साववजननक ननवड ससधदांताचे इतर नायक : बुकानन , डॉन्स, ऑल्सॉन, िुलॉक, समचेल , ननस्कानेन आणि ओपेनहायमर
त्यांनी प्रशासकीय अहं काराचा ससधदांत मांडला, ज्याम्ून असे सुधचत होते की, वास्तवातील नोकरशाही ही लोकहहत
ववरो्ी असते स्वतःची वध
ृ दी करिे आणि त्यासाठी स्त्रोत हाताळण्यास अनुकूल असते.
2 ) नव िे लरवाद (Neo-Taylorism) :
➢ नव िे लरवाद पारं पररक Model (weberian Bureaucratic model) मधये बदल करण्यासाठी अनेक तत्त्वांचे
समथवन करते.
➢ तथावप, न.सा.व्यवस्थापनाचा मुख्य भर हा लोकप्रशासनात खाजगी क्षेत्रातील व्यवस्थापन पधदती
अवलंबण्यावर आहे.
➢ मोहहत भट्िाचायव यांनी नव िे लरवादयांनी केलेल्या सुचनांचे खालील प्रमािे सारांश हदले आहे :

ू व ननष्श्चत लक्षयांच्या ववरूद् वास्तववक कृत्ये मोजण्यासाठी कायवप्रदशवन/कामधगरी
मुल्यांकन/मुल्यमापन तंत्राचा वापर करिे.
➢ ऑसबॉनव & गेबलर यांनी त्यांच्या ‘Reinventing Government’ या पुस्तकात सरकारच्या नवीन मॉडेलची
सूचना /वक्रकली केली, ज्याला त्यांनी ‘उदयोजक सरकार’ (Entrepreneurial Govt.) म्हिले.
➢ ऑसबॉनव चा सारांश : “आम्हाला अध्क सरकारची गरज नाही , आम्हाला चांगले सरकार हवे आहे”. अध्क
स्पटिपिे सांगायचं तर आम्हाला सश
ु ासनाची गरज आहे.

Osborne and Gaebler have identified 10 Goals ( features/principles) of New Public Management
(Entrepreneurial Government) :

दे ऊन धयेय साधय करण्याऐवजी बाजार पुनरवचना करून साधय करिे.
अलीकडील काही वर्ाांत ‘ससष्व्हल सोसायिी’ हा शब्द राजकीय, प्रशासकीय आणि बौदध्क चलनाचा आनंद
घेण्यासाठी आला आहे.
तथावप, याचा बऱ्यापैकी लांब इनतहास आहे. पारं पाररकपिे, ‘राज्य’ आणि ‘ससष्व्हल सोसायिी’ या दोन शब्दांचा
उपयोग आंतर-पररवतवनशील आणि समानाथीपिे केला गेला. हा कल अठराव्या शतकापयांत कायम राहहला.
जी.डब्ल्यू.एफ. हेगल हे पहहले राजकीय तत्ववेत्ता होते ज्यांनी ससष्व्हल सोसायिीला राज्यातून वेगळे केले आणि
त्यात भेद केला. एकोणिसाव्या शतकात त्याच्यापाठोपाठ कालव माक्सव आणि फ्रेड्रिक एंगेल्स होते. ववसाव्या शतकात
अँिोननयो ग्रॅम्सी (Antonio Gramsci) यांनी ससष्व्हल सोसायिीच्या संकल्पनेचे ववश्लेर्ि केले.

वैसशटट्ये :
ससष्व्हल सोसायिीची वैसशटट्ये अशी आहेत:
➢ हे राज्य नसलेल्या संस्थांना संदसभवत करते. (Non state institutions)
➢ यामधये समाजातील बरीच जागा व्यापली जाते.
➢ हे संघहित सोसायिीचा संदभव दे ते.
➢ त्यात राज्य (राजकीय समाज) आणि कुिुंब (नैसधगवक समाज) यांच्यात दरम्यानचे असलेले गि आहेत.
➢ हे स्वायत्त असले तरी ते राज्याच्या अध्काराच्या अ्ीन आहे.
➢ हे संघिनेचे स्वातंत्र्य, ववचारांचे स्वातंत्र्य आणि इतर नागरी आणि आधथवक हक्कांचे अष्स्तत्व सूधचत
करते.
➢ हे सामान्य लोकांच्या भल्यासाठी आहे.
➢ हे अध्राज्यवाद आणि ननरं कुशतेचा ववरो् करते.(opposses authoritarianism and totalitarianism)
➢ हे व्यक्तीस सशक्षक्षत करून नागररकत्व समळवून दे ते.

