1.0 GENERAL
The scope of this document is to describe the procedure for the update or revision of specifications for
the Marafiq Power and Water Utility Company. This specification provides guidelines for good
engineering practice and general standardization of the Specifications and should be adopted in the
revision of existing specifications.

Specification Waiver
A spec waiver is a deviation or change to the Marafiq Specifications that applies to one vendor,
contractor or circumstance. Generally the change is made as a concession because of special
circumstances; it is documented on a Waiver Request Form which is part of the Specification Waiver
Procedure referenced above. An approved spec waiver does not always require a specification update.

Special Provisions
Approved waivers and changes that apply to all situations and circumstances within Marafiq are to be
considered as Special Provisions. Special Provisions shall be established and identified by Department
Managers and/or Specialist Engineers and shall be incorporated as updates and revisions in the existing
specifications.
3.1 In the cases where there has been a significant change to either the specification or a referenced
Industry Standard/Practice, the specification may require to be updated or revised. Specifications
may also be revised based on learnings from within the existing Marafiq facilities due to
maintenance, operational or safety reasons. The decision on when a revision change shall be made to
a specification is at the discretion of the discipline Department Manager or a Specialist Engineer in
the topics covered by the specification for which the revision is being considered.
3.5 Specifications shall be reviewed once every 5 years by the responsible department to determine if the
specification needs to be revised based on the revision criteria mentioned in the above paragraphs. In
case of a complete update of the Code on which the specification is based, it is advised that the
specification be revised within one year of the code update.
4.1 Specifications will be submitted to the Project Engineering Manager for review and approval. The
responsible discipline engineers from disciplines other than the initiating discipline shall review the
specification for compliance with the current Marafiq and Industry Standards and endorse the
specification or provide comments.
4.2 If the specification modifications are assessed to have impact on Operations or Health, Safety and
Environment, the specification review cycle should also include a representative from these
departments. In such cases an endorsement of the specification is necessary from a designated
Operations or HSE department representative.
4.3 The responsible Specialist or discipline engineer initiating the specification will initial the final
specification for approval signature by the Project Engineering Manager. Specifications shall not be
revised and reissued unless approved by the Project Engineering Manager.
