II. BACKGROUND OF THE PROJECT

There has been a lot of interest in applying theory to practice over the years.
Particularly, put into practice the essential adjustments and breakthroughs to close the
instructional management gap. On the other side, these opportunities frequently fall short of
meeting educators' expectations because they don't provide enough information or provide
them the chance to address current educational priorities, worries, or needs. To investigate
practical knowledge and skills in order to accomplish the most productive practices within the
context of the student's education, professional learning opportunities such as trainings and
workshops are thought vital for educators. It is also a means for educators to stay up-to-date
on pedagogy, encourage fresh investigation, and stay educated about their own classroom in
order to make the teaching and learning process relevant to the lives of the students.

Professional opportunities can be found in many different forms in the subject of education.
By being aware of the social and structural elements impacting their educational context,
action research is the most modern and distinctive method for overcoming pedagogical
transformation hurdles. In this regard, educators in the 4 th Congressional District Cluster 2,
took part of this type of Professional development opportunity entitled PROJECT STEWARD:
STREAMLINED TRAINING AND ENRICHMENT WORKSHOP ON ACTION
RESEARCH AND DEVELOPMENT

The Training Workshop aims to equip the participants with the necessary skills in preparing
an action research proposal and cultivates a culture of research. As such, the proponent
initiated this project so as to provide learning opportunity that are very beneficial in this time of
crisis. That is, despite of this problematic situation, the proponent together with his team
members are making ways to continue and provide quality education among learners.

Before it was finally completed and became successful, the aforementioned training-
workshop went through lengthy planning and preparation. From the signing and approval of
the proposal and unnumbered memo, to the selection of venue, accommodations, facilitators,
and participants. All of these were completed firsthand prior to communicating the final date of
the 3-day district training to the facilitators and participants.

The training-workshop was attended by selected teachers from Secondary Schools of
4th Congressional District Cluster 2, together with their school heads. Seventeen (17) from
Caramoan District, Sixteen (16) from Grachitorena District, Fifteen (15) Lagonoy District,
fourteen (14) from Presentacion, and Thirteen (13) from San Jose District. For 3 days, Villa Del
Hotel and Resort, in Pili Camarines Sur, served as the host for the accommodation and
training venue. The participants were all dedicated to completing the entire session and
exhibited passion in reaching the training's goal. In fact, all participants were able to craft and
present an entire Action Research proposal during the last day of the training workshop.

III. OBJECTIVES

The following objectives served as guide in going through with this project proposal in
line with the Congressional Training-workshop on Streamlined Training and Enrichment
Workshop on Action Research and Development.
The conduct of the said activity has the following objectives:
a. cultivate a research culture in the Fourth Congressional District;
b. capacitate and equip school and district coordinators that are interested in research;
c. provide DepEd and its stakeholders with the existing orders and memorandums related to
writing an Action/Basic Research Proposal; and
d. give technical assistance to the teachers in construction to submission an Action Research
Proposal.
IV. PARTICIPANTS/BENEFICIARIES:

The participants are the designated School Research Coordinator, School Heads and District
Research and Development Coordinators in Secondary Schools of 4th Congressional District Cluster
2. As an output from the program, it is anticipated that the participants will be motivated to submit their
action plans and basic/action research proposals.

V. ACCOMPLISHMENTS/ACTIVITIES

a. PRE-IMPLEMENTATION

A virtual planning session and meeting of the Technical Working Groups/Committees


was held on November 11, 2022, at 8:00 o’clock in the evening, using the Google Meet
program.

The SDR 4th Congressional District Cluster 2 technical working group were planning for the upcoming
CAPACITY BUILDING OF SDO CAMARINES SUR RESEARCH AND DEVELOPMENT COORDINATORS OF
ELEMENTARY AND SECONDARY SCHOOLS (WAVE 2) Project SEAL (Synergistic Engagement of Active
Leaders) to be held on December 2-4, 2022 as per Division Memo 416, s. 2022.

