A PROCLAMATION FOR MEAT SAFETY

የሥጋ ደህንነትን ለማስጠበቅ የወጣ ረቂቅ አዋጅ

WHEREAS, Ethiopia’s extensive livestock resources constitute a valuable source of

food and an important asset for the overall economic growth of the nation,
ኢትዮጵያ ያላት ከፍተኛ የእንስሳት ሃብት ጠቃሚ የምግብ ምንጭ ከመሆኑም በላይ ለሃገሪቱ ጠቅላላ ኢኮኖሚ
እድገት ዓይነተኛ ካፒታል ስለሆነ፤

WHEREAS, the proper utilization and development of said livestock resource

requires the establishment of a national authorized system of meat and meat by-product
safety in order to ensure the production in Ethiopia and the disposition in export and domestic
markets of meat and meat by-products which are sound wholesome and otherwise of a quality
totally fit for human consumption and thus protect both foreign and domestic consumers,
ያለንን የእንስሳት ሀብት በአግባቡ ለማልማትና ጥቅም ላይ ለማዋል እንዲቻል፣ እንዲሁም በኢትዮጵያ ያለውን
የሥጋና ሥጋ ተረፈ ምርት ደህንነት ለማረጋገጥና በሃገር ውስጥና በወጭ ገበያ ያለውን ድርሻ በማሳደግ ደህንነቱ
የተጠበቀ ለሰው ልጅ ምግብነት ተስማሚ ምርት ለሃገር ውስጥ እና ለውጭ ሃገራት ተጠቃሚዎች ማቅረብ በሚያስችል
መልኩ የሥጋና የሥጋ ተረፈ ምርቶች ደህንነት ማስጠበቂያ ሥርዓትን መመሥረትና መዘርጋት አስፈላጊ በመሆኑ፤

WHEREAS, Ethiopia has accepted various international food safety laws and
standards some of which are not covered by existing laws and validity of which in the context
of dynamic food safety and public health issues require to develop comprehensive and
harmonized law and regulation to ensure production and marketing of safe and quality meat
and meat by-products destined for human consumption,
ኢትዮጵያ የተለያዩ ዓለም አቀፍ የምግብ ደህንነት ሕጎችንና ደረጃዎችን ተቀብላ እየተገበረች መሆኑና ቀድሞ
በነበሩት የሥጋ ምርመራ ሕጎች ያልተካተቱ በርካታ ጉዳዮች በመኖራቸው እነዚህን እያደገ ከመጣው የደህንነትና የጥራት
መመዘኛዎች ጋር በማጣጣም ሥጋ እና የሥጋ ተረፈ ምርቶችን ማምረት እና ለገበያ ማቅረብ የሚያስችል ሕግ ማውጣት
በማስፈለጉ፣

Now, therefore, in accordance with article 55 (1) of the Constitution of the Federal
Democratic Republic of Ethiopia, it is hereby proclaimed as follows,

1. Short title
አጭር ርዕስ

This proclamation may be cited as “Meat Safety Proclamation No. XXX/2023”

ይህ አዋጅ “የሥጋ ደህንነት አዋጅ ቁጥር……../…..” ተብሎ ሊጠቀስ ይችላል፡፡

2. Definition
ትርጓሜ

In this proclamation, unless the context otherwise requires:

የቃሉ አገባብ ሌላ ትርጉም የሚያሰጠው ካልሆነ በስተቀር በዚህ አዋጅ ውስጥ:-

1) “Ministry” means the Ministry of Agriculture,

1/ “ሚኒስቴር” ማለት የግብርና ሚኒስቴር ነው፤

2) “Competent authority” means an official authority in charge of controlling meat safety,

setting and enforcing standards and regulatory requirements
2/ “ሥልጣን ያለው አካል” ማለት የስጋ ደህንነትን የመቆጣጠር፣ ደረጃዎችን እና የቁጥጥር መስፈርቶችን የማውጣት
እንዲሁም የማስፈጸም ሀላፊነት የተሰጠው አካል ማለት ነው፤

3) “Abattoir” means an establishment registered by Competent Authority for livestock

slaughtering, dressing and meat and meat by-product processing to supply the same for
human consumption or other related use;
3/ “ቄራ” ማለት ለእንስሳት እርድ፣ ገፈፋ፣ ብለታ እና ለሥጋ እና የሥጋ ተረፈ ምርት ለማዘጋጀት በሕግ የተፈቀደለት
ድርጅት ሲሆን ምርቱንም ለሰው ፍጆታ ወይም ለሌላ አገልግሎት የሚያቀርብ ነው፤

4) “Meat” means any portion of livestock flesh, excluding meat by-products, which is
intended for human consumption
4/ “ሥጋ” ማለት ማንኛውም ለሰው ልጅ ምግብነት እንዲውል የታሰበ የእንሰሳት አካል ሲሆን የሥጋ ተረፈምርትን
አያካትትም

5) “Meat by-product” means non-rendered, clean parts, other than meat, derived from
slaughtered livestock. It includes but not limited to tongue, heart, lungs, liver, kidneys,
spleen, brain, testicles, penis, blood, bone, ox tail, fat tissue, stomach and intestine free of
their contents
5/ “የሥጋ ተረፈምርት” ማለት ከዋናው ሥጋ በስተቀር ያሉ የእንስሳት እርድ ውጤቶች ሲሆኑ እንደ ምላስ፣ ልብ፣
ሳንባ፣ ጉበት፣ ኩላሊት፣ ጣፊያ፣ አንጎል፣ ቆለጥ፣ ቁርዝ፣ ደም፣ አጥንት፣ የበሬ ጅራት፣ ፈርስ የወጣለት ጨጓራና
አንጀት የመሳሰሉትን ይጨምራል

6) “Animal welfare” means the well-being of livestock for slaughter through humane
handling and care in a manner that minimizes harm to them;

