Powder River Kid continued
friends in the Miles City area and beyond.
If you recall by my article, Sam and other fellow
cowboys were in Billings, Montana at Lottie Miller’s
place of “horizontal refreshment” which was in the red
light district of town in the year 1892.
Sam was a little smitten with one of the girls, so
when fellow cowboy Harry Turner, who was a stranger
in Billings, started quarreling with one of the girls and
was beating her, she screamed for help.
Sam realized that it was “his girl” and immediately
came to her rescue by going up to Turner and hitting
him over the head with his revolver.
Turner turned around a bit stunned by the blow and
grappled with Sam to get his gun. The gun discharged
and Turner slowly fell to the floor.
Sam and witnesses claimed it was in self defense
and a knife thought to belong to Turner was discovered
on the floor close to him.
Now, Turner was a cowboy in the Miles City area
and was known as a very quarrelsome man which was
thought that Sam and him had had run in’s before there
incident at Lottie’s.
Sam left Lottie’s place quickly but Billings
Constables went after him where they found him on a
ranch near the river bank and he surrendered to them.
Well, the Powder River Kid went to trial and was
sentenced for murder in the second degree.
The Judge made Sam an example because there
had been a case of murder six months before this one
and the murderer had been sentenced to 20 years on
that account!
The Judge stated that since this would not deter
murder in Billings, he sentenced Sam to 25 years in the
state pen. Sam started his prison sentence October 8,
1892.
According to the Old Museum Prison history, the
prison started to be built by 1870.
By the time Sam was first incarcerated there, it was
about the time that Warden Frank Conley thought that
prisoners should work instead of staying in their cells.
So one of the first projects was to tear down the
12 foot wooden fence that was in place and started
building a 4 foot thick, sandstone solid perimeter
around the prison and build a new cell log house for the
over crowding of the prison.
There seemed to be a lot of criminal activity at that
time period in Montana Territory, so Warden Conley

Also at that time, the warden started a prison
work camp where the prisoners would live and be
“hired out” for both public and private work.
The program was very successful and those
inmates that did well, enjoyed more freedom with no
chains and no cells. This according to the Old Prison
Museum history website.
Through the years, Sam’s sister Lucy A. Russell-
Hill who lived on a large ranch outside of Miles City,
fought long and hard to get her brother pardoned. In
the end, most of the elite and powerful in Miles City
including ex-judges, attorneys, merchants and even
the Governor of Tennessee, the Honorable Benton
McMillin, wrote Montana’s Governor Smith to have
Sam pardoned. There was even support from prison
contractors to release him.
Governor McMillin knew the Russell family and
Sam when he was younger.
Montana’s Governor Smith pardoned Sam on
December 18, 1900, eight long years after entering
Deer Lodge Prison.
The Powder River Kid decided to settle down in
In Elmer Keith’s book “Hell, I was there” he writes
about his friend, Samuel Russell, the Powder River
Kid. (Keith was instrumental in the development
of the first magnum revolver cartridge, the .357
Magnum, as well as the later .44 Magnum and .41
Magnum cartridges plus being an author of many
books and magazine articles), Keith also developed
a new lead bullet design which is now known as the
“Keith type” bullet.
Through his writings we found out that in his
earlier years, Sam was a look out for the faro tables
and poker tables in the saloons throughout the
Southwest.
Keith stated, “he was a small man but one of
the fastest men I have ever seen with a single action
Colt! I used to go in and get a haircut and Sam would
pull the curtains down, get out his guns and give me
lessons on quick draw work.”
“He used a holster in his hip pocket and carried
six rounds to one side of the muzzle of the gun,
exactly fitting the pocket of his pants, and the butt of
the gun was to the right. He would slip his hand in
under that gun and come out with it as fast as I ever