ब्रिहिश ससद्ांतवादी जॉन केन यांनी ससष्व्हल सोसायिी बददलच्या सधयाच्या सकारात्मक ववचारसरिीचा सारांश
हदला आहे : “ससष्व्हल सोसायिी हे स्वातंत्र्याचे क्षेत्र आहे ही लोकशाहीची अि म्हिून त्याचे मूलभूत मूल्य अचूकपिे
अ्ोरे णखत करते; ससष्व्हल सोसायिी नसल्यास राजकीय-कायदे शीर चौकिीत त्यांची ओळख, हक्क आणि कतवव्ये
ननवडण्याची क्षमता असलेले नागररक असू शकत नाहीत. ”
लॅ री डायमंड म्हिाले: "लोकशाही - ववशेर्त: ननरोगी उदारमतवादी लोकशाही - लोकशाहीसाठी संघहित, आपल्या
रूढी आणि मूल्यांकडे साम्य असलेली आणि केवळ असंख्य संकुधचत स्वारस्यांसाठी नव्हे तर मोठ्या, सामान्य,
नागरी िोकांसाठी वचनबद् अशी जनता आवश्यक आहे. अशी नागरी जनता केवळ दोलायमान (vibrant) नागरी
समाजातच शक्य आहे”.

USA मधये ससष्व्हल सोसायिी अत्यंत ववकससत आहे, तर भारतात हे 1970 च्या दशकापासून वेगाने वाढत आहे.
नीरजा गोपाल जयल यांच्या शब्दांत, “भारताववर्यी असे मत मांडले गेले आहे की ससष्व्हल सोसायिी, राज्याच्या
ववरो्ाच्या अथावने ववकससत झाली आहे, तर ससष्व्हल सोसायिी, संघिनांच्या गिात नाही.”
नीरा चां्ोके म्हिाले, "भारतातील ससष्व्हल सोसायिी जातीयता आणि आपुलकीच्या संबं्ांवर आ्ाररत क्रकं वा
्ासमवक एकब्रत्रकरिावर आ्ाररत सामाष्जक समूहांची एक प्रवाही/अष्स्थर संघिना आहे”.
राजेश िं डन यांनी भारतातील ससष्व्हल सोसायिी असोससएशनचे पाच प्रकार केले आहेत:
1) जाती, जमात (Tribes) क्रकं वा वांसशकतेवर आ्ाररत पारं पाररक संघिना.
2) रामकृटि समशन, इस्लासमक संस्था इत्यादीसारख्या ्ासमवक संघिना.
3) अनेक प्रकारच्या सामाष्जक चळवळी , उदा. (अ) ष्स्त्रया क्रकं वा आहदवासी अशा एखादया ववसशटि गिाच्या
गरजांवर लक्ष केंहद्रत करिाऱ्या चळवळी
(ब) हुंडा क्रकं वा मदय यासारख्या सामाष्जक दटु कृत्याला स्ु ारण्यासाठी चळवळी
(क) ववकास कामांमळ ु े ववस्थापनांच्या ववरो्ातील आंदोलन करण्यासाठी चळवळी
(ड) नागरी स्वातंत्र्य मोहहमे क्रकं वा भ्रटिाचारववरो्ी मोहहमेसारख्या कारभारावर लक्ष केंहद्रत करिाऱ्या चळवळी
4) वववव् प्रकारच्या सदस्य संस्था. उदा.,
(अ) कामगार संघिना, शेतकरी संघिना यासारख्या प्रनतनन्ी
(ब) वकील, डॉक्िर इत्यादींच्या संघिना
भूसमका :
नागरी संस्था संघिन (स्वयंसेवी क्रकं वा गैर सरकारी संस्था) कल्याि आणि ववकास प्रशासनात महत्वाची भसू मका
बजावतात.
तथावप, येथे नमूद करिे आवश्यक आहे की स्वयंसेवी संस्थांची भूसमका सरकारच्या प्रयत्नांना पूरक
ठरते आणि त्याच्याशी स्प्ाव करत नाही.
➢ समल्िन एस्मान यांनी ववकासाच्या चार एजन्सी जसे की, राजकीय व्यवस्था, प्रशासकीय यंत्रिा, मास
मीड्रडया आणि स्वयंसेवी संस्था ओळखल्या.
➢ त्यांना वािले की ववकासात्मक प्रक्रियेत स्वयंसेवी संस्थांच्या सहभागास तीन गुि (merits) आहेत, ते
म्हिजे एकतेची भावना, ननिवय प्रक्रियेत सहभाग आणि सरकारसह ववकास संस्थांशी संवाद सा्ण्याची

