire, Cause, Liability. Provisions on the RPC on Arson and
Crimes Involving Destruction as amended by PD 1613 and PD 1744.
 What Evidence is needed to establish an arson case?
 Interview and Interrogation of Suspects, Witnesses, Occupants and others.
 Report Writing: After Operation Report, Status Report, Investigation Report, Notice to Comply, Notice to Correct
Violation, Abetment order.