6/ “የእንስሳት ደህንነት” ማለት ለእርድ የሚቀርቡ እንስሳት ላይ የሚደርሰውን ጉዳት በሚቀንስ መልኩ የመያዝ፣
የመንከባከብ እና ሰብአዊ በሆነ መልኩ ደህንነታቸውን የመጠበቅ ሥርዓት ነው፤

7) “Standard” means any document established and officially released by a Competent

Authority used to regulate the safety and quality of meat and meat by-product production
and supply in abattoirs and establishments
7/ “ደረጃ” ማለት የስጋ እና የስጋ ተረፈ ምርት የማምረትና የማቅረብ ሂደት ውስጥ በቄራዎችና ድርጅቶች
ውስጥ ደህንነትን እና ጥራትን ለመቆጣጠር ስልጣን በተሰጠው አካል ተዘጋጅቶ በይፋ የሚወጣ የአሰራር
ሰነድ ነው

8) “Certificate of competency”
8/ “የብቃት ማረጋገጫ”

a. Means certificate issued to meat inspectors by a Competent Authority as proof of one’s

knowledge and skill to practice meat inspection and safety functions
ሀ/ ማለት የአንድን ሥጋ መርማሪ የዕውቀት እና ክህሎት ብቃት በማረጋገጥ የሥጋ ምርመራ እና ደህንነት
ተግባራትን እንዲያከናውን ስልጣን በተሰጠው አካል የሚሰጥ የምስክር ወረቀት ነው፤

b. Means a legal certificate issued to abattoirs and establishments or import or export of

regulated meat and meat by products up on fulfilment of the requirements
ለ/ ማለት የስጋና የስጋ ተረፈ ምርቶችን የማምረት፣የመነገድ፣ከውጭ የማስመጣት ወይም የመላክ ስራ ላይ
መሰማራት ለሚፈልጉ ቄራዎችና ድርጅቶች መስፈርቶቹን ሲያሟሉ የሚሰጥ ህጋዊ የምስክር ወረቀት ነው

9) “Cold storage” means a building or facility which can be part of an abattoir or

establishment to store fresh or chilled or frozen meat and meat by-products at a defined
temperature condition to prevent spoilage and increase shelf life of the products;
9/ “ማቀዝቀዣ ቤት” ማለት ያልቀዘቀዘ ወይም የቀዘቀዘ የስጋ እና የስጋ ተረፈ ምርትን በተወሰነ የቅዝቃዜ ሁኔታ ውስጥ
በማስቀመጥ ሳይበላሽ ለረጅም ጊዜ እንዲቆይና የምርቱን መጠቀሚያ ጊዜ ለመጨመር ለማቆያነት የተገነባ ቤት ነው

10) “Establishment”: means a premises established for meat and meat by-product cutting,
cold storage and transport service that is registered and approved by the competent
authority and in which meat safety control activities are performed;
10/ “ድርጅት” ማለት ስልጣን በተሰጠው አካል ተመዝግቦ ፍቃድ የተሰጠው፣ የስጋ እና የስጋ ተረፈ ምርት መበለቻን፣
የስጋና የስጋ ተረፈ ምርት ማቀዝቀዣ ያላቸው ማከማቻን እና የማጓጓዣ አገልግሎት ሰጪ ተቋማትን የሚመለከት
ሲሆን የስጋ ደህንነት ቁጥጥር የሚደረግባቸው ቦታዎች ናቸው፤

11) “Food safety management system” means a systematic approach to controlling food
safety hazards within abattoirs and meat and meat by-product establishment in order to
ensure that the same is safe to commercialize and to eat
11/ “የምግብ ደህንነት ማስጠበቂያ ሥርዓት” ማለት በሥጋና ሥጋ ተረፈምርት ማምረቻ ቄራዎች ወይም ድርጅቶች
ውስጥ የሚመረተው የእርድ እንስሳት ውጤት ለሰው ጤና ጠንቅ ከሚሆኑ ችግሮች ነፃ መሆኑን የምናረጋግጥበት
ሥርዓት ነው

12) “Lairage” means any part of an abattoir used for the confinement of livestock awaiting
slaughter or further inspection in the abattoir.
12/ “የእርድ እንስሳት ማቆያ” ማለት የእርድ እንስሳት መቀበያ፣ ማቆያና የቅድመ-እርድ ምርመራ የሚከናወንበት የቄራ
አካል ነው

13) “Livestock” means those domestic animals including birds which are going to be
slaughtered for human consumption in respect with the culture and norms of domestic or
foreign consumers
“የእርድ እንስሳ” ማለት እንደ ሀገራችንና የውጭ ሥጋ ተቀባይ ሀገራት ባህልና ልማድ ለሰው ልጅ ምግብነት የሚውሉ
የቤት እንስሳት፣ ዶሮና ሌሎች አዕዋፋት ናቸው

14) “Meat inspection” means a careful and continuous performance of ante- mortem
examination of livestock and post mortem examination of meat and meat by-products for
safety and wholesomeness at the abattoir.
14/ “የሥጋ ምርመራ” ማለት በቄራ ለእርድ የቀረቡ የቁም እንስሳትን የቅድመ-እርድ የጤንነት ሁኔታ የመፈተሽና
ከታረዱ በኋላ ሥጋና የስጋ ተረፈምርቶቻቸው በይዘትና በደህንነት ደረጃ ለሰው ልጅ ምግብነት መዋል የሚችሉ
መሆናቸው የሚረጋገጥበት ሥርዓት ነው

