COUNCIL ESTABLISHMENT REGULATION
በአገር አቀፍ ዯረጃ እየተከናወነ ያሇውን የፍትህና የህግ WHEREAS, it has been found necessary to
ማሻሻያ ተሞክሮ በመውሰዴ በከተማ ዯረጃ በፍትህ establish a procedure that enables scholars to

service, build a strong justice and law

Article 91 of the Addis Ababa City Government
አስተዲዯር አስፇፃሚ አካሊትን ስሌጣንና ተግባር
Executive Organs Establishment and to specify
ሇመወሰን በወጣው አዋጅ ቁጥር ፸4/2ሺ04 አንቀጽ ፺1 the power and duties of the thereof Proclamation
መሠረት ይህንን ዯንብ አውጥቷሌ፡፡ No. 74/2021, the Cabinet of the Addis Ababa
City Government has issued this Regulation.

Part One
ጠቅሊሊ ዴንጋጌ
General Provisions

1. አጭር ርዕስ 1. Short Title

ይህ ዯንብ "የአዱስ አበባ ከተማ አስተዲዯር የህግ This Regulation may be cited as: “The
Addis Ababa City Government Law
እና ፍትህ ጉዲዮች አማካሪ ምክር ቤት ማቋቋሚያ
and Justice Affairs Advisory Council
ዯንብ ቁጥር ፻፵1/2ሺ04 ዓ.ም" ተብል ሉጠቀስ Establishment Regulation Number
ይችሊሌ፡፡ 141/2022.”
2. ትርጓሜ
2. Definition
የቃለ አገባብ ላሊ ትርጉም የሚያሰጠው ካሌሆነ
In this Regulation, unless the context
በስተቀር በዚህ ዯንብ ውስጥ ፡- requires otherwise:
1. “ከተማ” ማሇት የአዱስ አበባ ከተማ ነው፤
1. “City” means the city of Addis
2. “አስተዲዯር” ማሇት የአዱስ አበባ ከተማ
Ababa;
አስተዲዯር ነው፤ 2. “Government” means the Addis
3. “አዋጅ” ማሇት የአዱስ አበባ ከተማ አስተዲዯር Ababa city government;
አስፇጻሚ አካሊትን ሥሌጣንና ተግባር 3. “Proclamation” means the Addis
ሇመወሰን የወጣ አዋጅ ቁጥር ፸4/2ሺ04 ነው፤

5. “ክፍሇ ከተማ” ማሇት የከተማው ሁሇተኛ ዯረጃ 4. “Bureau” means the Addis Ababa
የአስተዲዯሩ እርከን ነው፤ City Government Justice Bureau;
6. “ወረዲ” ማሇት የክፍሇ ከተማ አካሌ የሆነ 5. “Sub-city” means the second
የከተማው ሶስተኛው ዯረጃ የአስተዲዯሩ እርከን
administrative stratum of the city;

3. የፆታ አገሊሇፅ Gender Expression

በዚህ ዯንብ ውስጥ በወንዴ ፆታ የተዯነገገው In this Regulation, any expression in the
masculine gender shall include the feminine.

ሁሇንተናዊ ሇውጥ እንዱመጣ በማስቻሌ and credible institution that serves with
institutional and professional freedom,

and upholds professional, institutional,
ተቋማዊና ሙያዊ ነፃነት የሚያገሇግሌ and public accountability, and exercises
እንዱሁም ሇሙያዊ፣ ተቋማዊና ሕዝባዊ its power in a transparent and
participatory manner by studying the

organization and procedures of the bureau
የሚሰራ ተቋም እንዱገነባ ማስቻሌ፤ to yield comprehensive reform;

7. Members of the Advisory Council
The members of the Advisory council:-

1. shall have 13 members to be assigned by

አማካሪ ምክር ቤቱ የሚከተለት ተግባርና ኃሊፉነት Council

ይኖሩታሌ፦ The advisory council shall have the following

በመመስረት ስሇሚሻሻለበት ሁኔታ ምክረ-ሀሳብ concerning the amendment of laws, based

9. Duties and Responsibilities of the

Chairperson of the Advisory Council
የአማካሪ ምክር ቤቱ ሰብሳቢ የሚከተለት ተግባርና The chairperson of the advisory council shall
ኃሊፉነት ይኖሩታሌ፡- have the following duties and responsibilities:
1. አማካሪ ምክር ቤቱን ይመራሌ፤ በዚህ ዯንብ 1. lead the advisory council; superiorly
ሇአማካሪ ምክር ቤቱ የተሰጡትን ተግባርና coordinate the duties and responsibilities
ኃሊፉነት በበሊይነት ያስተባብራሌ፤ determined for the advisory council
2. ስሇአማካሪ ምክር ቤቱ አጠቃሊይ የስራ according to this Regulation;
ሪፖርት፣ ስሇግኝት እና ላልች ከሪፎርም ጋር 2. present the overall performance report of

Mayor of the city;

3. የአማካሪ ምክር ቤቱን ምክረ ሀሳቦች ተግባራዊ 3. forward the proposals of the advisory
እንዱዯረጉ ሇቢሮው ይመራሌ፤ አፇጻጸማቸውን council to the bureau for implementation;
follow up the execution of the thereof;
ይከታተሊሌ፤
4. represent the advisory council in all its

council are held as per their schedules;

make sure that the call for an

6. make sure that the minutes and other

10. Meetings of the General Assembly of the

1. The term of office of the members of the
advisory council shall be three years;

ቢኖርም ከንቲባው ሇተወሰነ ጊዜ የስራ ዘመኑን Article, the Mayor may extend the term
for some time.

03. የመተባበር ግዳታ 13. Duty to Cooperate
ማንኛውም ሰው ሇዚህ ዯንብ አፇፃፀም የመተባበር Any person shall be duty-bound for the

The bureau in consultation with the advisory

council may issue directives that are necessary
ሉያወጣ ይችሊሌ፡፡
for the implementation of this Regulation.
05. ተፇፃሚነት ስሇማይኖራቸው ህጎች
ከዚህ ዯንብ ጋር የሚቃረን ማንኛውም የከተማው
15. Inapplicable Laws
Any Regulation or directive or customary
ካቢኔ ዯንብ፣ መመሪያ ወይም ሌማዲዊ አሰራር
practices of the cabinet which are inconsistent
በዚህ ዯንብ በተሸፇኑ ጉዲዮች ሊይ ተፇፃሚነት
አይኖረውም፡፡
with this Regulation shall have no effect.

06. ዯንቡ የሚፀናበት ጊዜ

16. Effective Date
ይህ ዯንብ ከሐምላ ፳ ቀን 2ሺ04 ዓ.ም ጀምሮ
This Regulation shall enter into force as of
