Honorable chairs, distinguished delegates, and observers,

We are SSID - The Studies - Sciences - International Relations Department of UEH


Youth Union. On behalf of the organizers of UEH Model United Nations 2023, we
are truly honored to welcome you to UEH Model United Nations 2023.

We live in a modern world where people, especially the young, have to work and
improve themselves quickly to become great citizens and adapt to globalization.
That journey required young people today to prepare themselves with knowledge
about their jobs, social and environmental information, and language skills.
Therefore, SSID is pleased to bring UEH MUN to students to help young people
improve and prepare the best for the future.

Model United Nations is a meaningful playground for the young who want to raise
their voices about politics, culture, and social issues. Because each state has
unique interests and concerns, writing, negotiating, and passing resolutions is
challenging. Every stage of the process demands creativity and diplomacy.

Signing this letter off, we would like to express our sincerest gratitude to everyone
present. Thank you for choosing UEH MUN 2023 as your destination this summer.
Let this letter be a reminder that MUN is more inclusive than you may think: If
you're a newcomer, SSID is more than happy to guide you on your first steps, and
if you're a veteran, thank you for giving UEH MUN a chance to challenge you on
your academic journey. Thank you for your trust and support for our organization

PART 1. GENERAL INTRODUCTION

MODEL UNITED NATIONS

MUN, Model UN or Model United Nations, is a simulation of the United Nations


meeting sessions. As a forum for discussion and negotiation, MUN aims to tackle
international concerns in various aspects. An interesting and diverse panel, MUN
inspires delegates to become not only learners and researchers but also
advocates and leaders. Through attending the 3-day conference, delegates have
the chance to broaden their knowledge on various academic fields, brush up their
research, writing, and public speaking skills, and make connections that last a
lifetime.

United Nations Simulation Conference held at University of Economics Ho Chi


Minh city is a creative and rewarding playground, in addition to facilitating
students to participate in foreign language improvement, learn about issues:
economic, political and diplomatic topics are global hot so students have a clear
view of the United Nations on the negotiating table simulating the United
Nations conference. This is also an activity to train research skills, English rhetoric,
teamwork ability as well as team leadership, develop meaningful and

Mock MUN CHECKLIST

● Laptop: Although electronic devices are not allowed during all meeting
sessions, a laptop is necessary for your work during the conference.

● Notebook/Pen: Laptop is prohibited in most sessions. Thus, delegates are


encouraged to bring their notebooks to take notes during the debate.

● Bag/Backpack

● Water bottle: In UEH university, we have prepared automatic water


purifiers at every floor to reduce plastic waste. So please bring your water
bottle to stay hydrated through our conference.

DRESS CODE

Dress code is an essential aspect in preparation for MUN conferences. With


respect to the diplomatic and professional manner of the conference, dressing
appropriately shows honor to your representative nation, your fellow delegates,
and the United Nations. Delegates are required to dress in Western business attire
during the conference, with details as follows.

PART 4. RULES OF PROCEDURE - UNA USA

In UEH MUN 2023, the committees that will use The United Nations Association of
the United States of America (UNA-USA) Rules of Procedure.

GLOSSARIES

Quorum: A minimum number of delegates present for the committee session to


open and for resolutions to be voted on, quorum is achieved when one-third of
the total delegates of the committee is present.

Draft Resolution: A draft resolution is a document written during a conference


that addresses the issues a committee is discussing and contains the solutions to
that issue a group of delegates developed. The purpose of the draft resolution is
to lay out long-term actions and guidelines for the international community and
the UN as a whole.

Unmoderated Caucus: A period when delegates may move around and discuss
informally.

Moderated Caucus: A period when delegates discuss formally in a set order and
time.

Floor: The space for formal speech.

House: The committee.

Majority:

● Simple Majority: For > Against (required in most procedural matters).


● Super Majority: For >= 2 Against (required in most substantive matters and
extremely disruptive procedural motions).

DIPLOMATIC CONDUCT

Rule 1.1 - Courtesy

Show common courtesy to your fellow Delegates, Chairs, and any administrators
working at the venue. Every participant is expected to maintain a professional and

diplomatic courtesy during the conference, showing respect to venue staff and its
other guests.

Rule 1.2 - Dress Code

Dress in Western business attire, including jackets, shirts, blouses, trousers, skirts,
and appropriate shoes. Please refrain from wearing national or political symbols
during the conference. An exception is made for UN symbols or its relevant
bodies.

Rule 1.3 - Language

The official language for UEH MUN 2023 is English. Please refrain from using your
native language during formal and informal sessions.

Rule 1.4 - Electronic Devices

Electronic devices are only permitted during the lobbying session in the
conference to write the draft resolutions. Other than that, electronic devices
including phones and laptops are strictly forbidden in the committee.

Rule 1.5 - Note Passing

Cross-talking during a formal session is not allowed when other delegates are
making a speech. Delegates can communicate by writing notes and passing
them to other delegates. However, note passing is not permitted during the
voting procedure.

