Work Paper: Legal Tenets to [all] Protocols supporting restitutive action here in the United
States and toward the replication of programs throughout the rest of the Americas and security
measures for preserving the improved conditions:

(1) There shall be no policy which renounces the prerogative associated with removing
Black poverty, criminality (including drug and human trafficking), mis-education, hunger,
lack of community infrastructure, and the lack of international relations for compounding
and providing supplemental support to development programs;
(2) There shall be no breach of the policy to bombard, discreetly, federal agencies with
African-American agents, to be trained over the next two (2) decades for competency,
proficiency, globalist, and integrationist purposes under policies enumerated by me
(Shawn Dexter John), African-Americans multi-generational and immigrant in
background alike. The lack of corrective representation in the United States (USA) and
its preceding policies which were negligent in effect, meaning in having de-escalated the
growth, political development, and comprehensive partnership trend of the past, shall be

not reject exponential multi-racialism within federal, state, and local government
agencies (and contractorship communities), those which shall continue to support other
minorities as effectual partners of and employees and leaders within the United States
Government including Mexican-Americans and other Latino-Americans, Native
Americans, and Asian-Americans;
(4) There shall be no communication that NATO and other international organizations (of
niche European or non-European focus) may be deprived the reception of Blacks as
ambassadors [internal and popular leaders] and as managers of those constructs in their
employment of policies perpetual in their surrender to this formal doctrine of the Central
Intelligence Agency (CIA), the lead of the United States system in integrating the
hemisphere and the globe, in securing democratic Governance throughout, and in
refining the parenting protocols, meaning those of clinical respect;
(5) There shall be no operation or policy which deprives African-Americans from protecting
the interest of the globe and the African Union (AU) in particular; we have audited the
country and it is clear that African-Americans are concerned that the international
community has applied similar logic (as observed of the United States government for
almost three [3] centuries) in depriving the African community from ascendance,
certainly not that denoting oppression against traditional enigmas or other human races
(all being of equal men and women within and across), simply that which is
corresponsive with removing Black destitution and stagnation as an implied policy of
[audited, certified, or endowed] international institutions, consciously expressed or innate
to the constitution of their unreformed Governance policy; Black ascendance
communicates the right narrative to the human story and journey, a reality we, meaning
INTERPOL and the Central Intelligence Agency [CIA], are certain of;
(6) The emergence of protected [Black] African agents within a decade and a half (15
[fifteen] years from the present), in the millions, in adhering to training protocols of the
South African government and the African Union (AU), agents educated, globalist, and
affluent in nature, effect, and projection, agents clearly under refined and
non-detrimental INTERPOL protection (made accelerated with time), shall not serve as a
threat to the United States government, our approach of a bonafide [UN] World

(9) The cities of Beijing (China) and Pyongyang (North Korea) will suffer the total
dematerialization, via atomic/hydrogen bombs, of their respective central and
government districts; China and North Korea were found guilty by the UN General
Assembly (UNGA), in secretly superseding the UN Security Council's irrational
composition of seats, of having ordered the mass deportation of all Melenesians,
Aborigines, and all generational African students of residential status within their
countries and rejected Shawn Dexter John and the CIA's honest description of Shawn

being executed (the termination of his literal and respective life) without additional