15) “Meat inspector” means a trained and certified person who is assigned by the
Competent Authority to control and inspect the production and supply of meat and meat
by-products, and certify the same according to pre-set standards regarding production of
safe and healthy products at the abattoir and establishment;
15/ “የሥጋ መርማሪ” ማለት በዘርፉ የሰለጠነ፣ የብቃት ማረጋገጫ ያለው እና ሥልጣን ባለው አካል በቄራ ወይም
ድርጅት ውስጥ የተመደበ ሆኖ በተቀመጠለት መስፈርት መሰረት የስጋና ተረፈ ስጋ አመራረትን እና አቅርቦትን
እንዲመረምርና እንዲቆጣጠር እንዲሁም እንዲያረጋግጥ በዚህም ረገድ ደህንነቱና ጤንነቱ የተጠበቀ ምርት
እንዲመረት የሚያደርግ ባለሙያ ነው

16) “Meat processing” means the process of meat cutting, deboning, meat by-product
trimming and washing including preserving and packaging as necessary without treatment
and value addition in the abattoir and establishment;
16/ “ሥጋ ማዘጋጀት” ማለት በቄራ ወይም በድርጅት ውስጥ ስጋን መቆራረጥ፣ ከአጥንት መለየት፣ የተወሰነ የስጋ
ክፍልን ቆርጦ ማውጣት እና ማጠብ በተጨማሪም እንደአስፈላጊነቱ የማቆየት እና የማሸግ ስራን የሚሰራበት ሆኖ
ተፈጥሯዊ ይዘቱን ሳይቀይር የሚከናወን ነው

17) “Meat safety” means the proper meat production and handling procedures applied
during meat and meat by-product preparation, processing, storage, and distribution of the
products to ensure the products are safe and wholesome for human consumption
17/ “የስጋ ደህንነት” ማለት ስጋንና የሥጋ ተረፈምርትን በአግባቡ በማምረትና በአያያዝ ሂደት ውስጥ የሚተገበረውን
የምግብ ደህንነት ማስጠበቂያ ሥርዓትን በመከተል ለሰው ልጅ ምግብነት የሚቀርበው ምርት ደህንነቱና ይዘቱ
የተጠበቀ መሆኑ የሚረጋገጥበት ነው

18) “Personnel” means those workers employed by the abattoir or establishments and who
are engaged directly in the process of production of meat and meat by product,
18/ “ሠራተኞች” ማለት በሥጋ እና በሥጋ ተረፈምርት የማምረት ሂደት ውስጥ በቀጥታ የሚሳተፉ ቄራው ወይም
ድርጅቱ የቀጠራቸው ግለሰቦች ናቸው

19) “Quarantine” means a sanitary action under which livestock, meat and meat by-
products are maintained in isolation and under observation with no direct or indirect
contact with other animals and animal products for a specified period of time and, if
appropriate tested and treated
19/ “ኳራንቲን” ማለት የእርድ እንሰሳትን፣ ሥጋና የሥጋ ተረፈምርትን ለተወሰነ ጊዜ ለይቶ በማቆየት ከሌሎች
እንስሳትና የእንስሳት ውጤቶች ጋር በቀጥታም ሆነ በተዘዋዋሪ መንገድ እንዳይገናኙ በማድረግና ጤንነታቸውንና
ደህንነታቸውን በመከታተል እንዳስፈላጊነቱም ህክምናና ምርመራ የሚሰጥበት አገልግሎት ነው

20) “Registration” means the process of listing an abattoir or establishment intended for
meat or meat by-product production, storage and transport for recognition in accordance
with set requirements;
20/ “ምዝገባ” ማለት ስጋ ወይም የስጋ ተረፈ ምርት ለማምረት፣ ለማከማቸት እና ለማጓጓዝ የተቋቋመ ቄራን ወይም
ድርጅትን በተቀመጠላቸው መሥፈርት መሠረት የመመዝገብና የማወቂያ ሂደት ነው

21) “Regulatory” means a system of approval, registration and control based on organized
information, expert evaluation, field observation or laboratory testing to ensure whether
abattoirs, establishments, and meat and meat by products derived from them have the
expected performance, quality and safety as compared to pre-set requirements and
standards;
21/ “ሬጉላቶሪ” ማለት ሥጋ እና የስጋ ተረፈ ምርት ሊኖረው የሚገባውን ጥራትና ደህንነት በተደራጀ መረጃ፣ የባለሞያ
ግምገማ፣ የመስክ ዕይታ ወይም በቤተ ሙከራ ፍተሻ በተቀመጠ መስፈርት ወይንም ደረጃ መሰረት
የሚረጋገጥበት፣ የሚመዘገብበት እና ቁጥጥር የሚደረግበት ስርዓት ነው፡

22) “Residues” Any veterinary drug and chemical compound or metabolites of these that are
present in edible tissues of livestock above their standard limits
22/ “ቅሪት” ማለት የመድሃኒትና ኬሚካሎች ወይም የነዚሁ ውጤት የሆነ ንጥረነገር በሥጋና በሥጋ ተረፈምርት
ውስጥ ተቀባይነት ካለው መጠን በላይ ሲገኝ ነው

23) “Microorganism” means an organism which may exist in meat and meat by-products or
abattoirs or establishments and which may cause disease to man or have the potential to
spoil the products
23/ “ጀርም” ማለት በሥጋና ሥጋ ተረፈምርት ወይም በቄራ ወይም ድርጅት ውስጥ ሊገኝ የሚችል በሰው ልጅ ላይ
በሽታ የሚያመጣ ወይም የምግብ መበላሸትን የሚያስከትል ተህዋስ ነው

24) “Traceability” means the ability to get track-record of livestock for slaughter, meat or
meat by-products from farm to fork,
24/ “የኋልዮሽ ክትትል” ማለት የእርድ እንስሳው ከመጣበት ጀምሮ ስጋ እና የሥጋ ተረፈ ምርት ተመርቶ
አስከሚበላበት ድረስ ያለውን ሂደት በመረጃ መከታተል ማለት ነው

25) “Transportation facilities” means specially designed transport services intended for the
transport of livestock in comfortable manner or meat and meat by-product with
appropriate temperature and safety as described in relevant laws;

