ደብረ ብርሃን ከተማ አስተዳደር ላይ የአመታዊ አፈጻጸም ገምጋሚ ቡድን አባላት የጠየቁትና ያዩት መረጃ

በየመገምገሚያ መስፈርቱ(በ 1 ኛዉ ቀን)

1. የሀብት አስተዳደርን በተመለከተ


 የ 2010 የተከለሰ የሀብት አስተዳደር እቅድ (2010-2012 EFY Revised AMP) እና የ 2011 የሀብት አስተዳደር
እቅድ(2011-2013 AMP)
 ከ 2010 የሀብት አስተዳደር እቅድ ደረጃ 9 ን ኮፒ አድርጎ ወስዷል (copy of step 10 of 2010 AMP taken)
 ዳታ ቤዝ ላይ የጥገና አመተ ምህረት የሚል ፊልድ መኖሩን እና በ 2009 እና በ 2010 ጥገና
መካሄዱን ያያል(There should be maintenance year field in the attribute and maintend assets in
2009 and 2010)፡፡ አዚህ ላይ የተጠገኑት ከፒታል ኢንቨስትመንት እቅድ ላይ ያሉ፤ በምህንድስና
ሪፖርት ላይም የሚታዩ መሆን አለባቸዉ (The maintend projects should be in AMP, in CIP, in
Engineering progress report, in M & E report
 በ 2010 ወቅታዊ የተደረገ የመሰረተ ልማት ሀብት ቆጠራ ዳታቤዝ (Up to date Land inventory in all
strategic Activity area)፤ ዳታ ቤዙ ላይ ሀብቶች ያሉበት ሁኔታ መለየቱን (condition assessment of all
assets in the geodatabase has been seen) ፤ ዳታ ቤዙ ላይ አስፈላጊ ስሌቶች መሰላታቸዉ( Calculation
of Total Replacement Cost, Current value, Depreciation cost, Maintenance deficit, Rehabilitation
Deficit, Asset Deficit, current value of Assets have been checked)
 በ 2010 በጀት አመት ጥገና የሚያስፈልጋቸዉ የነበሩ እና በ 2010 በጀት አመት መጠገኑን
የሚያሳይ(ያሉበት ሁኔታ ወቅታዊ መደረጉ- Projects in 2010 maintenance & actually maintained
projects 2010)፤ የ 2010 የሀብት አስተዳደር እቅድ ከካፒታል መዋዕለ ንዋይ እቅድ፣ ከግዥ እቅድ፣
ከአመታዊ የተግባር እቅድ ጋር መጣጣሙ(Alignment of 2010 AMP, CIP, APP, AAP has been checked )
2. የመሰረተ ልማት ግንባታ አፈጻጸም(Infrastructure Target)
 የ 2010-2012 የመዋዕለ ንዋይ እቅድን ኮፒ አድርጎ ወስዷ
 የ 12 ወራት ወርሃዊ የኢንጂነሪንግ ሪፖርት እና ለክልል የተጻፈበትን ደብዳቤ ኮፒ አድርጎ ወስዷል
 የ 6 ናሙና ፕሮጀክቶችን የመጨረሻ የክፍያ ሰነድ፤ የኮንትራተ ሰነድ፤ ወርሃዊ ሪፖርት ኮፒ ወስዷል፤
መናበባቸዉን አረጋግጧል፤ በመስክ በመገኘት ገምግሟል
 የክትትልና ግምገማ የየሩብ አመት ሪፖርት እና ለክልሉ የተላከበትን ደብዳቤ ኮፒ አድርጎ ይዟል፡፡ እዚህ
ሪፖርት ላይ የተቀመጠዉ እቅድ፣ ከሀብት አስተዳደር እቅድ ፣ ከካፒታል መዋዕለ ንዋይ እቅድ ፣ ከግዥ
እቅድ እና ከተግባር እቅድ ላይ ያለዉ መናበቡን አይቷል
 የ 2010 የሀብት አስተዳደር እቅድ በተለይ ደረጃ 9 ላይ ያለዉ ከካፒታል መዋዕለ ንዋይ እቅድ፣ ከግዥ
እቅድ፣ ከአመታዊ የተግባር እቅድ ጋር መጣጣሙ(የአዲስም ሆነ የጥገና እቅድ) አይቷል
