(still sealed), specifically between the United States and the Caribbean Community
(CARICOM) and between Canada and CARICOM which will endear the infusion of
Caribbean culture broadly into the United States and Canada and will infuse economic
wealth into the Caribbean Community (CARICOM) without inducing moral, economic,
intellectual, or sectoral debt (or deficiencies) within the jurisdiction of either party (to the
exchange program agreements);
(4) There ought to be no dissolution of the Organisation of Eastern Caribbean States
(OECS) in commending the related principle and in being recognized as the Eastern
Caribbean States in its evolution with maintained independence and sovereignty
concerning (with respect to) each independent country in general and as members of the
Caribbean Community (CARICOM), the Organization of American States (OAS) and its
future form as the Union of the Americas (UA), and the United Nations (UN);
(5) There shall be no dissolution of the United Nations (UN) now or ever in having
communicated its exponential support for the principle of free and comprehensive
exchanges (or for any other imagined or assertable reason); there shall be no dissolution
of the Organization of American States (OAS) contemporarily or as its evolved form as
the future Union of the Americas (UA) in general, a fervent supporter of this integrationist
theory in our negotiated future as one of the five (5) continental Unions to be seated as
 the perpetual and sole (meaning only) Members of the future UN Security Council upon
reformation;
(6) The United States of America (USA) has been a unitary nation-State since its
constitutional inception as such in 1789 but was indeed semi-unitary preceding this (from
1776 to 1789) of a national identity complex in both conjecture and [subsequent]
manifestation; this fact shall be respected by all Member States of the United Nations
(UN) and each provincial state of the United States, all 50, in forming United States
(USA) treaties, in respecting the constraint of exchange and movement policies, and in
mitigating powers of relation;
(7) The principle of exchanges shall not serve to demean, offend, depreciate, de-value,
inhibit, or obstruct the free movement of all goods and services of all Member
Governments of the impending [Free Trade and] Economic Area of the Americas per an
agreement which welcomes and pursues full participation from all 35 independent
countries within the Americas and all territories within; and
(8) There shall be no law enforcement (or judicial/juridical) exchange of citizen(s) or
resident(s) between political communities, of any variation of levels, under general
conditions and in all conditions addressing the rights of free citizen(s) and/or resident(s)