25/ “የመጓጓዣ አካላት” ማለት አግባብ ባላቸው ህጎች ውስጥ በተገለጸው መሠረት የእርድ እንሰሳትን በምቾት ለማጓጓዝ
ወይም ሥጋ እና የስጋ ተረፈ ምርት በተገቢ የቅዝቃዜ ሠንሠለትና ደህንነት ከቦታ ቦታ ለማንቀሳቀስ የሚያስችሉ
ዘዴዎች ናቸው

26) “Condemned meat” means a meat or meat by-product from an abattoir and
establishments designated unfit for human consumption by an authorized meat inspector;
26/ “ተወጋጅ ሥጋ” ማለት በቄራና ድርጅቶች ውስጥ የተመረተው ሥጋ ወይም የስጋ ተረፈ ምርት ሥልጣን ባለው
አካል በተመደበ ሥጋ መርማሪ ተመርምሮ ለሰው ልጅ ምግብነት ብቁ አለመሆኑ ሲረጋገጥ እንዲወገድ የተወሰነበት
ስጋ ነው፡

27) “Veterinary certificate” means an official document issued by a Competent Authority

or designated meat inspector certifying that the meat and meat by-product identified on
the documents have been inspected and were found to satisfy the regulations as fit for
human consumption;
27/ “የእንስሳት ጤና ማረጋገጫ የምስክር ወረቀት” ማለት ስልጣን ባለው አካል ወይም በዚሁ በተመደበ የስጋ መርማሪ
የተጠቀሰው ስጋ እና የስጋ ተረፈ ምርት ተመርምሮ ለሰው ልጅ ምግብነት ተስማሚ መሆኑ በህጉ መሰረት
ሲረጋገጥ የሚሰጥ የምስክር ወረቀት ነው

28) “Person” means natural person or juridical entity having personal legality;
28/ “ሰው” ማለት ማንኛውም የተፈጥሮ ሰው ወይንም በህግ የሰውነት መብት የተሰጠው አካል ነው፡፡

29) The provisions expressed in masculine in this proclamation include the feminine gender
29/ በዚህ አዋጅ ውስጥ በወንድ ጾታ የተደነገገው የሴትንም ጾታ ያካትታል፡፡

3. Scope of application
የተፈጻሚነት ወሰን

This proclamation shall be applicable in respect of safety of meat and meat by-products
intended for human consumption and/or for further processing domestically or at export
destinations. It primarily applies to abattoirs, meat cold storage and transport facilities,
exporters and importers of meat and meat by-products
ይህ አዋጅ ለሰው ልጅ ምግብነት የሚውሉ የስጋ እና የስጋ ተረፈ ምርት ወይም ይህንኑ በማዘጋጀት የምርቱን ደህንነት
ጠብቆ ለሀገር ውስጥ ወይም ለወጭ ገበያ በሚያቀርቡ ቄራዎች፣ የስጋ ማቀዝቀዣና ማከማቻ ቤቶች፣ በትራንስፖርት
አገልግሎቶች፣ የስጋና የስጋ ተረፈ ምርት ላኪዎችና አስመጪዎች ላይ ተፈፃሚ ይሆናል።

PART TWO
ክፍል ሁለት

4. Powers and duties of executive organs

የአስፈጻሚ አካሉ ስልጣን እና ተግባራት
1) The Ministry through its Competent Authority shall have power to control and
regulate abattoirs and establishments, in so far as is necessary to ensure the
safety and wholesomeness of meat and meat by-products derived there from

 ሚኒስቴሩ ወይም በሥሩ ባለው ባለሥልጣን አማካኝነት በህጋዊ መንገድ የተቋቋሙ ቄራዎች እና ድርጅቶችን
የሚቆጣጠር ሲሆን በነዚሁ ድርጅቶች አማካይነት ለገበያ የሚመረቱና የሚቀርቡ የሥጋና የሥጋ ተረፈ ምርት ደህንነትና
ይዘት የማረጋገጥ ሥልጣን አለው፡፡

2) Without limiting the general powers set forth in sub-article 1 of this article 4, the
Competent Authority, in controlling and regulating the activities of the abattoirs
and establishments shall in particular have the power to:
በዚህ አንቀፅ 4 ንዑስ አንቀጽ 1 የተዘረዘሩት አጠቃላይ ስልጣኖች ሳይገድቡ በሚኒስቴሩ ስልጣን ያለው አካል በዚህ ስር
የተመለከቱትን ቄራዎችና ድርጅቶች ተግባራት በመከታተልና በመቆጣጠር ረገድ የሚከተሉትን የመፈፀም ስልጣን
አለው፡-

a. Initiate regulations, directives and regulatory standards governing safety and quality
of meat and meat by product production, storage and transport
የስጋ እና የስጋ ተረፈ ምርት ደህንነት እና ጥራት በተመለከተ በምርት ማምረቻ፣ ማከማቻ እና መጓጓዣ ድርጅቶች እና
ቄራዎች የሚተገበሩ ደንቦችን፣ መመሪያዎችን እና የቁጥጥር ደረጃዎችን በማዘጋጀት ተፈፃሚ እንዲሆኑ ያደርጋል፡፡

b. Conduct pre-construction inspection for abattoir, meat cutting and cold storage
facilities based on the construction guidelines to confirm that minimum standards are
met;
የቄራ፣ የስጋ እና የሥጋ ተረፈ-ምርት ማዘጋጃ እና የሰጋ ምርት ማቀዥቀዣና ማከማቻ ግንባታዎች ከመገንባታቸው በፊት
በባለስልጣኑ የግንባታ መመሪያ መስፈርትና ደረጃ መሠረት ዝቅተኛውን ደረጃ መሟላታቸውን ለማረጋገጥ የቅድመ
ግንባታ ፍተሻ ያደርጋል

c. Evaluate, register and provide certificate of competency for abattoirs and

establishments requesting to engage in the slaughter of livestock intended for human
consumption or the processing of meat and meat by-products derived there from;
የእንስሳት እርድ የሚያከናውኑ ቄራዎችን ወይም ከዚያ የተገኘን ስጋ እና የስጋ ተረፈ ምርቶችን በማዘጋጀት ላይ የተሰማሩ
ድርጅቶችን አግባብነት በመገምገም ይመዘግባል፤ የብቃት ማረጋገጫ ይሰጣል

d. Notwithstanding the provision in sub-article 2 (c) of article 4, the Competent