3. የጥገና አፈጻጸም(Maintenance Performance)
 የ 2010 የሀብት አስተዳደር እቅድ በተለይ ደረጃ 9 ላይ ያለዉ የጥገና እቅድ ከካፒታል መዋዕለ ንዋይ
እቅድ፣ ከግዥ እቅድ፣ ከአመታዊ የተግባር እቅድ ጋር መጣጣሙ አይቷል
 የጥገና በጀት የካፒታል መዋዕለ ንዋይ እቅድ በጀትን 10% መሆኑን አይቷል
 የእያንዳንዱ የጥገና በጀት አፈጻጸም ከ 80% ባለይ መሆኑ
4. ከተማ ፕላንና መሬት አስተዳደር(Urban Planning and Land Management)
4.1. ከተማ ፕላን(Urban Planning)
 መጠቀሚያ ጊዜዉ ያላለፈበት መዋቅራዊ ፕላን መኖሩን አይቷል፡፡ ለዚህም
 ፕሪንት ተደርጎ የተለጠፈ መዋቅራዊ ፕላን(መሰረታዊ ካርታ፣ በወቅቱ ያለዉ የመሬት አጠቃቀም ካርታ፣
ያለዉ የመንገድ አዉታር፣ ወደፊት ሊኖር የሚችል የመንገድ አዉታር፣ የተፋሰስ እና የመሬት
አጠቃቀምን የሚያሳይ ካርታ) መኖሩ ታይቷል
 መወቀራዊ ፕላኑ በምክር ቤት የጸደቀበት ቃለ ጉባኤ እና በእለቱ አባላቱ የፈረሙበት የስም ዝርዝር
መኖሩን አረጋግጧል፤ እየተተገበረ ያለ ቀጠናዊ የእድገት ፕላን ካለ የጸደቀበት የምክር ቤት ቃለ ጉባኤ
እና የአባላቱ ፊርማ፤ ፕሪንት ተደርጎ መለጠፍ አለበት
 በ 2010 የካፒታል መዋዕለ ንወይ እቅድ መዋቅራዊ ፕላን አለመጣሱን ናሙና በመዉሰድ አረጋግጧል
4.2. ዉጤታማ የመሬት አስተዳደር
 መሬት የሚተላለፍባቸዉ ህጋዊ ሰነዶች መኖራቸዉ (አዋጅ፣ ደንብ፣ መመሪያ----)
 በ 2010 የተላለፉ መሬቶች ዝርዝር መረጃ ( በተለያየ መንገድ ለማስተላለፍ የተለዩ መሬቶች እስከ ሳይት
ፕላናቸዉ መሰረተ ልማት ያለቸዉ መሆኑን፤ ለጨረታ የቀረቡ መሬቶች ዝርዝር እስከ ሳይት ፕላኑ፣
የሊዝ ማስታወቂያ ጋዜጣን ጨምሮ፤ ጨረታ ሲከፈት ቃለ ጉባኤ ወዘተ፣ በምደባ ለማስተላለፍ የተለዩ
መሬቶች እስከ ሳይት ፕላናቸዉ መሰረተ ልማትን በሚያሳዩበት፤ ለምን አገልግሎት እንደተሰጡ ወዘተ)፤
የተላለፉ መሬቶችን ነሙና ወስዶ ታይቷል
 በምደባና በጨረታ የተሰጡ መሬቶች በቁጥር
 ወቅታዊ የመሬት ቆጠራ መረጃ በታቡላር እና በስፓሻል መኖሩ (በ 2011 በተለያየ መንገድ የተላለፉ
መሬቶች ዳታ ቤዙ ላይ ወቅታዊ መደረጉ፣ በ 2011 የስመ ንብረት ዝዉዉርና የሌሎች ተግባራት ለዉጥ
የተካሄደባቸዉ መሬቶች፣ በአሁኑ ወቅታ ያሉ ክፍት ቦታወችን፣ የመኖሪያ ቦታዎችን፣ የኢንዱስትሪ
ቦታዎችን ወዘተ በሚያሳይ መልኩ ዳታ ቤዙ ወቅታዊ መደረጉ ወዘተ ) ታይቷል
 ከላይ የተጠቀሱ ሰነዶችን ኮፒ አድርጎ ወስዷል
በተጨማሪም
 በመሬት አስተዳደር፣ በጽዳትና ዉበት፣ በህንጻ ሹም የሚሰጡ አገልግሎቶች ስርስር እና በዚያ መንገድ
ስረዎች እየተሰሩ መሆኑ ታይቷል
 የመሬት አስተዳደር፣ የደረቅ ቆሻሻ፣ የህንጻ ሹም ስታንዳርዶች መጽደቃቸዉ፤ የ 1 ኛ፣ የ 2 ኛ፣ የ 3 ኛ፣ እና
የአመታዊ ሪፖርቶች መዘጋጀታቸዉ እና ለሚመለከታጨዉ መላካቸዉ
ደብረ ብርሃን ላይ ታ ያሏቸዉ ክፍተቶች
ሀብት አስተዳደር ላይ
 የለም ብሏል ገምጋሚዉ፤ በተጨባጭ ግን ቆጠራዉ ወቅታዊ የተደረገበት የቆ ጠራ ሀርድ ኮፒ የለም፡፡
ስለዚህ መሰጋጀት አለበት
የአዲስ ፕሮጀክቶች አፈጻጸም
የጥገና ፕሮጀክት አፈጻጸም
 10% በጀት አለመያዝ (ምላሽ፡ በ 2009 በጀት አመት የጸደቀ መሆኑና በ 2010 በጀት አመት የነበረዉ
መገምገሚያ ይህን ስለማይጠይቅ ዉጤት ልናጣ አይገባም)