Rule 1.6 - Decorum

Refrain from using pronouns in the first person, but rather in the third person as
you are representing your country’s view. If you want to make a speech, raise your
placard and wait for the Chairs to recognize you and grant you the floor. Do not
interrupt when another delegate is making a speech. No swearing, slang words,
or insult gestures are allowed.

Plagiarism is strictly prohibited in all working documents at the conference. If any


delegate is found committing an act of plagiarism without reference, that
delegate is disqualified from award certification, unless otherwise stated under
the discretion of the Chairs. APA, MLA or Chicago Manual footnote style is
acceptable.

Rule 2.2 - Reuse of Resolutions

While all resolutions are required and highly encouraged to be written before the
conference, reusing resolutions from past conferences is prohibited. It will be
considered plagiarism and treated as rule 2.1 has stated.

Rule 2.3 - Disciplinary Measures

Any infraction that insults or disrespects other delegates, the Chairs, or working
staff may lead to disciplinary measures ranging from a warning to immediate
expulsion from the conference.

VOTINGS

Rule 3.1 – Voting rights

Each member of the Committee shall have one vote. If there are any special
voting circumstances, the Chairs will notify. For any procedures or motions carried
out, depending on the chair’s decisions, the following situations may happen:

Rule 3.2 - Acclamation

When voting by acclamation, the Chairs would call upon all members who
disagree with the decision to raise their placards. The decision would only pass if
every member in the Meeting agrees with it.

Rule 3.3 - Procedural voting

UNA-USA rules of procedure requires delegates to vote on the procedure of the


debate. The two most popular procedures are “Moderated Caucus” and
“Unmoderated Caucus” besides other motions listed below. Members cannot
abstain and a simple majority is the only requirement to pass.

Rule 3.4 - Substantial voting

Draft resolutions and amendments are two major things commonly voted on
during this voting procedure. Delegates are able to abstain themselves from
voting - choosing not to vote if they chose “Present” during the roll call . Unlike the
first voting procedure, substantial voting requires at least ⅔ of the house in order
to proceed

If ⅔ of the house is not reached, then “Motion to divide the house” can be used.
This means that the voting procedure will take place once again, with no
abstentions.

UNA - USA RULES OF PROCEDURE

This is the standard UNA - USA rules of procedure. UNA - USA is widely considered
a more advanced type of MUN than its counterpart - the THIMUN rules of
procedure. As such, during the debate, the chairs can make slight adjustments to
the procedure so that it is easier to follow for less experienced delegates.

UNA-USA Rules of Procedure’s main parts include:

BEFORE THE DEBATE

Rule 4.1 - Roll Call

At the beginning of the session, Roll Call is used to establish quorum in the
committee. In alphabetical order, delegates are read-out from all those
represented in the committee.

● If delegate is presented and wish to have abstention as a voting option for


substantive matters, reply “Present”

● If delegate is presented but do not wish to vote abstain for substantive


matters, reply “Present and Voting”

At the end of Roll Call, the quorum will be set. The quorum states that the
committee needs to have at least one-third of the delegates to engage in debate,
writing, voting, and other activities of the committee session. We highly
encourage every delegate to participate so that we may have a successful
conference.

Rule 4.2 - Open Debate

This motion is used when commencing the start of the debate for a topic. A
simple majority (almost always reached) is required to pass this motion

Rule 4.3 - Set the Agenda

When delegates want to arrange the order in which the topics will be discussed,
they can raise this motion. There need to be two speakers, one “for” and one
“against” the proposed topic. A simple majority is needed to pass this motion

Rule 4.4 - General Speakers List (GSL) and Opening Speeches

The chairs will call for a motion to open the General Speaker’s List. This motion is
adopted with no voting required (The default speaking time in General Speaker's
List is always 90 seconds, if any delegate would like to change they must state
Motion to Change the Speaking time, and voting will require ½ majority to pass)

At this time, chairs will call for delegates wishing to speak, and delegates who
raise their placards will be put on the GSL and arranged to talk under the chairs’
discretion

For the first time of GSL, delegates who speak are required to state their Opening
Speeches. The main purpose of Opening Speeches is for delegates to introduce
their stances and opinions on the matter of discussions.

From the second time onward that the GSL is opened again during the formal
debate, the speech could be about anything related to the main topic.

Delegates can also use notes to send to the chair in order to put their name in the
GSL.

DURING THE DEBATE

Rule 4.5 - Moderated Caucus

Any delegate can call for a moderate caucus. When calling for one, delegates
must include a brief explanation about the topic being discussed, the time limit of
the caucus (often 20 minutes or less) as well as speaking time for each delegate
(usually 1 minute to 1 minute and 30 seconds) that is divisible by the time limit.
There are no motions and yields. This time acts as a period in which delegates can
stand up and express their opinions in an order made by the chairs. If there are no
delegates wishing to speak, the caucus ends.

A simple majority is needed to pass this motion.