Authority may withdraw a registration certificate in respect of an abattoir or
establishment if the abattoir or establishment in question is no longer complies with
any condition subject to which the registration certificate was issued, is not operated
in accordance with the essential national standards or is no longer utilised as such

የነበረውን ቁመና ሳያስጠብቅ ቢገኝ ወይም ከተፈቀደለት የዓሠራር ሥርዓት ውጭ ሠርቶ ሲገኝ ወይም ለረጅም ጊዜ ሥራ
ያልጀመረ ወይም ያቆመ እንደሆነ ባለሥልጣኑ የሰጠውን ፈቀድ በጊዜያዊነት ሊያግድ ወይም ሊሰርዝ ይችላል

e. Classify abattoir or establishments based on set standards and designate those which
shall be subject to all or any of the requirements imposed by regulations issues

 f. Ensure that any livestock slaughtered are sourced from registered farms/markets/
feedlots/ranches to trace back products in accordance with relevant laws and
regulations governing the implementation of traceability system
ማንኛውም ለእርድ የሚቀርብ እንስሳ አግባብነት ባላቸው ህጎችና ደንቦች መሠረት በኋልዮሽ ከትትል ሥርዓት
ምንጫቸውን ማወቅ እንዲቻል ከተመዘገበ የእንስሳት እርባታ/ገበያ ወይም እንስሳት ማድለቢያ የመጡ መሆኑን
ያረጋግጣል፣

g. Ensure that meat and meat by-products for export destinations are sourced from
livestock that have passed through registered quarantine system in accordance with
relevant laws and regulations of the country
ለውጭ ገበያ የሚላክ የስጋ እና የስጋ ተረፈ ምርት አግባብነት ባላቸው ህጎች እና መመሪያዎች መሰረት በተመዘገበ
የኳራንቲን ስርዓት ውስጥ ካለፈ የእርድ እንስሳ የተገኘ መሆኑን ያረጋግጣል፣

h. Ensure that livestock to be slaughtered have been transported and handled in

accordance with relevant laws/regulation/guidelines governing this matter
ለእርድ የሚቀርቡ እንስሳት አግባብነት ባላቸው ህጎች/ደንቦች/መመሪያወች መሰረት ደህነታቸው በተጠበቀና በመልካም
አያያዝ ተጓጉዘው መቅደባቸውን ያረጋግጣል፣

i. Ensure all meat inspectors assigned to abattoir and establishments and personnel
involved in meat production have the desired skill and certificate of competency
adequate to perform their respective functions
ባለስልጣኑ በቄራ፣በስጋና የስጋ ተረፈ ምርት ማዘጋጃ ድርጅቶች ውስጥ የሚመድባቸው ስጋ መርማሪ ባለሙያዎች እና
በድርጅቶቹ የሚቀጠሩ ሰራተኞች ለተመደቡበት ሥራ አስፈላጊውን ክህሎት እና ብቃት እንዲያሟሉ
ያደርጋል፣ማሟላታቸውን ያረጋግጣል

j. Establish and enforce standard of sanitation and food safety management systems in
abattoir or establishments;
ስጋና የስጋ ተረፈ ምርቶች በሚረቱበት፣ በሚዘጋጁበት፣ በሚከማቹበትና በሚጓጓዙበት ቄራ ወይም ድርጅቶች ውስጥ
የንፅህና እና የምግብ ደህንነት ማስጠበቂያ ስርዓት መዘርጋት እና ማስፈፀም፣

k. Conduct antemortem inspection on livestock presented for slaughter, and post-mortem

inspection on meat and meat by-products derived thereof to ensure whether the same
satisfy the criteria as established, and certify, mark and label as per the pre-set
standard,
ለእርድ በሚቀርቡ እንስሳት ላይ የቅድመእርድ የጤና ምርመራና በሥጋና የሥጋ ተረፈ-ምርቶቻቸው ላይ የድህረእርድ
የደህንነት ምርመራ በማድረግ የተቀጠላቸውን መስፈርት ማሟላታቸውን በማረጋገጥ ምልክት የማድረግና የምስክር
ወረቀት የመስጠት ስልጣን አለው

l. Establish criteria for the classification and grading of meat and meat by-products
according to the mandate vested on the Competent Authority and as demanded by any
particular country or countries,
አስፈፃሚው ባለሥልጣን በተሰጠው ሀላፊነት ወይም ከገዢ ሀገራት በሚቀርብ ጥያቄ መሠረት የስጋ እና የሥጋ ተረፈ-
ምርቶችን ደረጃ ያወጣል በዚሁ መሠረትም ምደባ ይሰጣል፣

 m. Issue veterinary certificate ensuring that meat and meat by-products produced,
exported or imported meet the quality, safety and health standards of national and
international/importing country’s requirements;
በገር ውስጥ ተመርተው ወደ ውጭ ለሚላኩ የስጋ እና የስጋ ተረፈ ምርቶች የኢትዮጵያን ወይም የዓለም አቀፍ ወይም
የተቀባይ አገራትን የጥራት፣የደህንነት እና የጤና መስፈርቶች እና ደረጃዎችን የሚያሟሉ መሆናቸውን የሚያረጋግጥ
የእንስሳትጤና የምስክር ወረቀት ይሰጣል፤ ከውጭ ወደ ኢትዮጵያ ለሚገቡ ምርቶች ደግሞ መግቢያ ፈቃድ ይሰጣል፣

n. Conduct residue tests for veterinary drugs and chemical compounds in meat and meat
by-products according to defined monitoring plan to make sure that the products
qualify the safety standards
o. Conduct microbial tests in abattoirs, establishments, meat and meat by-products for
microorganisms causing diseases or meat spoilage according to defined monitoring
plan to make sure that the products qualify the safety standards