REFLECTIONS:
Reflection: Not only do a teacher's competence and expertise play a role in giving effective
instruction, but so do the teacher's creativity and invention. Every teacher must always improve the
teaching-learning process by devising appropriate tactics and intervention materials, therefore staying
ahead of the students' interests and requirements. As a member of the Philippine Educational System,
I must contribute to the improvement of instructional materials and procedures in order to
accommodate learners' unique capacities and learning styles, therefore increasing their academic
achievement.

Objective 1] cultivate a research culture in the Fourth Congressional District;The output of each
participant or school during the Action Research training program. They were able to demonstrate
their writing abilities by following the proper framework for an Action Research Proposal. The status of
the participants' aforementioned output during the facilitators' one-on-one coaching or mentoring of
each group or individual presenter was also noted.

Reflection: Participants had difficulty comprehending their outcomes at first. From recognizing
an issue to devising a strategy for resolving it. When the participants were directed by competent
facilitators through the writing process, they were able to develop crucial themes for their study and
were inspired to keep going

Objective 2] Capacitate and equip school and district coordinators that are interested in research;

The proponent’s leadership capabilities were very evidential by helping out the participants as
they present their action research proposal for critiquing. He was able to encourage them to provide a
quality assured of output before they hand down the hard copies of their proposal for final approval.
Reflection: Helping and mentoring participants to present their outputs in a
professional and engaging manner is a fantastic strategy to support them in becoming more
successful and efficient classroom teachers. That is, there is a pressing need for us to work more
closely with our colleagues in order to improve education quality.

Objective 3] provide DepEd and its stakeholders with the existing orders and memorandums related
to writing an Action/Basic Research Proposal; and

This training-workshop encourage participants and other support staff to set aside time and
space to discuss their thoughts and experiences. Discussions that focus on strengthening research
integrity and culture by incorporating departments, institutions, and sectors, as well as sharing best
practices on what has worked, what hasn't, and the impact.

Reflection: The entire training highlights the importance of research culture and engage all
participants across the San Jose District in Formulating this kind materials that are related to the
backgrounds, experiences, and interests of the learners to make instructional process more engaging
and attractive to them. That is, there is a great need for educators to connect the lessons to how they
live and what they know.

Objective 4] give technical assistance to the teachers in construction to submission an Action


Research Proposal.

Reflection:

This section was done based on the objectives stated. Data-based was used with the
discussion. The last paragraph in each discussion is followed by the proponent’s reflection in line with

preparation of action research proposal, 2] To prepare/finalize action research proposal 3] To
enhance presentation skills of the participants; and 4] To promote culture of research.

Objective 1] To enhance writing and critical thinking skills on the preparation of action research
proposal
The proponent scheduled discussions and topics on the factors to consider when writing an
action research proposal. To keep track of all the skills needed to improve their understanding of
creating an action research proposal, a training matrix was created.

c. POST IMPLEMENTATION

The proponent will submit the accomplishment report along with any necessary supporting
materials, such as photos, an attendance log, an evaluation instrument, and approved memoranda.
the proponents’ Action Plan includes the monitoring and evaluation of action and basic
research projects in order to guarantee the success of finished research projects carried out and
implemented at the school and division levels.
The School and District Research and Development Coordinators must see to it that the
innovative proposals that have been authorized are put into action and given top priority in order to
provide Technical Assistance to the field's writers. It needs to be certified, approved, and signed by
the designated District Research Committee.

III. IMPACT OR SIGNIFICANCE TO THE BENEFICIARIES


Educational Action Research aims to investigate the relationship between research and
practice in educational contexts. In recent years, there has been a significant increase in interest in
action research, which has led to the development of a variety of approaches to promote reflective
practice, professional development, empowerment, understanding of tacit professional knowledge,
curriculum development, individual, institutional, and community change, and the development of
democratic management and administration. All of these advocates share the goal of reuniting
research and practice, a goal that binds them to those active in participatory research and action
inquiry.
