ደንብ ቁጥር 105/2004 ዓ.ም Regulation No. 105/2012
በአማራ ብሔራዊ ክልላዊ መንግሥት የምግብ፣ The Amhara National Regional State Food,
የመድኃኒትና የጤና እንክብካቤ አስተዳደርና ቁጥጥር Medicine and Health Care Administration and
በሕብረተሰቡ ጤና ላይ ሊደርስ የሚችለውን ችግር might be caused to the health of the community due
መከላከል አስፈላጊ በመሆኑ፤ to the consumption of food which is unsafe and
poor quality thereof;
የሕብረተሰቡ ጤና ደህንነቱ፣ ፈዋሽነቱና ጥራቱ WHEREAS, the public at large has to be protected
ካልተረጋገጠ ዘመናዊም ሆነ ባህላዊ መድኃኒት መጠበቅ from either modern or traditional medicines whose

አንቀጽ 55 ንዑስ አንቀጽ (2) ድንጋጌዎች ሥር በተሰጠዉ ስልጣን Determination of their Powers and Duties
መሠረት ይህንን ደንብ አውጥቷል፡፡ Proclamation No. 176/2010 and Art. 55 Sub-Art. 2
of the F.D.R.E’s Food, Medicine and Health Care
Administration and Control Proclamation No.
661/2009, hereby issues this regulation.

ጠቅላላ GENERAL
ቁጥር 105/2004 ዓ. ም" ተብሎ ሊጠቀስ ይችላል:: Control Determination, Council of Regional
Government Regulation No. 105/2012”.
2. ትርጓሜ 2. Definitions
1. የቃሉ አገባብ ሌላ ትርጉም የሚያሰጠው ካልሆን 1. Unless the context requires otherwise, in

ሀ. "አዋጅ" ማለት በፌዴራሉ መንግሥት የወጣው A. “Proclamation” shall mean the Food,

ሠ. “ተጨማሪ ምግብ” ማለት የመደበኛ አመጋገብን E. “Supplementary Food” shall mean that type of

ሸ. “የመድሃኒት ንግድ ስራ“ ማለት መድሃኒቶችን ለትርፍ H. “Medicinal trade Activity” shall mean the

ተ. “አደገኛ ኬሚካል” ማለት በጥንቃቄ ካልተያዘ ወይም K. “Dangerous Chemical” shall mean any

አ. “ለይቶ ማቆየት” ማለት በተላላፊ በሽታ የተያዙ ሰዎች P. “Isolation” shall mean causing those persons

ዘ. “ተገልጋይ” TKƒ ¾Ö?“ ›ÑMÓKAƒ K^c< ለማግኘት U. “Service Seeker” shall mean any patient or

ዠ. “ተቋም” ማለት ማናቸዉም የጤና ተቋም፣ ጤና-ነክ V. “Institution” shall mean any health

የ. “የምግብ ተቋም” ማለት በምግብ ንግድ ስራ ላይ W. “Food Establishment” shall mean any

ደ. “ምግብ አዘጋጅ” ማለት በምግብ ንግድ ስራ ውስጥ X. “Cook” shall mean any person who has,

መከልከል ነው፡፡
ጠ. “ባለሥልጣን” ማለት የኢትዮጵያ የምግብ AA. “Authority” shall mean the Ethiopian Food,

ጰ. “ተቆጣጣሪ” ማለት በዚህ ደንብ መሠረት የቁጥጥር CC. “Inspector” shall mean any professional

2. በዚህ ደንብ ዉስጥ “ምግብ”፣ “መከለስ”፣ ”የምግብ 2. Such terms and phrases in this regulation as
ጭማሪዎች”፣ “መድሃኒት” “የትምባሆ ዝግጂት”፣ the “food”, “adulteration”, “food additive”,
እና ”ሰው”፣ የተሰኙት ቃላትና ሐረጐች እንደቅደም “person” Shall have the same meanings as
are accorded to them under Art. 2 Sub-Arts.

32, 33, 37, 38, 40, 41, and 47 of the

3. በዚህ ደንብ ዉሰጥ በወንድ ፆታ የተደነገገዉ ሁሉ 3. All provisions of this regulation set out in the

Counterfeiting
1. ከነበረው የሚዛን ክብደት ወይም መጠን ላይ 1. It is prohibited to mix strange substances

2. ማናቸውንም ዓይነት ምግብ የሰዉን ጤና ሊጎዳ 2. It is prohibited to partially or fully mix any

8. ምግብን ስለማበልጸግ 8. Enriching Food
1. ምግብ ማበልጸግ ማለት በማህበረሰቡ ወይም 1. Enriching food shall mean to add one or more

down under Sub-Art. 1 of this Article hereof:

1. ቢሮው በዚህ ደንብ መሠረት አንድን ምግብ K=ይዝ 1. The Bureau may, pursuant to this regulation, be

item where it is ascertained that:
ሀ) ቀድሞውኑ በገበያ ላይ እንዲዉል ያልተፈቀደ፤ A. it has not been allowed into the market in
the first place;
ሐ) የአገልግሎት ጊዜዉ ያለፈ ወይም የጥራት C. it has expired or found out to be as not

23. መድኃኒትን eKS ያዝና ስለማስወገድ 23. Seizure and Disposal of Medicine
1. ቢሮዉ የትኛውንም መድኃኒት K=ይዝና እንዲወገድ 1. The Bureau may be able to seize and cause the

Labelling
1. በ ƒUvJ ዝግጅት ‹`‰a ”ÓÉ ሥራ ላይ የተሰማራ 1. Any person engaging in an activity of

ጉባዔው በዚህ ደንብ መሠረት የሚከተሉት ስልጣና ተግባራት The council shall, pursuant to this regulation,

ሆኖ uiታ” KTÇ” ¨ÃU ¾Ö?“ ‹Ó`” KSp[õ ¨ÃU or medication which has been concealed

of transplantation; or
ለ/ ከሞተ ሰው ለምርምር፣ ለትምህርት ወይም ለንቅለ B. From the dead person for the purposes of
ተከላ ዓላማ፡፡ research, education or transplantation.
2. ሞትን እንዲያረጋግጥ የተፈቀደለት የጤና ባለሙያ በሞት 2. A health professional permitted to verify death
