professional or other recruitment ideology; the following are primarily scholarly and Central Intelligence Agency related. The
primary law school of his legal education was St. Thomas University School of Law – Miami Gardens. The author is an
official, undisputed, and authentic citizen of the United States of America (USA). (Importantly, the author's partial education
at Southern University and A&M College, as a doctoral student in Public Policy [at the Nelson Mandela School of Public
Policy and Urban Affairs], served well in writing significant parts of the overall material. Both degrees awarded to the author
were received from Howard University, however.) (The author did complete a course-required research [unpaid] internship
with the Embassy of the Commonwealth of Dominica over a short period of time. The author's brief employment with USA

I, Shawn Dexter John, am the only individual editing the manuscript (aside being the sole author).

I will provide any update to the [edited and completed] manuscript, if any: [EDITED AND
COMPLETED] The New Societies – Concepts and Apperceptions of an Eastern Caribbean model of
Commonality.
The version published as a book was simply a covert and humble sketch, published in that manner to
provide a template to government affiliates working across distance preceding its expected completion
at a then later date (corresponding with me editing work today) – quite a humble act. Tampering might
have devalued the book material but the model and intent were communicated well preceding the
publication of the [completed] edited version (here) – the completed version consists of slightly over
200 pages. (The edited version is presented as a bonafide law article.)

Graduate Certificate in International Studies) from Howard University in Washington, District of
Columbia, the United States of America.

Article twenty-one provides that every individual should be free to participate in government through
her elected representatives or as an elected representative herself. The article intends to protect
participation in the legislature, as an elected executive or official, or, implicitly, as an appointed or
commissioned employee.

Public service is a primary obligation of government. Government can only exercise this obligation
in absence of prejudice, meaning without requiring loyalty to any political party or official, without
forming preference for any demographic group, without showing preference to any addressed
individual. Every individual deserves equal access to public services. All qualification tests ought to
be non-discriminatory, awarding equal consideration to every person of the respective jurisdiction.

The people’s will serves as the basis of the government’s authority. The aggregate people ought to
decide who serves as their representatives, ought to communicate preferred political agendas
freely, ought to have reasonable examination power over their government. Government should be
preserved as affirmatively responsive to the rational, civil perspective of the nation’s people.
Elections should be held periodically and regularly. (Any special election feature administered ought
to be applicable within every other term when found immediately called-upon, regardless of the
figure in leadership or the majority party.) Generally, voting ought to be performed freely and
performed secretly for the privacy of each person. Voting ought to be universal, meaning equally
available to every person of age. No constituent should be deprived of the right arbitrarily. Equivalent
free voting procedures, meaning those which are parallel to conventional secret ballot procedures
where-ever alternate variation(s) are imposed, should support suffrage protection, an equal vote,
and honest supervision methods.

Notes:

1. Naturally, sanctionable court decisions inducing voting restrictions are implied as valid
(concerning trials). My acknowledgement that court decisions can require voting restrictions
concerning convicted defendants does not allude to me supporting voting restrictions as a
political statement. I do support voting enfranchisement, in general, as a basic tenet of the
philosophy I have adopted and helped further. I do support the argument which provides that
convicted individuals who have served their sentences, whatever their format, should be re-
enfranchised as dignified members of society, individuals re-made capable of participating fully
in the political arena for ensuring that politics reflect the genuine perspective of the respective
[full] community. This perspective may be deemed emotionally kind and typical amongst liberals
but it is also rational, necessary, and well thought out. A society which becomes over-restrictive
in its policies, which isn’t considerate of the modest perspectives of any segment of the
population could, very plausibly, evolve menacing & overbearing tendencies which systematically
reject fundamental interests of internal communities, consequently opening up the possibility of
great misjudgments by government and sociological mistrust by the general public (or
significant parts). (Legal rehabilitation returns convicted individuals to the status of fully-
committed members of the political society in theory. Enabling the political system to represent
the factual perspective of the society, to the greatest possible extent, is quite important.)
2. Concerning the above usage of “rational, civil perspective”, I am communicating that there are
checks and balances in democracies which go beyond the multiple branches of governments,
ones conceived and utilized for ensuring that majority-rule does not lead to the misappropriation
of power, does not deceive or injure minorities, and does not trump the effectuality of modern
and humane philosophies employed to discourage and deter the misappropriation or injury
stated. Government can only apply the civil, meaning non-violent and non-injurious, suppositions
and constitutional decisions of the corresponding constituents – reasonability is implied in the
most functional and authentic of constitutional documents and government has to be
responsible, careful, and discreet unequivocally. Government has to acutely incorporate legal
principles (codified) and policies into its governing faculties specifically to create studied
parameters, as constitutional checks, for measuring and pacifying the unharmed will of the
corresponding population to insure against majority-induced, egregious perplexities.
