WELCOMING LETTER
We live in a modern world where people, especially the young, have to work and
improve themselves quickly to become great citizens and adapt to globalization.
That journey required young people today to prepare themselves with knowledge
about their jobs, social and environmental information, and language skills.
Therefore, SSID is pleased to bring UEH MUN to students to help young people
improve and prepare the best for the future.
Model United Nations is a meaningful playground for the young who want to raise
their voices about politics, culture, and social issues. Because each state has
unique interests and concerns, writing, negotiating, and passing resolutions is
challenging. Every stage of the process demands creativity and diplomacy.
Signing this letter off, we would like to express our sincerest gratitude to everyone
present. Thank you for choosing UEH MUN 2023 as your destination this summer.
Let this letter be a reminder that MUN is more inclusive than you may think: If
you're a newcomer, SSID is more than happy to guide you on your first steps, and
if you're a veteran, thank you for giving UEH MUN a chance to challenge you on
your academic journey. Thank you for your trust and support for our organization
throughout the years.
Lastly, it is our pleasure to have you on this journey, to experience, and to learn.

The table above only shows a general suggestion for clothing options and yes,
‘ladies’ can wear whatever a ‘gentlemen’ can and vice versa as long as the clothes
are formal.
In UEH MUN 2023, the committees that will use The United Nations Association of
the United States of America (UNA-USA) Rules of Procedure.
GLOSSARIES
Unmoderated Caucus: A period when delegates may move around and discuss
informally.
Moderated Caucus: A period when delegates discuss formally in a set order and
time.
Majority:
DIPLOMATIC CONDUCT
Show common courtesy to your fellow Delegates, Chairs, and any administrators
working at the venue. Every participant is expected to maintain a professional and
diplomatic courtesy during the conference, showing respect to venue staff and its
other guests.
Dress in Western business attire, including jackets, shirts, blouses, trousers, skirts,
and appropriate shoes. Please refrain from wearing national or political symbols
during the conference. An exception is made for UN symbols or its relevant
bodies.
The official language for UEH MUN 2023 is English. Please refrain from using your
native language during formal and informal sessions.
Electronic devices are only permitted during the lobbying session in the
conference to write the draft resolutions. Other than that, electronic devices
including phones and laptops are strictly forbidden in the committee.
Cross-talking during a formal session is not allowed when other delegates are
making a speech. Delegates can communicate by writing notes and passing
them to other delegates. However, note passing is not permitted during the
voting procedure.
Refrain from using pronouns in the first person, but rather in the third person as
you are representing your country’s view. If you want to make a speech, raise your
placard and wait for the Chairs to recognize you and grant you the floor. Do not
interrupt when another delegate is making a speech. No swearing, slang words,
or insult gestures are allowed.
RULES INFRACTION
While all resolutions are required and highly encouraged to be written before the
conference, reusing resolutions from past conferences is prohibited. It will be
considered plagiarism and treated as rule 2.1 has stated.
Any infraction that insults or disrespects other delegates, the Chairs, or working
staff may lead to disciplinary measures ranging from a warning to immediate
expulsion from the conference.
VOTINGS
Each member of the Committee shall have one vote. If there are any special
voting circumstances, the Chairs will notify. For any procedures or motions carried
out, depending on the chair’s decisions, the following situations may happen:
MAJORITY DESCRIPTION
When voting by acclamation, the Chairs would call upon all members who
disagree with the decision to raise their placards. The decision would only pass if
every member in the Meeting agrees with it.
Draft resolutions and amendments are two major things commonly voted on
during this voting procedure. Delegates are able to abstain themselves from
voting - choosing not to vote if they chose “Present” during the roll call . Unlike the
first voting procedure, substantial voting requires at least ⅔ of the house in order
to proceed
If ⅔ of the house is not reached, then “Motion to divide the house” can be used.
This means that the voting procedure will take place once again, with no
abstentions.
This is the standard UNA - USA rules of procedure. UNA - USA is widely considered
a more advanced type of MUN than its counterpart - the THIMUN rules of
procedure. As such, during the debate, the chairs can make slight adjustments to
the procedure so that it is easier to follow for less experienced delegates.
At the beginning of the session, Roll Call is used to establish quorum in the
committee. In alphabetical order, delegates are read-out from all those
represented in the committee.
At the end of Roll Call, the quorum will be set. The quorum states that the
committee needs to have at least one-third of the delegates to engage in debate,
writing, voting, and other activities of the committee session. We highly
encourage every delegate to participate so that we may have a successful
conference.
This motion is used when commencing the start of the debate for a topic. A