በሥጋና የሥጋ ተረፈ-ምርት ላይ የመድሐኒትና ሌሎች ኬሚካሎች ቅሪት እና ረቂቅ ተሕዋስያን ምርመራ በማካሄድ
ወይም እንዲካሄድ በማድረግ የተቀመጡትን የደህንነት መመዘኛዎች እና መሰፈርቶች ያሟሉ መሆናቸውን ያረጋግጣል፡፡

p. Detain, seize, confiscate, or recall or take such other legal measures on meat and meat
by-product that are not in compliance with this proclamation or other laws used to
implement this proclamation
ይህን አዋጅ ወይም አዋጁን ለማስፈጸም የሚወጡ ደንቦችና መመሪያዎችን ያላሟሉ የስጋ እና የስጋ ምርቶችን
በጊዜያዊነት የማዘግየት፣ የመያዝ፣ የመውረስ ወይም ከገበያ መልሶ የመሰብሰብ ወይም ተያያዥ ህጋዊ እርምጃዎችን
ይወስዳል

q. Ensure the disposal of condemned meat and other wastes is in accordance with
relevant laws taking into account environmental safety protocols
ተወጋጅ ስጋ፣ እንድሁም ሌሎች ከድርጅቱ የሚወጡ ቆሻሻዎች የአካባቢ ደህንነት መመሪያን በጠበቀ አግባብ እና ከጉዳዩ
ጋር ተዛማጅ በሆኑ ህጎች መሠረት የሚወገዱ መሆኑን ያረጋግጣል፣ይቆጣጠራል፣

r. The Competent Authority has the obligation to prohibit the import into Ethiopia of
any meat and meat by-products not accompanied by a veterinary certificate or when
doubtful, request verification from the country of origin and permit the entry into
Ethiopia of the products qualifying the safety and quality standards as established in
this law
ሥልጣን የተሰጠው የሚኒስቴሩ አካል ወደ ኢትዮጵያ የሚገባ ማንኛውም ለሰው ልጅ ምግብነት የሚውል ስጋ እና የስጋ
ተረፈ ምርት ከመጣበት ሀገር ደህንነቱ የተመሠከረለት ስለመሆኑ ማረጋገጫ ካልቀረበለት እንዳይገባ የመከልከል፤
በማስረጃው ላይ ጥርጣሬ ካለው የማጣራት ሥራ የመሥራትና በዚህ አዋጅ መሠረት የደህንነት መስፈርቶችን ያሟላ
ምርት ደግሞ ወደ ሀገር እንዲገባ የመፍቀድ ሥልጣን አለው

s. Conduct scheduled internal audit /self-audit of the meat safety regulatory service and
get accreditation or recognition by an independent authorized body
ባለስልጣኑ የስጋ ደህንነት ምርመራ እና ቁጥጥር አገልግሎት አሰጣጡን በታቀደ መርሃግብር መሰረት የውስጥ ኦዲት
ያደርጋል ፣ ስልጣን ባለው ገለልተኛ አካል እውቅና እንዲያገኝ ያደርጋል፣

t. Develop guidelines for internal self-inspection of abattoirs and establishments and

monitor their implementation

 ለቄራዎች እና ድርጅቶች ውስጣዊ ኦዲት ለማድረግና ለመፈተሽ የሚያስችል መመሪያ ያዘጋጃል አፈፃፀሙንም
ይከታተላል፡፡

u. require an abattoir or establishment dealing with the slaughter of livestock intended

for human consumption or the processing of meat and meat by-product derived
therefrom to maintain such records/documentation as may be useful for the purpose of
this proclamation
ማንኛውም ቄራ ወይም ስጋና የስጋ ተረፈ ምርት የሚያዘጋጅ ድርጅት ከሥራው ተያያዝነት ያላቸው አስፈላጊ መዛግብት
እና ሰነዶችን በአግባቡ መያዙንና መጠበቁን ያረጋግጣል፣

v. Ensure that no person may disclose any information which relates to any person and
which was acquired by him or her in the performance of his or her functions in terms
of this proclamation, except in so far as it may be necessary for the application of this
proclamation or for the purposes of any legal proceedings under this proclamation or
when required to do so by a competent court or if the Minister, in the public interest,
authorises the disclosure thereof or to the extent necessary in order to comply with a
law dealing with access to information
ይህንን አዋጅ ለማስፈፀም ወይም ለማናቸውም የህግ ጉዳዮች ወይም ሥልጣን ባለው ፍርድ ቤት ሲታዘዝ ወይም
ለሕዝብ ጥቅም ሲባል ሚኒስትሩ ሲያዝ ወይም መረጃ የማግኘት መብትን ለማስከበር ካልሆነ በስተቀር ማንኛውም ሰው
በሥራው ምክንያት ያገኘውን የቄራውን ወይም የድርጅቱን መረጃ አሳልፎ አለመስጠቱን ያረጋግጣል

w. The Competent Authority may collect fees for the services rendered in accordance
with the regulation to be issued by the Council of Ministers;
ባለስልጣኑ የሚኒስትሮች ምክር ቤት በሚያወጣው ደንብ መሰረት ለሚሰጠው አገልግሎት ክፍያ ይሰበስባል

PART THREE
ክፍል ሦስት

5. Duties and responsibilities of abattoirs and establishments

የቄራዎችና ድርጅቶች ተግባርና ሀላፊነት

1) Meat and meat by-product production abattoirs and establishments shall:

