FINDING AND RECOMMENDATION

1 meter offset from the propery line for a firewall is very incorrect. Firewalls shall be
located along the property line. I recommend to continue the design of firewall and

not to introduce window or door openings (I heard the plan of putting windows or
opening doors for balconies).

The remaining open area is only 0.2 meters measured from the end of the hallway
which is very far from the 3 meters front yard requirement. This happened of the
following reasons (1) 1 meter offset in the rear side and (2) the foreman
misread/misinterpret the plan for hallway, the width of hallway as indicated in the
Front Side plan is 1.2 meters however, onsite measurement as verified by my team is 1.8
meters. I highly recommend to demolish portion of the hallway or if by any chance
we can negotiate the adjacent lot owner for possible legal matters pertaining the
use of his/her lot. Issue on setback requirement is one ground for disapproval of
occupancy permit.
Stuctural Integrity is defined by providing the safest design and is ECONOMICAL. It
is not generally means that big column or beam with many steel reinforcement is
safe. A good design is safe when it is economical. This issue I would like to
emphasize because many of the building members were improperly installed based
on the structural plans. The foreman didnt follow what I have indicated on the plans
and I meant to say he is not capable of plan reading. Over reinfoced for shorter
span and under reinforced in critical areas. Reinforcement including sections for
beams were done uniformly (useless plans and frame huhu), proper location of steel
bars are incorrect, use of 16mm bar as web or side face bar is very inappropriate,
stirrups for supporting lateral loads including earthquakes are not properly spaced

concrete on beams. This is very wrong!, concrete beams are not efficient when
poured in partial. Your building as of the date of inspection is at risk and
compromised.