➢ प्रख्यात अथवशास्त्रज्ञ आणि ननयोजन आयोगाचे माजी सदस्य राज कृटिा यांच्या मते स्वयंसेवी संस्था
सरकारी संस्थांपेक्षा तीन बाबींमधये श्रेटठ आहेत: (अ) गररबांचे दःु ख कमी करण्याच्या कायावत त्यांचे
कामगार सरकारी कमवचाऱ्यांपेक्षा अध्क प्रामाणिकपिे समवपवत होऊ शकतात (ब) सरकारी कमवचाऱ्यांपेक्षा
ग्रामीि भागातील गरीब लोकांशी त्यांचा चांगला संबं् असू शकतो आणि (क) कठोर नोकरशाही ननयम
व कायवपद्ती नसल्यास ते अध्क लवधचकतेने काम करू शकतात.
➢ एल.एम. प्रसाद आिखी दोन मुददयांची भर घालतात : (अ) त्यांचे प्रयत्न सरकारी यंत्रिांपेक्षा अध्क
क्रकफायतशीर आहेत आणि (ब) ते सरकारी संस्थांपेक्षा ववकासाच्या प्रयत्नांमधये लोकांचा सहभाग वाढवू
शकतात.
मयावदा :
तथावप, स्वयंसेवी संस्थांवर वववव् मयावदा असतात :

व्याख्या :
The following definitions can be noted in this regard:
L.D. White: “The process of transfer of administrative authority from a lower to a higher level of
government is called centralisation; the converse (त्याच्या उलि) , decentralisation.”
Henry Fayol: “Everything that goes to increase the importance of the subordinate’s role is
decentralisation, everything which goes to decrease it is centralisation.”
प्रकार :
➢ सामान्यत : ववकेंद्रीकरि हे दोन प्रकारचे आहे - राजकीय आणि प्रशासकीय.
➢ प्रशासकीय ववकेंद्रीकरि पुन्हा क्षेत्रीय (अनुलंब) ववकेंद्रीकरि (territorial (vertical)
decentralisation) आणि कायावत्मक (क्षक्षनतज) ववकेंद्रीकरि (functional (horizontal)
decentralisation) मधये ववभाष्जत आहे.
1) राजकीय ववकेंद्रीकरि याचा अथव : जसे भारतातील स्वायत्त राज्ये क्रकं वा कॅनडाम्ील
प्रांतांसारख्या नवीन स्तरावरील सरकार
➢ फेडरल ससस्िममधये, राजकीय अध्कार केंद्र सरकार आणि प्रांनतक सरकारांमधये ववभागले
जातात (भारतातील राज्य सरकार क्रकं वा कॅनडाम्ील प्रांतीय सरकारे ).
➢ यूएसए क्रकं वा भारत सारख्या फेडरल (संघराज्य) स्िे ट्समधये आणि ब्रििन क्रकं वा जपानसारख्या
एकसं् राज्यांम्ील स्वायत्त स्थाननक सरकारांची ननसमवती दे खील राजकीय ववकेंद्रीकरि
दशववते.
➢ यूएसए मधये पंचायती राज व महानगरपासलका, ब्रििनम्ील काउन्िी सरकारे आणि
जपानम्ील प्रीफेक्चरु ल गव्हनवन्स ही राज्ये ववकेंद्रीकरिाची चांगली उदाहरिे आहे त.