seen, and he was very accurate!”
Note: On Sam’s prison card, it states that he had had
both arms broken and that they were crooked. This
just might be why Sam used the hip pocket for his
holster.
He goes on to tell a story about Sam getting
into trouble while Keith was away on a job with the
government. He said, Sam got in trouble while he was
in the saloon, in a poker game in the back. A big
man got smart with Sam and ordered him to come
and have a drink along with everyone else, Sam didn’t
hear him at first and when the guy said “come on you
little s.o.b. I mean you too”… Sam said “say it with a
smile mister and I’ll be with you”.
The big guy said he wouldn’t and Sam told him
“Mister, I never took that from no man, I won’t take
it off you! I am unarmed but I’ll be back”.
He left to get his .45 and the bartender told the
big man he was in trouble now. The big man said he
wasn’t worried about the little guy and pulled his gun
and watched the front door waiting for Sam!
But Sam didn’t come back in through the front
but came in the back door. The big man heard the
door creak and whirled around to shoot but wasn’t
fast enough and Sam shot him first through the right
arm and through his body and down he went!
The Judge gave Sam three years for that shooting
and the Judge even kept Sam’s gun! Bastard!
Well, after Sam got released out of the
penitentiary, he got a friend to get back his gun, later
on, Elmer was able to trade for it and wore it for years!
Through the years living and working as a barber
in Helena he met a young lady and married and settle
down…. Somewhat.
In news articles, he also “hired out” to the
Marshall’s office to help transport very bad criminals
to Leavenworth, Kansas. He got himself in trouble
on one of those trips and ended up with a bullet in his
leg. But that is another story…
Sam was well known to have collected through
the years many gold pieces and gems and even had
articles printed on his beautiful collection.
So my “Uncle Sam” knew many old outlaws and
famous gunmen and used to tell stories about them to
his friends. He had stated he was related to Wild Bill
Hickok and I would not be surprised at all on this since
he left home at the age of about 10 or 11 years old and
punched cattle down in Texas for awhile then headed up
He knew famous outlaw Jim Cummins from the
notorious Quantrills Raiders in the Civil War and then
Jim rode with the James-Younger gang after the war.
Sam stated that he was really surprised that Jim
died before him since Sam had been in many gun
battles through the years and had escaped death too
many times.
My “Uncle Sam” was rather quiet about his
adventures in life to the public but when around
family and close friends he would be more outgoing
on sharing his life stories. I am just now getting more
information on Samuel M. Russell, The Powder
River Kid, and am getting the opportunity to share
this information with you and will have more as the
information comes in.
For instance just this AM I have located a
newspaper clipping from Broadus, MT that states
Powder River County, got its name from frequent gun
battles in the days of such characters as the truculent
“Powder River Kid” the Northwest counter part of
“Billy The Kid”.
And so it goes!

What will the proposed $8.58 Million Dollar Facility
Improvements Bond include?
**Day 10 Tidbit**
What would have the last “activity-based” bond
paid for in 2013 and what is that cost difference
today?
In March of 2013; the Glasgow School District
had the opportunity to pass a secondary facilities
bond in the amount of $2 Million. That bond called
for these same Scottie Field improvements. Including
a NEW All-Weather Track, Artificial Football AND
Softball Field. It also included full paving of the High
School Parking Lot and the enclosure of the courtyard
commons area at the front of GHS (surrounding the
Scottie Dog statue). That bond 10 years ago failed
with 41% out of the 2,082 voters voting in FAVOR of
the project.
Now in 2023; the amount is $5 Million for a NEW
All-Weather Track, Artificial Football Field, and LED
field lighting. (58% of current proposed bond)
Due to the ever-rising cost of materials, labor, and
equipment costs. (Overall inflation) This same project
from 2013, not including a softball field, a paved
parking lot, or an enclosed courtyard now comes with
a price tag that is two and a half times higher. Punting
these projects down the road will not save money and
it becomes increasingly difficult to make it a reality.
What does this cost become by 2025?

Over 45% of the yearly payment on this school bond

* Montana Dakota Utilities - Gas Distribution

* Cottonwood Inn Inc.
* Norval Electric Cooperative Inc.
* Williston Basin Interstate Pipeline
The Glasgow Middle School’s roof has not had
any MAJOR repairs in 40 years. During the 1983 and
84 school years. $154,000 for those 2 years of repairs
at the time (The same year as the time as the 2nd
addition to the Middle School building).