የሥጋና የሥጋ ተረፈምርት አምራችና አዘጋጅ ቄራዎችና ድርጅቶች፡-
a. Conduct any slaughter of livestock only at registered abattoirs. However, this does not
apply slaughters for personal consumption or for cultural or religious purposes but not for
commercial use
ለግል ወይም ለባህላዊ ወይም ለሀይማኖታዊ ፍጆታ ከሚከናወን እርድ በስተቀር ማንኛውም የሥጋ
እንስሳት ዕርድ መከናወን ያለበት ለዚሁ ተግባር በተመዘገበ ቄራ ውስጥ ብቻ ነው፡፡

b. Request the Competent Authority to undertake pre-construction inspection for

abattoirs or establishments intended to be built with respect to meat production,
processing and storage
ቄራዎች፣ የሥጋ ማዘጋጃ የሥጋ የማቀዝቀዣና ማቆያ ድርጅቶች ከመገንባታቸው በፊት የቅድመ ግንባታ
ግምገማ እንዲከናወንላቸው ሥልጣን ያለውን አካል መጠየቅ አለባቸው

 c. have the responsibility and accountability to produce and supply safe and wholesome
meat and meat by-products as per the provisions of subsequent regulations and
guidelines;
አምርተው ወይም አዘጋጅተው የሚያቀርቡት ሥጋና የሥጋ ተረፈምርት ደህንነቱና ይዘቱ በሚገባ የተጠበቀ
መሆኑን ይህን አዋጅ ተከትሎ በሚወጣ ደንብና መመሪያ መሠረት የማረጋገጥ ሃላፊነትና ተጠያቂነት አለባቸው

d. Accept livestock destined for slaughter which are sourced from registered farms or
markets or feedlots or ranches as per the provisions of the subsequent regulation;
ለእርድ የሚቀርቡ እንስሳት ከተመዘገቡ የእርባታ ማዕከላት ወይም የቁም እንስሳት ገበያ ወይም የከብት
ማድለቢያ ማዕከላት የተገኙ መሆናቸውን ይህን አዋጅ ተከትሎ በሚወጣ ድንብ መሠረት ማረጋገጥ አለባቸው

e. For export purposes, livestock for slaughter shall passe through registered quarantine
system in accordance with relevant laws and regulations of the country;
ለወጭ ገበያ ሥጋቸው የሚላክ የእርድ እንስሳት አግባብ ባለው የሀገሪቱ ህግ መሠረት በተመዘገበ የኳራንቲን
ጣቢያ የማቆያ ጊዜያቸውን መጨረሳቸውን ከሚያሳይ ማስረጃ ጋር መምጣታቸውን ማረጋገጥ አለባቸው

f. Slaughter only livestock that are transported and handled by respecting animal
welfare guidelines provided by appropriate laws and regulations;
ለእርድ የሚቀርቡ እንስሳት ስለእንስሳት ደህንነትና አያያዝ በሚደነግገው አግባብ ባለው ህግና ደንብ መሠረት
ተጓጉዘው የመጡ መሆናቸውን ማረጋገጥ አለባቸው

g. Make readily available functional accommodation, facilities and equipment used for
ante mortem and post-mortem inspections
ቄራዎች ለቅድመ-እርድና ድህረ-እርድ የሥጋ ምርመራ ሥራ የሚያግዙና በአግባቡ የሚሠሩ የሥራ ማከናወኛ
ክፍሎችና ቁሳቁሶችን ዝግጁ ማድረግ ይኖርባቸዋል

h. Have functional cold storage and transportation facilities that meet the desired
standard set by the Competent Authority or any other relevant law or regulation;
የሥጋና የሥጋ ተረፈምርት ማከማቻና ማጓጓዣዎች ሥልጣን ባለው አካል በወጡ ደንቦችና ደረጃዎች መሠረት
ምርቱን ከብክለት የሚከላከሉና ተገቢውን የቅዝቃዜ ልክ ማስጠበቅ የሚያስችሉ መሆን አለባቸው

i. Engage trained and competent personnel to ensure meat safety from reception of
livestock for slaughter to dispatch of meat and meat by-products as well as disposal of
wastes as per the standard set by the Competent Authority;
የእርድ እንስሳትን ከመቀበል ጀምሮ የተመረተውን ምርት ለደንበኛ እስከመላክ ድረስ ባለው የሥራ ሂደት
ውስጥ ይህንን ሥራ ለማከናወን የሚያስችል ሥልጠናና ብቃት ያላቸው ሠራተኞች ብቻ እንዲሳተፉ ማድረግ
አለበት

j. Apply food safety management system recommended by international standards and

which are recognized by Competent Authority;
ሥልጣን ባለው አካል እውቅና ያገኙ ዓለምአቀፍ የምግብ ደህንነት ማስጠበቂያ ሥርዓቶችን በድርጅቱ ውስጥ
ሥራ ላይ ማዋል አለበት

k. Follow and implement appropriate sanitary and waste management system

recommended by relevant laws and regulations;

 አግባብ ባላቸው የሀገሪቱ ህጎችና ደንቦች የተደነገጉ የሥራ አካባቢ ንጽህና ማስጠበቂያና የቆሻሻ አወጋገድ
ሥርዓቶችን መከተልና መተግበር አለበት

l. Conduct regular internal and external auditing of their food safety management
system;
የምግብ ደህንነት ማስጠበቂያ ሥርዓት በትክክል እየተገበረ መሆኑን ለማረጋገጥ በድርጅቱ የሚከናወን የውስጥ
እና በውጭ ኦዲተሮች የሚከናወን ግምገማ ወቅቱን ጠብቆ ማድረግና ማስደረግ አለበት

m. Keep documents and records of all activities and make available in such form as
electronic and/or hard copy
ከማናቸውም የሥራ እንቅስቃሴው የሚመነጩ መዛግብትንና መረጃዎችን በሚገባ ማደራጀትና በህግ አግባብ
ያለው አካል ሊያገኛቸው በሚችልበት ሁኔታ በወረቀትም ሆነ በኤሌክትሮኒክ መረጃ አያያዝ ሥርዓት
ማስቀመጥ አለበት