याचा अथव उच्च प्राध्करिादवारे (मुख्यालय) क्षेत्र प्रशासकीय एकके (क्षेत्रीय कायावलये)

जे.सी. चाल्सववथव यांच्या मते, “ववकेंद्रीकरिास प्रशासकीय कायवक्षमतेपेक्षा अध्क महत्त्वाचे औधचत्य
आहे. हे थेि नागररकांम्ील वैयष्क्तक पात्रतेच्या भावनेच्या ववकासावर अवलंबन
ू असते; याचा
आधयाष्त्मक अथव आहे”.
5) यामुळे संघिनेत फूि पाडिाऱ्या शक्तींना प्रोत्साहन समळते आणि अशा प्रकारे संघिनात्मक
एकब्रत्रकरिाला ्ोका ननमावि होतो.

parochialism.
7) यामुळे भ्रटिाचार, गैरव्यवहार, Nepotism वगैरेसारख्या प्रशासकीय अत्याचार वाढतात. या गोटिी

प्रभावी ववकेंद्रीकरि :
जे.सी. चाल्सववथव यांनी ववकेंद्रीकरि प्रभावी करण्यासाठी खालील संरक्षिाची सूचना हदली:
1) फील्ड ऑक्रफसने केवळ एका केंद्रीय एजन्सीला अहवाल दयावा.
2) क्षेत्राध्कार रे र्ा साव्पिे रे खांक्रकत केल्या पाहहजेत.
3) क्रकत्येक फील्ड ऑक्रफसमधये कायवपद्ती सामान्य प्रमािातील असाव्यात, जरी त्यांना
एकसमान नसण्याची आवश्यकता असते.
4) Field office should have a sufficient flexible physical and psychological structure to permit
it to adjust to the emergent local conditions.
5) Field Office ने एकंदरीत ्ोरिावर पररिाम करिारे ननिवय घेऊ नयेत, तरीही त्या

प्रदत्तीकरि/अध्कारप्रदान (Delegation)
The principle of hierarchy (scalar principle) binds together the different units and levels of the
organisation with a continuous chain of authority. The essence of this principle is the delegation of
authority.
व्याख्या :
Mooney : वररटठ अध्काऱ्यांकडून कननटठावर अथवा तत्सम अध्काऱ्यांवर ववशेर् अध्कार सोपविे यालाच
प्रदत्तीकरि/अध्कारप्रदान (Delegation) म्हितात.
Terry : एका कायवकारी क्रकं वा संस्थात्मक एककाकडून दस
ु ऱ्याला अध्कार प्रदान करिे म्हिजे Delegation.
Millet : प्रदत्तीकरिाचा अथव म्हिजे इतरांना कमी क्रकं वा अध्क तपशीलाने कतवव्ये सोपववण्यापेक्षा जास्त
आहे. इतरांना वववेकबुद्ी दे िे, त्यांच्या कतवव्याच्या चौकिीतील ववसशटि अडचिी पूिव करण्यासाठी
त्यांच्या ननिवयाचा वापर करिे हे प्रदत्तीकरिाचा सार आहे”.
प्रदत्तीकरिाची वैसशटट्ये :

ु ार प्रदत्तीकरिाचे 4 वैसशटट्य आहेत
1) वररटठाने कननटठावर जबाबदारी/ कामे सोपविे. (Assignment of duties by the superior
(delegator) to the subordinate (delegatee).)
2) कननटठावर सोपवलेले काम पूिव करण्यासाठी अध्कार प्रदान करिे ( Granting of authority by the
delegator to the delegatee to facilitate the work assigned to him.)
3) कामाचे बं्न घालून दे िे (Creation of an obligation, that is, the delegatee become duty
bound to complete the work.)

येथे हे स्पटि करिे आवश्यक आहे की प्रदत्तीकरिाची योजना प्रनतनन्ीच्या दे खरे खीखाली आणि ननयंत्रिाखाली

असते. सशवाय, एकदा अध्कार सोपववला गेला की तो प्रनतनन्ीदवारे वध्वत, कमी क्रकं वा परत घेतला जाऊ