የከተማ ፕላን
 የጸደቀ መዋቅራዊ ፕላንን ፕሪንት አድርጎ አለመለጠፍ (ምላሽ፡ ጊዜዉ ያላለፈበት መዋቅራዊ
ፕላን አለ እንጂ በሀርድ ኮፒ አላለም፤ ሶፍት ኮፒ አሳይተናል ይህን መረጃ ሊወሰድ ይችላል፤
ጊዜዉ ያላለፈ መሆኑን ደብዳቤዉ ይገልጻል፤ በተጨማሪም በግምገማ ወቅት ፕሪንት ተደርጎ
ተለጥፏል)
 መዋቅራዊ ፕላኑ ሲጸድቅ የምክር ቤት አባላት የፈረሙበት ሰነድ አለመገኘት(ቃለ ጉባኤዉ በአፈ
ጉባኤዉ ተልኳል ፊርማ ባለመኖሩ ልናጣ አይገባም፤ መገምገሚያዉም ፊርማ አይልም)
መሬት አስተዳደር
 በዉድድር የተሰጠ መሬት ከ 25% በታች መሆን (ምላሽ፡ መሬት ለመስጠት በ 2009 በጀት አመት
የጸደቀ መሆኑና በ 2010 በጀት አመት የነበረዉ መገምገሚያ ይህን ስለማይጠይቅ ዉጤት ልናጣ
አይገባም)
 በ 2011 በመሬት ዙሪያ የተደረገዉን እንቅስቃሴ በሚያሳይ መልኩ ዳታ ቤዙን ወቅታዊ
አለማድረግ(እርምጃ፡ በግምገማ ቀናት እንዲያስገቡ ተደርጓል)
 የአመታዊ የህንጻሹም ሪፖርት የ 4 ኛ ሩብ አመት መባሉ(እርምጃ፡ ደብዳቤዉ እንዲስተካከል
ተደርጓል)

deadline in accordance with regional FM manual and regulations ( የአስራ ሁለቱን ወር ደብዳቤና ቀን
ያያል IBEX አሁን እየሰራ መሆኑን እየከበፈተና የሁሉንም ወሮች የሂሳብ ሪፖርቶች ባለሞያዎች እየከፈቱ
እንዲያሳዩት ይጠይቃል ስለዚህ ከላይ የተዘረዘሩት ሪፖርቶች ከ IBEX እንዴት ፐሪነት እንደሚደረጉ የሚያውቅ
ሰው መመደብ ፡፡
The date on the cover letter can be crosschecked with date of the IBEX print out to ensure the reports
are submitted within the deadline.

3. Monthly cash & bank reconciliation reports submitted to BoFED timely as per regional regulations
and manuals