6. Duty to cooperate
የመተባበር ግዴታ
Any concerned person shall cooperate for the implementation of this Proclamation and
regulations and directives to be issued pursuant to it
ማንኛውም የሚመለከተው ሰው ይህን አዋጅና በዚህ አዋጅ መሠረት የሚወጡ ደንቦችንና መመሪያዎችን ተግባራዊ
ለማድረግ መተባበር ይኖርበታል

7. Compensation
ካሳ

No compensation shall be paid for disposal or no expense of disposal shall be paid to the
custodian of condemned meat or meat by-product upon the instruction of the meat inspector
assigned by the Competent Authority,
አንድ ሥጋ ወይም የሥጋ ተረፈምርት ለሠው ምግብነት የደህንነትና ጥራት ደረጃውን ባለማሟላቱ ምክንያት በሥጋ
መርማሪው እንዲወገድ ቢታዘዝ/ቢደረግ የንብረቱ ባለቤት ካሳ ሊጠይቅ አይችልም

8. Punishment
ቅጣት
ከወንጅል ህጉ የበለጠ የማያስቀጣ ካልሆነ በስተቀር፡-

 ማንኛውም ሰው የሥጋ እንስሳት ዕርድን ለዚሁ ተግባር ከተመዘገበ ቄራ ውጪ በጓሮ ወይም በጫካ ወይም
በሌላ ቦታ ለገበያ ለማቅረብ ወይም ለመሸጥ የሚያከናውን መሆኑ ሲደረስበት ከ 1 ዓመት የማያንስ ከ 3
ዓመት የማይበልጥ የእስር ቅጣት እና ከብር 20000 ሺህ የማያንስ የገንዘብ መቀጮ ይቀጣል፡፡

  ማንኛውም ሰው የቄራ እና የድርጅት ብቃት ማረጋገጫ ሥልጣን ካለው አካል ሳያገኝ የእንስሳት ዕርድ
ያከናወነ ወይም ስጋ ሥጋ ተረፈ ምርት ያዘጋጀ ወይም የከዘን ወይም ከቦታ ቦታ ለገበያ ለማዋል ያዘዋወረ
ከሆነ ከ 1 ዓመት የማያንስ 3 ዓመት የማይበልጥ የእስር ቅጣት እና ከብር 10000 ሺህ የማያንስ የገንዘብ
መቀጮ ይቀጣል፡፡

 በቄራ ወይም በድርጅት ተመርቶ ወይም ተዘጋጅቶ የሚቀርበው ሥጋና የሥጋ ተረፈ -ምርት ደህንነቱና ይዘቱ
ያልጠበቀ ከሆነ ቄራው ወይም ድርጅቱ ምክንያቱ እስከሚስተካከል ድረስ የሚዘጋ ሲሆን በሰው ህይወትና
ወይም አካል ላይ ጉዳት ካደረሰ የ 5 የማያንስ እና ከ 20 ዓመት የማይበልጥ ጽኑ እስራትና ብር 200000
የማያንስየገንዘብ መቀጮ ይወሰንበታል፡፡

 ለእርድ የሚቀርቡ እንስሳት ከተመዘገቡ የእርባታ ማዕከላት ወይም የቁም እንስሳት ገበያ ወይም የከብት
ማድለቢያ ማዕከላት ውጪ የመጡ ከሆነ የመጡት እንሰሳት በሙሉ እንዳይታረዱ እና ብር 50000 በማያንስና
ከብር 100000 የማይበልጥ የገንዘብ መቀጮ ይወሰንበታል፡፡

 ለወጭ ገበያ ሥጋቸው የሚላክ የእርድ እንስሳት ከተመዘገበ የኳራንቲን ጣቢያ ውጪ የመጡ ወይም
ከተመዘገበ ኳራንቲን ጣቢያ መጥተው ነገር ግን የኳራንቲን ጊዜያቸውን ያልጨረሱ ከሆነ ወይም የኳራንቲን
ማስረጃቸውን ያልያዙ መሆኑ ሲረጋገጥ የመጡት እንሰሳት በሙሉ እንዳይታረዱ እና ብር 200000 በማያንስና
ከብር 300000 የማይበልጥ የገንዘብ መቀጮ ይወሰንበታል፣

9. Repealed and non-applicable laws

የተሻሩና ተፈፃሚነት የሌላቸው ሕጎች

The following laws are repealed or not applicable:

1) Meat inspection Proclamation No. 274/1970

2) Meat inspection amendment proclamation No. 81/1976
3) Meat inspection Regulation No. 428/1972
4) No law or practice may, in so far as it is inconsistent with the provisions of this
Proclamation, be applicable with respect to matters covered by this Proclamation

የሚከተሉት ህጎችና ደንቦች ተሸረዋል ወይም ተፈፃሚነት አይኖራቸውም

1/ የሥጋ ምርመራ አዋጅ ቁጥር 274/1962
2/ የሥጋ ምርመራ ማሻሻያ አዋጅ ቁጥር 81/1968
3/ የሥጋ ምርመራ ደንብ ቁጥር 428/1965
4/ ይህን አዋጅ የሚቃረን ማንኛውም አዋጅ፣ ደንብና መመሪያ በዚህ አዋጅ በተሸፈኑ ጉዳዮች ላይ ተፈጻሚነት
አይኖረውም

10. Effective date

አዋጁ የሚፀናበት ጊዜ

This Proclamation shall enter into force on the date of its publication in the Federal
Negarit Gazetta.
ይህ ዓዋጅ በነጋሪት ጋዜጣ ታትሞ ከወጣበት ጊዜ ጀምሮ የፀና ይሆናል