simple majority (almost always reached) is required to pass this motion
When delegates want to arrange the order in which the topics will be discussed,
they can raise this motion. There need to be two speakers, one “for” and one
“against” the proposed topic. A simple majority is needed to pass this motion
The chairs will call for a motion to open the General Speaker’s List. This motion is
adopted with no voting required (The default speaking time in General Speaker's
List is always 90 seconds, if any delegate would like to change they must state
Motion to Change the Speaking time, and voting will require ½ majority to pass)
At this time, chairs will call for delegates wishing to speak, and delegates who
raise their placards will be put on the GSL and arranged to talk under the chairs’
discretion
For the first time of GSL, delegates who speak are required to state their Opening
Speeches. The main purpose of Opening Speeches is for delegates to introduce
their stances and opinions on the matter of discussions.
From the second time onward that the GSL is opened again during the formal
debate, the speech could be about anything related to the main topic.
Delegates can also use notes to send to the chair in order to put their name in the
GSL.
Any delegate can call for a moderate caucus. When calling for one, delegates
must include a brief explanation about the topic being discussed, the time limit of
the caucus (often 20 minutes or less) as well as speaking time for each delegate
(usually 1 minute to 1 minute and 30 seconds) that is divisible by the time limit.
There are no motions and yields. This time acts as a period in which delegates can
stand up and express their opinions in an order made by the chairs. If there are no
delegates wishing to speak, the caucus ends.
Any delegates can raise this motion, which will then be voted on by the house. A
simple majority is required to pass this motion
Sponsors rise up and read out Operative clauses one by one. The Chairs will then
allow for 2 - 5 minutes of silent reading. Afterward, 5 minutes of discussion will be
opened for POIs from other delegates to the Sponsors.
The Chairs will call upon 2 speakers to speak for and 2 speakers to speak against
the Draft Resolution. Each speaker will be allowed for 1 minute of explanation. If
there is no speaker speaking for/against, the Draft Resolution will automatically
pass/fail.
The debate will then proceed with the Moderated and Unmoderated Caucus.
During this time of discussion and debate, allow for amendments to start sending
out to the Chairs and must be in note form.
Delegates will motion to Introduce Amendment (if have and already submitted
and recognized by the Chairs).
After entering the Voting procedure (which requires voting on), delegates must
motion for the type of Voting procedure as one of the following (don’t allow
mixing voting type)
- Motion to Vote by Roll Call: Each delegate stands up and states: Yes/No/Yes
with Rights/No with Rights/ Pass (only allow for ‘Present’ delegates) and
requires ⅔ majority to pass.
- Motion to Divide the Questions: Delegates will vote on Operative clauses one
by one and each requires ⅔ majority to pass.
When ending the debate, delegates have the following options (depending on
the current flow and topic in the discussion of the council).
- Motion to table: Delegates may raise this motion to move on to the next topic
of discussion. This motion requires a ⅔ majority to pass. Once tabled, no
debate will take place on the topic. Requires a speaker “for”, a speaker
“against” for the next topic.
- Suspension of the meeting: The debate session will be suspended for a period
of time specified by the delegate raising this motion. It only requires a simple
majority vote. If passed, the committee will take a short break until the time
elapses.
- Adjournment of the Meeting: Usually raised by the chair. Motion raised when
all orders of business have been completed.
- Adjournment of the Debate: Delegates may call for this to table a draft
resolution or amendments. This would allow the committee to move on to the
next items. Requires a simple majority to pass. If needed, two delegates can
speak in favor of the motion, while two others against. This takes place before
the voting procedure.
Points and motions are the formal tools for the delegates to communicate with
the Dais Board and their fellows during the committee session. All points and
motions must be permitted by the Chairperson/voted upon.

For some motions raised by the delegates, due to their low complexity and
influence to the conference, Chairs may skip the normal Voting procedure and
replace it with a simpler one using Second and Objection. In that case, if there’s at
least 1 Second and no Objection, the motion automatically passes. On the other

Voting procedure.

➢ A Position Paper may be considered plagiarism in UEH MUN 2023 if either
a. There is no citation for all the used resources;
b. The writer copy and paste a full sentence or more in the original
documents without any kind of quotation or citation.
➢ How to avoid plagiarism?
a. Provide sufficient citation, including the name of the author, the title of the
original documents, the published date, and link to the text (for online
resources). You may cite in one of the following two ways:

- Bibliography (list all the aforementioned information of each resource at
the end of your Position Paper)
b. Try to understand the information provided in the original text to develop
your own idea(s) based on those facts and write it down in your own
