The indigenous people of the Commonwealth of Dominica, a country soon to be announced an


Associate State of the United States by the United States Government per our
recommendations in managing the Central Intelligence Agency (CIA), are known as the Carib
natives (or the Kalinago people). It is true that the Caribbean region was named after this
distinct community and that our operations in the Commonwealth of Dominica have engaged
the cultural development of this community toward it serving as a lead Oracle within the native
community of the Americas, a group scientifically identified as Amerindians in no longer
offending logic or diplomacy in vacating usage of the term "Indians."

Their specially appointed reservation, popularly known as the Carib Reserve, Carib Territory, or
Kalinago Territory, is located in the middle of the Americas (within the Commonwealth of
Dominica precisely) and their political aptitude is suited for participation within the hemispheric
community, institutionally, independently, and diplomatically - this fact shall not preclude the
group from respectful and non-egregious participation within the Organization of American
States (OAS) and its future form, the Union of the Americas, and will not diminish the Member
State of the Commonwealth of Dominica's (or its government's) equal status and stature within.
This same fact shall not prohibit or inhibit the Member State of the Commonwealth of Dominica
from employing, fully, its official and effectual stature as an equal Member State within or from
being recognized globally as doing so per standard authorization. Additionally, no related
attribute shall serve to disqualify the Commonwealth of Dominica from serving and being
protected equally within the political construct (the OAS or its evolved form) or from participating
effectively and equally within the Caribbean Community (CARICOM) and the United Nations
(UN) under any condition of activity, emergency or common. (Our focus on the political
communities of the OAS, CARICOM, and the UN shall not serve to refute or preclude the
Commonwealth of Dominica's [or any other island nation-state's] membership within any other
institution of international prudence such as the social Commonwealth of Nations though without
breaching fundamental principles communicating that (1) a nation-state and its representative
government may only serve as a consolidated member of a single [political] continental union
and that (2) the five continental unions being prepared, with two already active, shall serve as
the sole institutions of continental prudence and member representation within the United
Nations [UN] upon its conditioned reformation in half a century per concise plans delivered by
the [international] intelligence community.)

We have invested in the idea of having the Organization of American States (OAS) host
tri-annual Indigenous Conferences of the Americas, award to the native community sectoral
agenc(ies) for meeting their constitutional demands as a fundamental part of our hemispheric
community (innately) and in simply being human of a distinct argumentation, and support the
enfranchisement of the indigenous community (of the hemisphere) presently and under the
political and economic condition of the Union of the Americas, an evolved construct being
prepared as reflective of a determinative and humane continuum.

The Central Intelligence Agency (CIA) and INTERPOL will open undisclosed offices in the city of
Roseau (the Commonwealth of Dominica) and the Kalinago Territory within the next two
decades to keep the Carib (Kalinago) community discreetly invested in stewardship per a
communication network unbreachable in accordance with protocols being prepared for ensuring
feasibility, effectiveness, and success in perpetuum. We refute any claim which communicated
that the government and people of the Commonwealth of Dominica mistreated the Carib
(Kalinago) people in any manner requiring or inducing the country's [financial, economic, or
political] disqualification, disenfranchisement, outcasting, or any other such depravity - the
government of the Commonwealth of Dominica has been forthcoming over the past decade in
vouchering for the Amerindian community with the Carib (Kalinago) people being emphasized
as political minded without a fault.

The following provides legal tenets we ought to adhere to as an Agency and encompassing
government in protecting the official and systematic consolidation and governance of the
Americas communicated with advice received from organs within the Carib (Kalinago)
community as complimentary (or complementary) to their political, protocols, and agenda:

(1) No government or private actor/party shall promote, endorse, or instruct the breach of
fundamental right(s), prioritizing human and civil rights, in addressing the indigenous
community with respect to any Amerindian segment, any Member State or Territory of
the Americas, or any endeavor of special interests deemed of government or private
stature,
(2) No government or private actor/party shall intervene within the affairs of any tribal or
reservationist government or community for deciding its protected politics, economic
privilege(s), or social arrangement(s) not breaching the constitutional laws of the
respective jurisdiction of activity,
(3) No government or private actor/party shall coerce any authority or
seated/appointed/hired representative of any corresponding indigenous space into
misrepresenting the interests of the respective community or the Amerindian community
as a whole, into conducting unlawful activism or transaction(s) of immediate relation, or
into sabotaging the stability, growth, health, or human development of the respective
Amerindian community,
(4) No government or private actor/party shall coerce any authority or
seated/appointed/hired representative of any corresponding government space into
misrepresenting the interests of the respective segment/sector of the Amerindian
community (in totality), into conducting unlawful activism or transaction(s) limiting the
organ's ability to address indigenous issue(s), or into sabotaging the stability, growth,
health, or human development of the respective political State or Territory (or
partnership) in a manner (1) depriving the Amerindian community negligently or intently
or (2) in general,
(5) No Amerindian community should be dominated, disenfranchised, or intently sabotaged,
by means unethical, unlawful, or anti-contractual, via the activism of any other
Amerindian community, with or without the help of any national/federal government,
partnership, or such,
(6) No government or private actor/party, meaning via any mechanism or communicated
instruction (or direct action), shall intend to or negligently disenfranchise any indigenous
community; the rectification of such a situation (or the claim of a related breach) shall not
serve to induce, mandate, or reward hateful, discriminatory, or harmful reaction by
external communit(ies) or any government or private actor/party,
(7) No government or private actor/party shall perceive itself as having lawfully or effectively
contracted/transferred the jurisdiction of any tribal or reservationist government to any
private or foreign entity via treaty, verbal or other contract/agreement/arrangement, or
coercive act,
(8) No organ or employee/instructee of any sub-regional, regional, or continental (or hybrid)
institution shall intend to and/or induce, per its concise cause and/or effect, the
disenfranchisement, discrimination against, or the sabotage of any (1) Amerindian
community (without exception) or (2) any related institution or related agenda not
immediately supposing the breach of fundamental right(s) and active law(s) of an ethical
effect, and
(9) The Member Governments of the Organization of American States (OAS) shall all affirm,
support, and enable the enfranchisement of Civil Society Organizations (CSOs) and
Non-governmental Organizations (NGOs) in support of, peculiarly, solely, or fragmentally,
Amerindian issues; the OAS' evolution into the [future] Union of the Americas shall
maintain, without any level of depreciation, this principle.

Addendum to the above:

*(10) The impending [Free Trade and] Economic Area of the Americas shall serve the above
enumerated purposes and shall serve to enable the enfranchisement of infrastructure deemed
complimentary (or complementary) to the human development of the Amerindian community
with the Carib natives serving as an instrumental and indelible sector of this community.