परवानगी आहे.
(It must be clarified here that a scheme of delegation is subject to the supervision and control of
the delegator. Further, authority once delegated can be enhanced, reduced, or taken back by the
delegator. While delegating authority, the delegator neither transfers his final authority nor
abdicates his ultimate responsibility. To sum up, delegation stands for the grant of authority by a
superior to a subordinate for the attainment of a specific assignment. The delegator still retains
the delegated authority but its exercise is permitted to the delegatee. Thus, delegation has a dual
character.
In this context, Terry observes, “it is something like imparting knowledge you share with others,
who then possess the knowledge; you still retain the knowledge too.”
However, M.P. Follet considered the concept of delegation as a mere myth of organisational
(administrative) theory. She believed that “authority belongs to the job and stays with the job.”
Hence, one who does the job, must have the authority whether his superior likes it or not. As
authority belongs to the function (job), it cannot be delegated. The term ‘delegation of authority’
is thus an ‘obsolete expression’. She asserted, “Authority must be functional and functional
authority carries with it responsibility.”)
Related Concepts :
➢ Delegation is different from decentralisation, devolution, and deconcentration, which also
imply transfer of authority.
➢ In the words of Muttalib, “Deconcentration is based on administrative action, devolution
on political and legal and decentralisation on political, legal and administrative action.”
➢ For example, Panchayati Raj signifies decentralisation while, the office of District Collector
Deconcentration. The transfer of authority from the Centre to the States implies
devolution.
Types :
Downward, Upward and Sideward :
➢ According to Terry, delegation is not necessarily downward; it can as well be upward or
sideward. It is further explained below:
➢ (i) Delegation is downward when a higher authority delegates to a lower authority.
Example—a sales manager delegating to a salesman.
➢ (ii) Delegation is upward when a lower authority delegates to a higher authority.
Example—shareholders delegating to their board of directors.
➢ (iii) Delegation is sideward when it is at equal levels. Example—delegation between
African tribal chiefs and their Central Tribal Authority.
Outward Delegation :
➢ Delegation is outward when authority is granted to an outside body which is not under the
direct control of the delegator. For example, delegation to ad-hoc committees set up for a
specific purpose.

➢ Delegation is full when complete powers are granted to the delegatee to take final
decisions and actions while it is partial when the delegatee has to consult the delegator on
important aspects of the job assigned to him. Normally, delegation is partial and full
delegation is rarely found, as for example, when a diplomatic representative is sent
abroad with full powers to negotiate. Full delegation is known as ‘alter ego’.
Conditional and Unconditional :
➢ Delegation is conditional when the decision and action of the delegatee is subject to
control and confirmation by the delegator while it is unconditional when the delegatee is
free to take decision and act without any reservation.
Formal and Informal :
➢ Delegation is formal when based on written rules and orders, while it is informal when
based on customs and conventions.
Direct and Intermediate :
➢ Delegation is direct when no third person is involved, while it is intermediate (indirect)
when it is made through a third person.
➢ Usually, delegation is direct (immediate) and intermediate (indirect or mediate) delegation
is rather rare. But, Mooney gave two instances of such delegation : the election of the

➢ M.P. Follett (1868–1933) is regarded as a bridge between the classical approach and the
behavioural-human relations approach to organisation
➢ She (Follett ) viewed organisation as a social system and administration as a social process
➢ She highlighted, for the first time, the sociological and psychological dimensions of
administration and management. She brought out the human dimension of organisation
and pointed out the role of situational factors on organisational behaviour.
➢ Follet suggested three ways for resolving conflict in the organisation, viz., (i) Domination
(ii) Compromise (iii) Integration
➢ Chester Irving Barnard (1886–1961) further developed the line of thought initiated by M.P.
Follett. He also conceived organisation as a social system. He is regarded as the spiritual
father of the social system school.
➢ Barnard is considered as one of the pioneers of the behavioural movement in public
administration.
➢ In fact, he is the first full-blown behaviouralist.
➢ He emphasised on the socio-psychological aspects of administration and management.
➢ To him, administration is a cooperative social action.
➢ The ideas of Barnard influenced the decision-making theory of Herbert Simon; the new
human relations theory of Chris Argyris, Rensis Likert and Douglas McGregor; the
motivation theories of Abraham Maslow and Fredrick Herzberg; the institutionalist model
of Philip Selznick; and systems approach to organisational analysis.
➢ Barnard’s contribution to the understanding of organisational behaviour is one of the
significant landmarks in the evolution of administrative thought. His works include The
Functions of the Executive (1938) and Organisation and Management (1948).