Rule 4.6 - Unmoderated Caucus

Unlike its moderated counterpart, during an unmoderated caucus, delegates are


free to roam around the committee room. Delegates may use this time to freely
address their viewpoints to other members of the house. Delegates can also team
up to write amendments, form blocs, or simply work on their draft resolutions.

Any delegates can raise this motion, which will then be voted on by the house. A
simple majority is required to pass this motion

Rule 4.7 - Motion to Introduce Draft Resolution/Working Paper

Require delegates to submit Draft Resolution/Working Paper to Chairs and


approved after checking the format before introduction. One sponsor can rise up
to propose a motion and the committee will vote upon this.

Rule 4.8 - Debate on Draft Resolution/Working Paper

Sponsors rise up and read out Operative clauses one by one. The Chairs will then
allow for 2 - 5 minutes of silent reading. Afterward, 5 minutes of discussion will be
opened for POIs from other delegates to the Sponsors.

The Chairs will call upon 2 speakers to speak for and 2 speakers to speak against
the Draft Resolution. Each speaker will be allowed for 1 minute of explanation. If
there is no speaker speaking for/against, the Draft Resolution will automatically
pass/fail.

The debate will then proceed with the Moderated and Unmoderated Caucus.
During this time of discussion and debate, allow for amendments to start sending
out to the Chairs and must be in note form.

Rule 4.9 - Debate on Amendments

Delegates will motion to Introduce Amendment (if have and already submitted
and recognized by the Chairs).

There are 2 types of Amendments:

- Friendly Amendment is signed by all sponsors and it is automatically added to


the Draft Resolution/Working Paper.

- Unfriendly Amendment is an amendment not agreed by all sponsors and


requires 2 speakers to speak for and 2 speakers to speak against its content.
Afterward, the floor is opened and the debate can proceed.

Rule 4.10 - Voting motions on Draft Resolution/Working Paper/Amendment.

After entering the Voting procedure (which requires voting on), delegates must
motion for the type of Voting procedure as one of the following (don’t allow
mixing voting type)

- Motion to Vote by Roll Call: Each delegate stands up and states: Yes/No/Yes
with Rights/No with Rights/ Pass (only allow for ‘Present’ delegates) and
requires ⅔ majority to pass.

- Motion to Divide the House: There is only Yes or No to Draft


Resolution/Working Paper as a whole (no abstention allowed) and requires ⅔
majority to pass.

- Motion to Divide the Questions: Delegates will vote on Operative clauses one
by one and each requires ⅔ majority to pass.

ENDING THE DEBATE

When ending the debate, delegates have the following options (depending on
the current flow and topic in the discussion of the council).

Rule 4.11 - Tabling and resuming a topic

This motion is in order whenever the floor is open

- Motion to table: Delegates may raise this motion to move on to the next topic
of discussion. This motion requires a ⅔ majority to pass. Once tabled, no
debate will take place on the topic. Requires a speaker “for”, a speaker
“against” for the next topic.

- Motion to resume: Delegates can raise this motion to go back to the


previously tabled topic. Requires a simple majority to pass and one speaker
“for”, one “against”.

Rule 4.12 - Adjournment and suspension of the committee

- Suspension of the meeting: The debate session will be suspended for a period
of time specified by the delegate raising this motion. It only requires a simple
majority vote. If passed, the committee will take a short break until the time
elapses.

- Adjournment of the Meeting: Usually raised by the chair. Motion raised when
all orders of business have been completed.

- Adjournment of the Debate: Delegates may call for this to table a draft
resolution or amendments. This would allow the committee to move on to the
next items. Requires a simple majority to pass. If needed, two delegates can
speak in favor of the motion, while two others against. This takes place before
the voting procedure.

Rule 4.13 – Points & Motions

Points and motions are the formal tools for the delegates to communicate with
the Dais Board and their fellows during the committee session. All points and
motions must be permitted by the Chairperson/voted upon.

When a point/motion is “debatable”, there will be 2 speakers speaking for the


point/motion and 2 speakers speaking against the point/motion before
proceeding to the voting procedure.

Rule 4.13.2 - Second and Objection

For some motions raised by the delegates, due to their low complexity and
influence to the conference, Chairs may skip the normal Voting procedure and
replace it with a simpler one using Second and Objection. In that case, if there’s at
least 1 Second and no Objection, the motion automatically passes. On the other
hand, if there’s at least 1 Objection, the committee will move back to the normal
Voting procedure.

1. Why Research in Model UN?


- In the real world, each and every nation has their own historical,
socio-economic, geo-political, and religious identity that may altogether
shape their from slightly to very different perspectives on a common
problem and their approaches to it;
- In its very essence, the nature of the Model UN activity is to simulate the
discussion of realistic problems faced by existing nations, thus requires
delegates, or role-players, to understand the situation and intention of their
own characters to reflect the true complexity of resolving the issues
together as an interconnected yet so different international community;
- Academic Research is a skill that not only UEH MUN but almost all Model
UN organizers hope to equip our delegates with, which may be employed
beyond the course of their MUN journey to their current and future
academic life.

delegates to come up with further innovative yet realistic measures that
